Dear Territorial Families,<br />

Welcome to the 2008- <strong>2009</strong> school year. We are happy to have you at<br />

Territorial. This is a wonderful environment for all kids to learn.<br />

The Territorial staff in cooperation with the Territorial Parent Association is<br />

in the process of creating the kind of school we would like Territorial to<br />

become; a community, striving to rise each day to be better than the day<br />

before by setting goals and achieving a personal best.<br />

We wrote this handbook to give you a handy reference guide. We hope<br />

you’ll find answers to your concerns and questions. It is important to us that<br />

we are clear about our expectations.<br />

Territorial Behavior Expectations and Rewards:<br />

Our goal at Territorial is to focus behavioral management on positive expectations. Utilizing a<br />

variety of tools and procedures, staff will attempt to find meaning behind a disruptive behavior<br />

and then implement a positive solution. We will accomplish this as we teach clear, consistent<br />

expectations as well as clear consistent consequences in conjunction with the <strong>Junction</strong> <strong>City</strong><br />

<strong>School</strong> <strong>District</strong> Student Conduct Code.<br />

RESPONSIBLE BEHAVIOR<br />

Territorial has three main guidelines to help students make responsible choices. They are:<br />

BE RESPECTFUL BE RESPONSIBLE BE SAFE<br />

Be courteous Use good listening skills Keep school areas clean<br />

Keep hands to yourself Follow rules and directions Set a good example<br />

LEVEL SYSTEM FOR DISCIPLINE<br />

Our school has a discipline policy that allows all students to learn in a safe and<br />

respectful environment. Behavioral challenges are addressed with professional<br />

care. The following is a brief description of our Level System for Discipline.<br />

Complete description is available upon request.<br />

Level 1 – Oh No Conduct<br />

Defined as: not meeting classroom and other site expectations. Examples; Talking out, Being off<br />

task, Unprepared, Tardiness, Hands/feet around others<br />

Level 2 – Problem Behaviors:<br />

Defined as: repeated Level 1 misbehaviors (3 in one week or 6 in a month). Examples; Use of<br />

non-directed profanity, Yelling/loud voices, inappropriate clothing, Possession or use of<br />

annoying items that disrupt the classroom or the school, defiance toward an adult/staff.<br />

Level 3 – Serious Misconduct<br />

Defined as; behavior that endangers safety or well-being or makes normal classroom activities<br />

difficult or impossible.<br />

Examples: Harassment, Lying/Cheating, Forgery, Excessive tardies (<strong>10</strong>), Use of electronic<br />

devices, Theft, Disrespect, Bullying, Dangerous acts/unsafe behavior (playground, hallways,<br />

etc.)<br />

Level 4 – Legal Suspension Conduct Violations:<br />

Legal suspensions are given on a case-by-case basis as determined by the principal, in<br />

consultation with teacher, parent and <strong>District</strong> Human Rights officer.<br />

Conflict Resolution<br />

At times students will be asked to try to solve conflicts on their own using the “Three Steps”<br />

method they learn;<br />

1. Eye Contact with the other person<br />

2. Ask, “how did you feel when I…..? and respond, “I felt……..”<br />

3. Determine how an alternate choice would solve the problem.<br />

Good Citizen Award<br />

We recognize and reward appropriate behavior. ‘Good Citizen’ tickets are handed out<br />

throughout the week for following school rules and being good Territorial citizens. A winning<br />

ticket from each class is selected at random every Wednesday for prizes available from the<br />

student store.


THE SCHOOL DAY<br />

Kindergarten 8:20 am - 11:00 am<br />

Grades 1 through 5 8:20 am - 2:30 pm<br />

ATTENDANCE, ABSENCE, TARDINESS<br />

If your child is going to be absent for the day, please call the school 998-8371 or voice mail 998-<br />

5030 #509 before 9:00 am. If we have not heard from you, we will call you at home or work.<br />

In the event of absence and we have not heard from you, upon returning he/she must bring a note<br />

explaining the absence or the absence will be unexcused. This is a safety precaution to ensure<br />

that every child who starts out to school arrives safely. Regular attendance is essential for your<br />

child's success in school, and is also required by Oregon law for children ages 7-18.<br />

Being on time is very important! Students who are late are at a disadvantage. If your child is<br />

late, please bring your child to the office or have the child bring a note to the office.<br />

To earn a “Perfect Attendance” for the school year, there can be no tardies.<br />

ARRIVAL and DEPARTURE<br />

The building is not open to students prior to 8:00 am. For your convenience the daycare opens at<br />

7:00 am and is available for drop-ins. There is an hourly charge.<br />

Parents dropping off students in the morning, please do not block the driveway. It is necessary<br />

to keep the upper driveway open for buses and/or emergency vehicles. For our students' safety,<br />

please park in the lot below and walk your child up to the school.<br />

If a student is picked up daily, parents can make arrangements with the office to avoid daily<br />

sign-outs. The child will wait in the media center to be released.<br />

Parents or guardian who pickup students on occasion will be required to stop by the office and<br />

sign the student out. A note in the morning or a call prior to 2:00 pm will prevent the student<br />

from boarding the bus.<br />

If we do not have a note or do not get a phone call, your child will be put on the bus. A child<br />

leaving school early must always be checked out through the office.<br />

These precautions are to assure the safety of all the children at Territorial.


HARASSMENT, BULLYING AND ETHNIC SLURS<br />

Harassment as defined by <strong>School</strong> Board policy GBN-JBA is strictly prohibited on campus and<br />

during school sanctioned activities. Harassing conducts includes (but is not restricted to) slurs,<br />

Harassment as defined by <strong>School</strong> Board policy negative stereotyping, threatening or intimidating<br />

actions. Students who are found in violation of this policy will be subject to discipline up to and<br />

including expulsion.<br />

Bullying means any act that substantially interferes with another student’s educational benefit<br />

opportunities, or performance. Bullying behavior is strictly prohibited at school (See <strong>School</strong><br />

Board policy JFCF-R). After an investigation by the building principal, a report will be sent to<br />

the district’s Human Rights Officer for further appropriate action.<br />

VISITS TO CLASSROOMS<br />

Please take the time to visit your student's class many times during the year. Students are thrilled<br />

and often recall these times as highlights in their year. Grandparents are a special treat and we<br />

strongly encourage their visits. We've set aside a special day to promote visits by grandparents<br />

(we'll help students adopt a grandparent for the day if theirs is not available.) Territorial teachers<br />

welcome the opportunity for you to see your child taking part of the classroom activities. Please<br />

call in advance if you plan to visit so that your visit will be coordinated with other<br />

activities/visits. You must check in at the office and pickup a "visitor" badge before going to a<br />

classroom. Security is important to us.<br />

HOMEWORK<br />

Territorial has designated THURSDAYS (with the exception of 5 th grade) as the day when<br />

homework assignments are sent home.* Some assignments may be due in a few days, some in a<br />

week. Be sure to check with your child on Thursday! Homework is important because it<br />

reinforces what is taught in the classroom. Also, homework is a means to keep the school and<br />

home working together. Your positive attitude about homework shows your child that you care.<br />

Students also learn responsibility by getting their assignments home and back to school again.<br />

Parents are encouraged to read aloud with and listen to their child/children on a regular (even<br />

daily) basis as one of the best means of promoting a good education.<br />

*5 th graders will be keeping a daily assignment sheet and will often have a homework<br />

assignment to complete each day which should be noted on their assignment sheet. 5 th graders<br />

will also receive a weekly progress report at the end of each school week, which should be<br />

signed and returned to school on Monday.<br />

THE TERRITORIAL VIEW It's your window to our world<br />

Every Thursday throughout the school year the Territorial View is sent home with each student<br />

along with homework. Please make sure you read the VIEW. Important information, such as<br />

conferences, student events, field trips, picture days, etc., is covered in each issue. The last View<br />

of the month will contain the menu for the following month.<br />

Current and archived editions will be made available on the school’s web site.


BREAKFAST & LUNCH PROGRAM<br />

A monthly menu will be sent with the last VIEW of the month. Breakfast is .75¢ and lunch is<br />

$1.60. Milk is .30¢. Although tickets can be bought each morning before school, it is very<br />

helpful with our limited staffing to purchase in blocks. Students are then credited with a certain<br />

number of breakfasts, lunches, and/or milk and there are subtracted as they are used.<br />

20 lunches = $32.00<br />

20 breakfasts = $15.00<br />

<strong>10</strong> lunches = $16.00<br />

<strong>10</strong> Breakfasts = $7.50<br />

5 lunches = $8.00<br />

5 breakfasts = $3.75<br />

CHARGES: When a child does not have enough money for a lunch, a note will be sent home to<br />

that effect. A call will be made the second day. Adult meals are $1.25 for breakfast and $2.50 for<br />

lunch.<br />

FREE and REDUCED: Territorial <strong>School</strong> participates in the federal free and reduced lunch and<br />

breakfast program. To apply for free or reduced meals see the school secretary for an application.<br />

The application is also available on the district web site located at<br />

www.junctioncity.k12.or.us/food_services.html. This information is kept strictly confidential.<br />

Many extra funds are available to the school based on this count, so it helps if you apply even if<br />

you choose to send lunches. Check the calendar for more information.<br />

Prices subject to change.<br />

STUDENT BIRTHDAY/TREATS<br />

In compliance with county health code, any food that is prepared at home<br />

cannot be shared with other students. Parents wishing to share "treats" for a child's birthday<br />

or class party should provide purchased items contained in store packaging. One day prior<br />

notice is appreciated. Invitations for parties should not be distributed at school, unless it is<br />

distributed to all students in the classroom. We cannot release addresses and phone numbers of<br />

students.


APPROPRIATE DRESS<br />

Responsibility for the dress of students must rest in the home with the family of the children. We<br />

require that the attire not be disruptive to our learning environment. Clothing should be clean,<br />

functional and appropriate. Acceptable attire includes: summer tops and shirts which have<br />

shoulder straps and covered midriff, shoes which allow students to engage in active play, and<br />

appropriate printed messages on t-shirts. Hats are for outside wear only. Sneakers or tennis shoes<br />

are required for PE classes.<br />

It is helpful if student's name is on coats, jackets, sweatshirts, or clothing of value. The lost and<br />

found is located in front of the office. Items remaining at the end of the school year will be<br />

donated to charity.<br />

FIRE/EARTHQUAKE DRILLS/LOCKDOWN PROCEDURE<br />

In accordance with state law, Territorial student/staff conduct regular safety drills. We test our<br />

lockdown procedures periodically in accordance with district policy. We never intend to alarm<br />

students: it is important, however, that students/staff are ready for any eventuality.<br />

HEALTH<br />

Good health is important to everyone. If your child is not feeling well, please consider the other<br />

children and the staff when deciding whether to send them to school. We are not allowed to<br />

administer any medication that is not sent from home (including Aspirin or Tylenol). <strong>School</strong><br />

personnel may assist a student to manage his/her medication at school only with the written<br />

consent of a physician. Ask our head secretary for a form.<br />

SCHOOL SUPPLIES<br />

Each grade has a list of essential school supplies. It is the responsibility of parents to supply and<br />

replenish these materials as needed. The district calendar mailed to each family will contain a<br />

supply list. The Territorial <strong>School</strong> Store will stock some of the supplies.<br />

FIELD TRIPS<br />

Students tend to learn a great deal from first hand experiences. We try to provide opportunities<br />

for the students to see what they've been learning first hand (farms, forests, beaches). Parents are<br />

always notified when students are off school grounds. A general permission slip for the current<br />

school year is sent home in the packet. This form allows students to attend field trips, schoolwide<br />

or classroom, for the school year. In any case, notice for each trip is required so parents are<br />

sure to know the whereabouts of their child.<br />

The Territorial Parent Association is of great assistance with funding certain activities, such as<br />

Artist-in-Residence program and field trips. Parent drivers are used on some field trips. Each<br />

child in a vehicle must be provided with a seat belt, and the parent drivers must register proof of<br />

insurance with the school.<br />

Field trips are intended for Territorial students. As a matter of safety, other children are not<br />

allowed to accompany parents on field trips.


SCHOOL CLOSURES DUE TO BAD WEATHER<br />

In the event bad weather disrupts school bus transportation in the morning, information will be<br />

announced on the Internet by JCSD #69 at www.FlashAlert.net, then through the local radio and<br />

TV stations (KUGN, KPNW, KKNU, KMGE, KODZ, KZEL, KDUK, KLCC, KRVM, KEUG,<br />

KEZI-TV, KMTR-TV, KVAL-TV). You may also register (at no cost) to receive an e-mail or<br />

text message alert. Register at www.FlashAlert.net.<br />

Listen for the following:<br />

1. SCHOOL CLOSED. Buses do not operate that day.<br />

2. DELAYED START. Buses operate the usual routes, but on delayed time schedule (the<br />

normal would be two-hour delay). Territorial Kindergarten and Preschool classes are<br />

canceled when school is delayed.<br />

3. One or two hour delay AND buses on snow routes. There will be NO PRESCHOOL OR<br />

KINDERGARTEN. The Daycare will open at 9:00 am.<br />

4. Snow routes only, no delay.<br />

EMERGENCY CLOSURE<br />

The same stations will announce emergency closures. We ask you to make arrangements for the<br />

care of your children should they arrive home unexpectedly when you are not there. In the event<br />

of an emergency the school needs to reserve phone lines for outgoing calls, or the phones may be<br />

out. It's best to be prepared.<br />

SCHOOL BUSES<br />

The district contracts with Laidlaw Services. Information regarding bus schedules and<br />

centralized loading areas may be obtained by calling 998-8222. The bus company will supply a<br />

list of bus rules and the consequences for breaking them. Be sure to ask if you haven't seen this.<br />

A thorough understanding and strict compliance with bus regulations may prevent confusion and<br />

tense situations. The school principal will counsel with pupils who are having problems on the<br />

bus, but the bus company and the State of Oregon set the rules. The bus driver for misbehavior<br />

issues citation slips. The citation procedure is as follows:<br />

1 st Citation - Written warning<br />

2 nd Citation - Letter home to parents<br />

3 rd Citation - 5 days off the bus with a conference<br />

4 th Citation - Possible suspension from riding bus<br />

remainder of year - hearing required<br />

The staff is employed by the school district, but the<br />

program is totally supported by fees for the services.<br />

VOLUNTEERS<br />

We need you! Call the school or write a note if you are interested in becoming a volunteer. Some<br />

jobs require a regular commitment (i.e. 2-3 hours one day a week for kindergarten, or computers,<br />

or morning supervision. Other duties are intermittent or as you have time typing, listening to<br />

children read, making teaching materials for classroom use, field trip drivers/chaperons, etc.)<br />

There are many benefits for you, especially the knowledge you will gain regarding your child's<br />

education at Territorial. You will also be helping us make that an even better experience for all<br />

the students. Volunteers are asked to register in the office. An application for a background<br />

check must be submitted before volunteering in the classroom. The applications can be found on<br />

the district site http://www.junctioncity.k12.or.us/index.html in the forms menu.<br />

TERRITORIAL PARENTS' ASSOCIATION (TPA)<br />

Territorial has an active and effective parents' group. The purpose of this group is to support<br />

teachers in their efforts to meet the needs of students, to bring closer relations between home and<br />

school, and to serve as a link to the community. Every parent is encouraged to be a part of this<br />

group and to help shape it into the best possible advocate for children. TPA meetings are held in<br />

the media center. Check the view for times.<br />

If you have questions about TPA or you would like to become involved, just come to one of the<br />

meetings. TPA meetings are the 1 st Tuesday of each month at 4:00 pm.<br />

JUNCTION CITY STUDENT HANDBOOK<br />

Students are bound by the guidelines in the <strong>Junction</strong> <strong>City</strong> Student <strong>Handbook</strong> which is distributed<br />

at the beginning of each year. Please read the handbook paying particular attention to sections on<br />

Student Rights and Responsibility and the Student Code of Conduct. A copy is available upon<br />

request.<br />

MCKINNEY-VENTO ACT<br />

The <strong>District</strong> provides full and equal opportunity to students in homeless situations as required by<br />

law, including immediate enrollment. <strong>School</strong> records, medical records, proof of residence, or<br />

other documents will not be required as a condition for admission. A student is permitted to<br />

remain in his/her school of origin for the duration of his/her homelessness or until the end of the<br />

academic year in which he/she moves to permanent housing.<br />

Transportation to the student’s school or origin will be provided, at the request of the parent, or<br />

in the case of an unaccompanied student, at the request of the <strong>District</strong>’s liaison for homeless<br />

students. For additional information concerning the rights of students and parents of students in<br />

homeless situations or assistance in accessing transportation services, contact Stephanie White at<br />

the <strong>District</strong> Office, 998-6311, extension 600.<br />
