# Requirement<br />

3 All NPSBN-­‐U SHALL be able to receive CMAS text alerts using CMAS-­‐capable UE that can <br />

present the alert. <br />

4 All NPSBN-­‐Us SHALL be able to receive CMAS text alerts using CMAS-­‐capable UE that can <br />

present the alert. <br />

5 NPSBN-­‐Us SHOULD be allowed to opt-­‐out of the presentation of specific alerts that are not <br />

Presidential alerts. <br />

6 The NPSBN SHALL support the periodic testing of CMAS service as defined by the FCC. <br />

4.1.8 Messaging<br />

This section describes functional requirements for text and multimedia messaging, as well as related <br />

security and interoperability functionalities public safety needs. <br />

The 2009 NPSTC 700 MHz Public Safety Broadband Task Force Report and Recommendations [5] <br />

provided a messaging-­‐related usage scenario describing some basic public safety messaging needs. The <br />

quote describing this scenario appears below: <br />

“A Public Safety user arrives on a visited network while responding for mutual aid for disaster <br />

recovery. She is able to receive text messages providing status updates on staging locations and <br />

voice radio assignments. Once on the scene, she is able to take photographs of damaged <br />

infrastructure and send them to the local EOC. She also exchanges multimedia messages with <br />

support staff who use commercial cellular phones on commercial networks run by various <br />

carriers.” <br />

The above scenario suggests the need for messaging capabilities, which are captured in the <br />

requirements tables that follow. <br />

Note that in this section, terms such as text messaging, multimedia messaging, and messaging service <br />

represent user-­‐visible capabilities presented by UE devices. The underlying technology by which these <br />

capabilities might be implemented is not considered in this discussion. As such, any references to <br />

specific implementation technologies in this section are used for illustrative purposes only. <br />

4.1.8.1 Messaging General <strong>Requirements</strong><br />

This section captures the most basic capabilities required of the messaging service. Following are <br />

general requirements for messaging. <br />
