Which conditions must be satisfied to get this license?<br />
Qualification certificate accord<strong>in</strong>g to § 20 of the German law<br />
on explosive material<br />
– proof of reliability – the applicant must not have violated<br />
any legal regulations <strong>in</strong> the past<br />
– personal qualification – the applicant must be physically<br />
<strong>and</strong> mentally suited to conduct such operations<br />
– m<strong>in</strong>imum age 21 years – <strong>in</strong> <strong>Germany</strong> a person<br />
conduct<strong>in</strong>g blast<strong>in</strong>g operations <strong>and</strong> fireworks who is<br />
act<strong>in</strong>g with a high degree of personal responsibility<br />
needs to be at least 21 years old<br />
– technical qualification – the applicant needs to prove<br />
that that he or she has the necessary technical<br />
qualification for conduct<strong>in</strong>g such operations<br />

How can you get the knowledge for this occupation?<br />
The necessary specialised knowledge for conduct<strong>in</strong>g<br />
blast<strong>in</strong>g operations <strong>and</strong> for apply<strong>in</strong>g pyrotechnics <strong>in</strong><br />
<strong>Germany</strong> is not part of a vocational tra<strong>in</strong><strong>in</strong>g <strong>and</strong> therefore<br />
needs to be taught <strong>in</strong> a separate tra<strong>in</strong><strong>in</strong>g.<br />
The tra<strong>in</strong><strong>in</strong>g <strong>in</strong> the fields of explosives technology <strong>and</strong><br />
pyrotechnics <strong>in</strong> <strong>Germany</strong> is based on the German law on<br />
explosive material.<br />
This tra<strong>in</strong><strong>in</strong>g <strong>in</strong>cludes separate technical qualification<br />
courses for each field (explosives technology <strong>and</strong><br />
pyrotechnics) <strong>in</strong> which the necessary knowledge <strong>and</strong> the<br />
required skills are taught.<br />
These courses are divided <strong>in</strong>to basic knowledge courses<br />
<strong>and</strong> accompany<strong>in</strong>g advanced knowledge courses.<br />

Facts about the tra<strong>in</strong><strong>in</strong>g company's<br />
Impart<strong>in</strong>g this technical qualification <strong>in</strong> <strong>Germany</strong> is ma<strong>in</strong>ly<br />
done by private <strong>in</strong>stitutions.<br />
Therefore, these <strong>in</strong>stitutions need a government<br />
permission/license for organiz<strong>in</strong>g such courses which is<br />
granted by a state authority.<br />

The <strong>in</strong>stitution offer<strong>in</strong>g the courses needs to prove that it is<br />
<strong>in</strong> the position to carry out such courses <strong>in</strong> regards to<br />
content, personnel <strong>and</strong> organisation.<br />

Facts about the tra<strong>in</strong><strong>in</strong>g company's<br />
The ma<strong>in</strong> topics which need to be covered by the courses<br />
are listed <strong>in</strong> a statutory curriculum. Moreover, the <strong>in</strong>stitution<br />
offer<strong>in</strong>g the course/the tra<strong>in</strong><strong>in</strong>g company can impart<br />
additional knowledge/know-how.<br />
The tra<strong>in</strong><strong>in</strong>g conta<strong>in</strong>s a curriculum as well as a m<strong>in</strong>imum<br />
amount of hours a tra<strong>in</strong>ee needs to attend. This amount can<br />
be exp<strong>and</strong>ed by the tra<strong>in</strong><strong>in</strong>g <strong>in</strong>stitution but must not fall<br />
below a certa<strong>in</strong> amount.<br />

Facts about the tra<strong>in</strong><strong>in</strong>g company's<br />
All basic <strong>and</strong> advanced knowledge courses f<strong>in</strong>ish with a<br />
written <strong>and</strong> oral as well as, <strong>in</strong> many cases, a practical test.<br />
This is held by the tra<strong>in</strong><strong>in</strong>g <strong>in</strong>stitution <strong>in</strong> cooperation with the<br />
state authority.<br />
When the tra<strong>in</strong>ees pass the test, they receive a state<br />
certificate which authenticates the acquired skills.<br />

It is valid throughout <strong>Germany</strong> <strong>and</strong> is a prerequisite for<br />
receiv<strong>in</strong>g a personal license (qualification certificate<br />
accord<strong>in</strong>g to § 20 of the German law on explosive material)<br />
for conduct<strong>in</strong>g the respective operations. 19
Prerequisites for the participation <strong>in</strong> the courses<br />
Due to the fact that the statutory extent of the tra<strong>in</strong><strong>in</strong>g<br />
(m<strong>in</strong>imum tra<strong>in</strong><strong>in</strong>g hours) is relatively small <strong>and</strong> due to the<br />
fact that these tra<strong>in</strong><strong>in</strong>gs are no vocational tra<strong>in</strong><strong>in</strong>gs, the<br />
tra<strong>in</strong>ees need to meet certa<strong>in</strong> prerequisites <strong>in</strong> order to take<br />
part at the tra<strong>in</strong><strong>in</strong>g.<br />

For tak<strong>in</strong>g part at basic knowledge courses, it is normally<br />
necessary to do practical work as an assistant <strong>in</strong> the<br />
respective field dur<strong>in</strong>g a fixed time span or for a certa<strong>in</strong><br />
amount of blast<strong>in</strong>g operations or operations with pyrotechnic<br />
articles.<br />

Example explosives technology (blast<strong>in</strong>g technique):<br />
– It is required to take part at 50 blast<strong>in</strong>gs as an assistant<br />
<strong>in</strong> order to attend the basic knowledge course for<br />
general explosive tasks (general field blast<strong>in</strong>g).<br />

Example pyrotechnics (field of h<strong>and</strong>l<strong>in</strong>g pyrotechnics):<br />
– It is required to take part at 26 fireworks as an assistant<br />
<strong>in</strong> order to attend the basic knowledge course for<br />
conduct<strong>in</strong>g fireworks (use of pyrotechnic articles -<br />
outdoor).<br />

It is normally required to <strong>in</strong>itially attend a basic knowledge<br />
course <strong>and</strong> to do some practical work as an assistant <strong>in</strong><br />

Example explosives technology (blast<strong>in</strong>g technique):<br />
– It is required to attend a basic knowledge course on<br />
general explosives technology <strong>and</strong> to assist on 6 large<br />
drill hole blast<strong>in</strong>gs (assistant job) <strong>in</strong> order to be able to<br />
attend the advanced knowledge course on large hole<br />
blast<strong>in</strong>gs.<br />
– It is required to attend a basic knowledge course on<br />
general explosives technology <strong>and</strong> to assist on 16<br />
blast<strong>in</strong>gs of build<strong>in</strong>gs (assistant job) <strong>in</strong> order to be able<br />
to attend an advanced knowledge course on blast<strong>in</strong>g of<br />
build<strong>in</strong>g constructions. 22

Summary <strong>and</strong> f<strong>in</strong>al remarks<br />
The expla<strong>in</strong>ed examples show that the separate basis<br />
knowledge courses <strong>and</strong> advanced knowledge courses <strong>in</strong><br />
comb<strong>in</strong>ation give the option to impart the knowledge<br />
necessary for carry<strong>in</strong>g out the respective operations.<br />
From our view, this system of step-by-step <strong>and</strong> task-related<br />
tra<strong>in</strong><strong>in</strong>g creates a high-quality tra<strong>in</strong><strong>in</strong>g consider<strong>in</strong>g the<br />
economic <strong>in</strong>terests of explosives companies <strong>and</strong> companies<br />
<strong>in</strong> the pyrotechnics field.<br />
In <strong>Germany</strong>, there are currently approx. 8 tra<strong>in</strong><strong>in</strong>g <strong>in</strong>stitutions<br />
(company's) which offer such courses. However, the range<br />
of offered courses varies strongly.<br />

Summary <strong>and</strong> f<strong>in</strong>al remarks<br />
As a f<strong>in</strong>al conclusion I would like to po<strong>in</strong>t out that the<br />
expla<strong>in</strong>ed basic tra<strong>in</strong><strong>in</strong>g pr<strong>in</strong>ciple is not only applied <strong>in</strong> the<br />
fields of explosives <strong>and</strong> pyrotechnics but also <strong>in</strong> the field of<br />
explosive ordnance disposal (EOD).<br />
The necessity of tra<strong>in</strong><strong>in</strong>g <strong>in</strong> this field (EOD) ma<strong>in</strong>ly results<br />
from German history (WW I <strong>and</strong> II) <strong>and</strong> its consequences.<br />

Summary <strong>and</strong> f<strong>in</strong>al remarks<br />
F<strong>in</strong>ally I would like to mention the fact that the personal<br />
license (qualification certificate accord<strong>in</strong>g to § 20 of the<br />
German law on explosive material), which is obta<strong>in</strong>ed by the<br />
tra<strong>in</strong><strong>in</strong>g detailed <strong>in</strong> this lecture, is valid for 5 years.<br />
Before the expiration of this period, the holder needs to<br />
attend a repetition course <strong>in</strong> order to refresh the knowledge<br />
<strong>and</strong>, thereby, ma<strong>in</strong>ta<strong>in</strong> its validity.<br />
These repetition courses may also only be held by licensed<br />
educational companies. However, there is currently no f<strong>in</strong>al<br />
test for these courses.<br />
