September 2011.<br />

Objectives and target<br />

The overall objectives of the c<strong>on</strong>ference are to c<strong>on</strong>tribute to the harm<strong>on</strong>izati<strong>on</strong> of<br />

training and qualificati<strong>on</strong> of pers<strong>on</strong>nel in explosives sector for the development of a<br />

transferable certificate of <strong>Explosive</strong> Competences, through the discussi<strong>on</strong> and sharing<br />

of knowledge, as well as experiences <strong>on</strong> the training and procedure of accreditati<strong>on</strong> of<br />

individual competencies. The c<strong>on</strong>ference addresses all people occupied and active in<br />

the sector of explosives (explosives, propellants and pyrotechnics) from Governmental<br />

Agencies, Educati<strong>on</strong> Instituti<strong>on</strong>s, Employers and Employees Societies, Public and<br />

Private Companies in Military and Civil areas.<br />

Background<br />

The manufacture and use of explosives, propellants and pyrotechnics underpins a<br />

significant part of the European Uni<strong>on</strong> ec<strong>on</strong>omic and industrial activity. An<br />

understanding of explosives science and technology and the competence to harness it<br />

is central to maintaining European explosives capability, nati<strong>on</strong>al security and in<br />

sustaining a competitive European industry. Much of <strong>EU</strong> safety legislati<strong>on</strong> calls for<br />

“competent people” in roles that affect safety. In the case of explosives, this will be in<br />

all stages of life, from the formulati<strong>on</strong> of new explosives in the laboratory, through<br />

manufacture, storage, transportati<strong>on</strong>, use and disposal. In 2002 the Copenhagen<br />

Declarati<strong>on</strong> set up steps to improve transparency in competences and qualificati<strong>on</strong>s in<br />

vocati<strong>on</strong>al educati<strong>on</strong>, cooperati<strong>on</strong>, mobility schemes, and integrated programs of<br />

study, training research. In 2008 by recommendati<strong>on</strong> of the European Parliament and<br />

of the Council of 23 April was established the European Qualificati<strong>on</strong>s Framework<br />

(EQF) for Lifel<strong>on</strong>g Learning. In 2003 Sweden, United Kingdom, Norway, Finland and<br />

Italy started the pilot project <strong>EU</strong><strong>Excert</strong> within Le<strong>on</strong>ardo Da Vinci programme to<br />

develop a comprehensive framework which describes and categorises the<br />

competences of all workers engaged in the manufacture or use of explosives. Later


Germany, Portugal, Czech Republic, Lithuania, Latvia and Malta joined the project. In<br />

2008 <strong>EU</strong><strong>Excert</strong> programme was expanded and a network and cluster are formed <strong>on</strong><br />

<strong>EU</strong>ExNet.<br />
