2004-2005

The mission of the
Boys and Girls Clubs
of Greater Oxnard and
Port Hueneme (BGCOP)
is to inspire and enable
ALL young people to
realize their full potential
as productive, responsible
and caring citizens.
We’re a construction site: building lives, building
community and helping youth and families lead productive
lives.
We have grown tremendously in the last year, expanding from
four sites to 14 locations and securing the needed resources to
renovate the historic Harriet H. Samuelsson Branch on 7th Street.
In addition to our physical growth, we created three innovative
programs. The first is the Youth Empowerment Program, where
youth ages 14 to 21 learn work readiness skills and how to get jobs.
The second project is the 21st Century Community Learning After
School Program, which goes by PROSPER (Partnership for Rio Outof-School
Student Programs for Educational Realization) in the Rio
School District and HEROES (Hueneme Education, Recreation,
Outreach and Enrichment Services) in the Hueneme School
District. The third is our Power Plus+ Program, which provides
tutoring and supplemental education. These opportunities to
expand our sites and programs were made possible by creative
partnerships and collaborations with the Rio, Ocean View and
Hueneme school districts, Oxnard Union High School District and
the Workforce Investment Board of Ventura County, as well as
many other foundations, corporations and individual donors.
Although our growth in the past year has been exceptional, there is still a great deal
of work to be done. There are still thousands of children in our community who have
no place to go after school. They do not have the opportunity to sit at a computer in
one of our Clubs or play in the gymnasiums. There are still those who cannot take
their turn in one of the games rooms or be inspired by the fine arts activities. There
are still children who have no one to guide them in good times and bad, and who
have no encouragement to develop their talents, skills and character.
The success of our Clubs is found not only in our curricula, systems or programs.
It is found in the hearts of our youth development staff who know their kids by
name, who teach them life lessons, give them hope and encourage them with a
smile every day.
Our youth need sustained relationships with
caring adults, mentors and schools that treasure
each and every child. As we move forward, the
construction will continue. We will continue to
grow and transform our community into a place
that truly cares and elevates its youth to center stage.
We cannot continue our work alone. Please
join us. If we all do a little, we can accomplish
a lot for our greatest asset: our children.
Respectfully,
Tim Blaylock
Chief Professional Officer
Over the course of 50
years, the Boys & Girls Clubs
of Greater Oxnard and Port
Hueneme has created a home
of their economic situation,
to participate in arts, leadership,
education, life skills and
recreation programs.
As the community’s demand
for youth services grows, so
does BGCOP. In 2004, the Club
increased from four sites to
14 and increased the number
of young people served from
4,000 to 6,500.

All children need a safe and secure place to go after school. With the
rising number of single-parent families and families where both
parents work, many children come home to an empty house.
A positive place for all kids is needed. Consider that:
· More than 14 million American children live in poverty.
· More than 4,400 children are arrested each day.
· More than 2,500 high school students drop out.
· Cost of after-school care can be as much as $4,000 per year in Southern
California, according to Children Now.
BGCOP provides a positive, safe place for all youth for only $15 per year. Offering
more than 72 hours per week of programmed activities year round, BGCOP
delivers a wide range of programs and activities that teach kids to make the
right decisions so that they are part of the solution, not the problem.

Ground-Breaking New Programs
Power Hour After-School Program
Power Hour provides members ages 6 to 18 with tutoring and
homework assistance. The program was developed in response
to parents wanting to reinforce better study habits for their children.
The program is funded by a $5,000 donation received in
2004 from the J.C. Penney Afterschool Fund, which enabled the
Club to purchase books, supplies and homework incentives and
for the Power Hour coordinator to attend training in Atlanta.
Youth Empowerment Program
In 2004, BGCOP became a new provider for the Workforce
Investment Board of Ventura County with its Youth Empowerment
Program (YEP), which serves 200 youth ages 14 to 21 in the Oxnard
Plains area. YEP uses award-winning, nationally recognized
curricula to teach youth strategies and techniques for obtaining
and maintaining employment in their chosen fields.
Get Into SHAPE!
BGCOP introduced a new program to help fight childhood obesity
and the health risks associated with it. Starting Healthy Activities
and Physical Education (SHAPE) is offered thanks to a $195,000
grant from the California Endowment. Through SHAPE, members
learn new and fun fitness activities and healthy eating habits they
can share with their families.
Engineering Entrepreneurs
The National Foundation for Teaching Entrepreneurship Program
(NFTE – pronounced “nifty”) is helping youth in low-income communities
learn the business, academic and life skills necessary to be
economically productive. The program also connects participants
