Order against tinted
film
PASIGHAT : Quoting Supreme
Court of India order East Siang
DC RK Mishra has Issued an
executive order banning black
films of any percentage of tints
in car windows.
There is an alarming rise of
heinous crime, sexual assault,
drink alcohol, drug abuse inside
the vehicle especially with black
film for which zero tolerance
approach would be adopted, the
order said.
The district transport authority
has also been directed to
conduct regular drives to
penalize the offenders who fail
to remove black films from their
vehicles on or before 31 st
January with the help of police.
A massive drive against tinted
films would be carried out from
1 st February, to remove tinted
films and book the offenders
irrespective of the percentage of
the tinted film, the order added.
Five Injured in a Fire
Accident at Daporijo
DAPORIJO : A fire accident
occurred at Airport Colony,
Daporijo at 11.30 p.m. on
January 24 last. The fire
engulfed and destroyed 3 OBT
houses, 1 SPT house and
partially damaged an RCC
structure and the DIET building.
The first floor of the DIET
building, where offices were
located, was damaged with
stationery, furniture, office
equipment etc all burnt. Five
persons sustained burns in the
fire. The three seriously injured,
Smt. Yadik Hina(40), Tabu
Magnia, ASM(45) and one
Chetry (46) have been
evacuated to R. K. Mission
Hospital, Itanagar for further
treatment. Two children, Chotu
Hina (12) and Gianto Hina (6)
also sustained burn injuries.

Governor calls for culturally & economically vibrant Arunachal
NAHARLAGUN, Jan.28:
Addressing the people of the state
on the occasion of 64 th Republic
Day celebration held at IG Park,
Itanagar Governor Gen.J.J
Singh,said that he envisions a
bright future for all Arunachalis
,where Arunachalis not only enjoy
the highest per capita income, but
also the highest per capita
happiness.
Describing Arunachal Pradesh as
a microcosm of India-a unique
socio-cultural mosaic-inhabited
by diverse tribes with their
fascinating heritage & warm tribal
hospitality, he hoped that this
cultural vibrancy & inherent
warmth, that he has encountered
in his tours to the districts may
stay forever & gets strengthened
with each passing day.
On the developmental front,
Gen.Singh said that the state is
also on the path of economic
vibrancy, visible in the many
infrastructure developmental
activities going on in each nook &
corner of the State. Pointing out
that the boost to the economic
activity in the state was provided
by the PM’s package projects, he
said that “our State Capital is
being connected by a 4-lane
highway & we expect that 8km of
this 21 km stretch will he
blacktopped before the middle of
the year. Work has been awarded
for almost 85% of the length of
the national highway standard
Trans-Arunachal highway, which
runs through the heart of the State
from Tawang to Kanubari. Work
on the Itanagar water supply
project is almost complete & its
dry-run by charging of tanks
already completed .Very soon the
water woes & shortages of the
capital complex should become
history More than 1700 villages,
along the international border
have been provided home lighting
systems or power connections
under the Border Village
Illumination Program. The
Vijaynagar ALG has been
reactivated & at least four others
are targeted for re-activation
before the end of this year. We will
move into the new Civil Secretariat
by June this year. More than 50%
of target road lengths under the
program to connect 513 border
villages have been achieved”
He further added that 110 MW
Pare hydro-electric project is likely
to be commissioned by
September next adding that the
delay in the Naharlagun Railway
line project is due to problems of
gauge conversion of the
connecting Rangia-Rangapara
link, due to which revised timeline
of June2013 has been provided.

NYAPIN, January 29 : Chief
Minister Nabam Tuki today
reiterated the commitment of his
government to develop interior
areas of the state at par with other
progressive parts.
Visiting Nyapin, a remote
administrative center in Kurung
Kumey district today, the chief
minister said that the government
will deliver its best efforts to
develop not only Nyapin subdivision
but every interior and
remote administrative centers
across the state for over-all
development and welfare of each
and every household.
Addressing a mammoth party
rally, Tuki announced Rs 2 crore
for infrastructure development of
the Additional Deputy
Commissioner’s (ADC) office and
Rs 1 crore for construction of a
community hall.
Responding to a memorandum
submitted by Nyapin MLA
Bamang Felix, the chief minister
assured to sanction funds to the
tune of Rs 5 crore for blacktopping
of the Nyapin-Sangram road to
make it all-weather worthy. In the
first phase, he assured Rs 2 crore

ITANAGAR, January 28 :
Top officials of the Indian Army
and the Indian Air Force (IAF)
called on Chief Minister Nabam
Tuki today to discuss core issues
related to Army and IAF activities
in Arunachal Pradesh.
The discussion was also

Paliwal and Principal Secretary to
CM Yeshi Tsering besides
Bandhana Deori, Commissioner

Command Air Vice Marshal
Praveen Bhatt discussed issues
related to DM range of the IAF and
other activities in the frontier state,

CA Krishnan took up the issues
of land requisition and road
communication in the border
state for Army activities.
Assuring cooperation and all

government for Army and IAF
activities in the state, the Chief

Taking note of the raising of the

education
TORU, January 28:
Chief Minister Nabam Tuki has
called upon the people to give
more attention towards getting
better education.
Addressing a development
meeting here today, , the chief
minister said that education is the
backbone of every developed
society and it enlightens life,
adding good education help in
setting a strong foundation for the
children and help in brightening
one’s future. He added that
parents always do have lots of
dreams and expectations from
their children but when these are
not fulfilled, they become very
upset. He called upon the
younger generation to always
value education. The CM further
said that he is giving more
impetus on improving the
education scenario not only in his
home district but all around the
state.
Responding to a memorandum
submitted by the District Zilla
Parishad Chairperson Smti
Nabam Aka, the Chief Minister
said that Toru circle is a well
facilitated circle and lot of
development have taken place.
He however said that the only
bottleneck in the area is the
telecommunication network and
assured to take up with the BSNL
network problem.
Stating that his government is
giving agriculture and horticulture
on top priority to encourage the
farmers and small entrepreneurs
through opening of cooperative
societies or Self Help Groups in
every villages and added that the
Krishi Expo’13 held recently at
Itanagar was a small step
towards boosting the morale of
farmers, cooperative societies,
self employed youths and all allied
departments as a whole.
Tuki further informed that lots of
skilled based job projects are on
the pipeline for educated
unemployed youths of the state
and appealed the youths to utilise
their skill in a more productive
ventures like tea or rubber
plantations.
The chief minister also assured
to provide Rs 1 crore from SPA to
construct a Cold Storage as Toru
is one of the centres in Papum
Pare district where there is
abundance of crops like orange,
sugarcane, banana and
pineapples. Due to non availability
of storage facilities, most of the
products perished before
reaching the market incurring
many losses to the farmers. On
the occasion, he asked the
agriculture departments to look
for the feasibility of double
cropping as alternative to
traditional one.
To the much applauses of the GBs
present there, Tuki also
announced that his government
has enhanced the Gaon Buras
honorarium from Rs 500 to Rs
600 and gave more emphasis on
the welfare of Gaon Buras by
approving the proposal for
providing free electricity,
telephone connection, GB jersey
to Gaon Buras. He also informed
that under the Government of India
flagship programme -Rajiv
Gandhi Vidhyutikaran Yojana all
villages will be connected to
facilitate electricity.
Responding to the request for
setting up of a Police Station at
Toru, the Chief Minister assured
a Police Station after taking note
of security aspects of the area.

Indian Army and IAF officials call on CM
he requested the Army to recruit
as many as local youths as
possible. While calling attention
that the local youths hardly make
headways in qualifying the
recruitment tests, he sought help
from the Army as well as the IAF to
conduct pre-recruitment training
camps so that more locals are
equipped to qualify. He also
assured to give wide publicity to
such training camps and
recruitment rallies through local
media to attract more youths. The
Chief Minister requested that
recruitments be conducted within
the state to facilitate local youths
to participate with confidence.
The Air Vice Marshall informed that
during recruitments for running of
ALGs in the state only local eligible
youths would be preferred.

Upholding the tradition of patriotism
Celebration of national days especially Independence Day
and Republic Day in the state of Arunachal Pradesh has
traditionally been marked by fervent mass participation. As
expected, this year’s Republic Day celebrations in the
districts including the capital complex have also been quite
successful and peaceful, which itself is a triumph of the
people of this beautiful region of the country. At a time when
many antinational forces bent upon to weaken the unity and
integrity of the Nation sow seeds of disunity through boycott
of the day, people of this peace-loving state continue to
uphold the spirit of patriotism by active participation in all
forms of celebration. This is no mean achievement
considering the fact that our state is one of the latest ones
to join the union of India as a young, immature ‘state’ with an
assemblage of diverse cultures yet with common aspirations.
Though Arunachal Pradesh did not have a common sociopolitical
entity earlier as the communities residing here
originated from different locations at different historical
periods, people of this mountainous state have soon begun
learn to co-exist and grow together. I
The Governor, in his address to the people on the occasion,
talked of ‘highest per capita happiness’ along with highest
per capita income, which underlines the importance of living
a collective happy life. For, happiness is a bye- product of
several factors— materialistic as well as moral and ideological
dimensions. Improvement in living standards, infrastructural
expansions, development in health and education sectors
in major thrusts of the government, and signs of positive the
results are visible on the ground. On the other hand, the
citizens— each one of us—has to share our dues of mutual
love and respect for others in order to keep up this peace
and harmony in this ‘Land of the Rising Sun.’

‘Lo-sar’, meaning ‘New year’ is
the most important festival of
Monpas. It generally falls in
between the second week of
February to first week of March. It
is marked with lots of gaiety and
festivity, which lasts the greater
part of the first lunar month.
Preparation for this festival starts
from the middle part of the 12 th
lunar month. It basically consists
of managing sufficient meat,
butter, cheese, flour, edible oil,
chhang, fruits, sweets etc.
Sufficient firewoods are also
collected well in advance to be
used during the festival to
encounter the extreme cold winter.
New and colourful clothes are
bought to be worn during the
festival. A whole day is spent on
making a special kind of cake of
fried loaves called ‘Bongbu nelap’
and ‘khab-zsey’ of various shape,
size, designs and colour.
On the twenty ninth day of twelfth
lunar month, dwelling houses and
its surroundings are thoroughly
swept, white washed, painted and
roof of the houses are replaced
with new planks. The curtains of
door and windows are replaced
with new ones to have a new and
fresh look in the New Year.
Keeping aside a little bit of refuse
ITANAGAR, January 26: Arunachal
Pradesh joined the Nation in
celebrating the 64 th Republic Day
with various proragmmes at state
capital Itanagar, District
Headquarters and other
administrative headquarters.
At Yingkiong, The 64th Republic
Day was celebrated with great
enthusiasm. DC Liyon Borang,
hoisted the national flag.In his
message to the people the DC
recalled the sacrifices made by
our freedom fighters.
He announced various
developmental achievements and
schemes undertaken by the
respective departments and
agencies during the last and
current financial year and
appealed one and all to come
forward for unity, peace and
cooperation for the smooth and
speedy development of the
district. The DC further called
upon the people to work for
making the district a model district
in the state.
On the occasion, Borang
distributed commendation
certificates with cash awards to
progressive farmers - Yoppak
Sitek of Pugging village, Takit Miyu
of Gobuk village and
commendation certificate with
cash award to one Atop Tayeng of
Silli village for his philanthropic
to be disposed of in the evening;
the rest is disposed of in the
daytime. A special gruel called
‘Guthug’ (twenty ninth day gruel)
is prepared for dinner. Different
substances like peppercorn (yier),
a pinch of salt, a chilly, a piece of
coal. A small quantity of cotton, a
piece of cheese, a dab of butter
etc. each are placed inside small
dumplings. These dumplings are
added to the gruel. Each member
of the family is given one such
dumpling when the gruel is
served. Each of these substances
has their own interpretation,
though not to be taken seriously
as it is sort of making fun of each
other in the family in the eve of pre-
Losar. For example, the one who
gets the dumpling containing chilly
is said to be short tempered and
quarrelsome, cotton indicates
soft and kind hearted and one who
gets salt is said to be lazy.
From the last bowl of the gruel,
every member contributes a little
quantity of gruel, which is collected
in a container. When all the
members have finished eating,
an effigy of malignant spirit is
made with dough. Each member
of the family is given a small piece
of dough which is pressed inside
the palm of the right hand and then

Idu Mishmi is one of the major sub-tribe of the Mishmis. They
inhabit the districts of Dibang Valley and Lower Dibang Valley
with hqs at Anini and Roing. Roing is a place with picturesque
beauty in the plains of the Mishmi hills, while Anini is a hilly
place close to the frontiers of China.
Idu people worship several spiritual beings. They are also
expert craftsmen which are well reflected in the exquisite
designs on their clothes and other cane and bamboo
products.
Festivals are an essential part of the socio-cultural life of the
people. The festival relating to agriculture is celebrated either
to thank God for the providence or to pray for a bumper harvest.
The major festivals of the Idus are ‘Reh’ and ‘Ke-meh-ha’.
Reh is an annual agriculture festival officially held on February
1st every year. The Idus believe that they are the offspring of
divine mother ‘Nanyi Inyitaya’ and hence celebrate Reh to
seek her blessings for peace and prosperity and to keep
alive the bond of the social fabric.
Appeasement of the deities who control the peace and
prosperity of the people is the theme behind the six day
celebrations of Reh festival. Goddess Reh is worshipped for
good harvest, good health, besides unity in the society. The
Igu(Priest) dance performed by a group of people led by the
Igu is the major highlight of the festival. The dance is
performed to propitiate the Goddess Reh.
LO-SAR
is rubbed all over the body as a
gesture to remove all kinds of
sickness, obstacles and
misfortunes. The effigy of the evil
spirit along with the gruel collected
in a container and the refuse
gathered in the day, the dough with
the impression of the palm, a
piece of rag etc, are then thrown
onto a cross-roads, or a tri-junction
path, which according to the
popular belief, is frequented by
harmful spirit. A little firework is
also done there. This symbolizes
casting away of evils of the
previous year and ushering in a
new year full of happiness and
prosperity.
On the thirtieth day of the twelfth
lunar month, decoration of house
is done. Coloured - paper and
flowers are hung from the ceiling;
walls are adorned with drawings
in flour or lime, depicting
auspicious signs. Drawing of the
sun and the moon, it is believed ,
will gather good fortune and
knowledge while drawings of
swastikas will keep away ghost
and other evils spirits and bring
prosperity.
Biscuits loaves, fresh and dry
fruits, liquors, tea-bricks, sweets,
chhemar, dadhar etc., are
arranged finely on tables in the
The first day of the festival is
called ‘Andropu’. It is observed by
offering prayers so that the festival
may pass off smoothly, followed
by song and dance. The second
day is known as ‘Eyanli’ in which
animal sacrifice is made. On the
third day ‘Iyili’, drinks are offered
in traditional way to the Goddess
followed by feast. ‘Ilyiromunyi’ is
the fourth day of the festival in
Tashi Wangmu
chapel, kitchen as well as in other
rooms. These all form a good and
auspicious omen (Ten-drel) for the
year just beginning.
Early morning of the first day of
Losar, one or two members of the
family first go to draw first, fresh
and pure water of the new year to
be received at the first crow of the
cocks in the early morning from
the water point like stream or
water tap. Water points are
thoroughly decorated. Incense
and chhang are offered at the
source or near the tap; a scarf
(khada) is tied around the water
point or tap; prayers are recited
and greet each other for the New
Year among the people coming
for drawing the water. The Water
so drawn on that early morning is
believed to be specially purifying
and sanctifying as it has been
cleansed by the starlight of the
night before. So there is a
competition to draw first, the first
water of the New Year. For this
competition, people in the best of
their attire assemble at the water
point from the mid-night itself.
Then donning themselves with
their best dress and jewellery, all
the family members go to the
Reh festival of the Idus
which the priest
performs rituals for the
worshipers. The fifth day
is called ‘Aru-Go’ in
which the remaining
food and drinks are
prepared for the feast
and in the last day
‘Etoanu’, the priest says
his last prayer marking
the end of the festival.

64th Republic Day celebrated across the state
with great enthusiasm
services in rescuing IPR vehicle
from drowning in Numi river on 4th
July 2012.
Local MLA Alo Libang inaugurated
the exhibition stalls put up by
various departments and
agencies, while ADC Rajesh
Panyang distributed prizes to the
winners of cultural competitions
and PT display. Other highlights
of the day included March Past,
PT display, cultural tableau, fancy
football match by DC team vs MLA
team.
At Tezu, Deputy Commissioner
R.K Sharma unfurled the national
flag amidst gathering of public,
and government officials and
remembered all the great souls
who laid down lives for free and
republic India. He also
remembered the great loss of
lives and properties in the flood
(last year) which shook the entire
area taking away five lives,
besides irreparable loss to the
people. He remembered the brave
Bablu Dimbeshwar Nath who lost
his life while trying to rescue the
VKV Sunpura students from flash
flood. His sacrifice will always be
remembered, he said. The DC
thanked the people for coming
together in the period of despair
for relief and rehabilitation. He
also thanked the CRPF, ITBP,
BRTF and Police personals for all
the safety and rescue operations.
Praising the developmental
activities undertaken by the state
government under Chief Minister
Nabam Tuki, he stated that the
state is moving fast into a
developed state. The DC also
highlighted
various
developmental achievements in
the district during the period. On
the occasion he congratulated the
health department for achieving
96% success in the recent Pulse
Polio Immunization Mission and
admired the zeal and dedication
of all officers and officials towards
making a brighter and better Tezu
in future.
At Mariyang, Parliamentary
Secretary, Education, Law &
Justice and local MLA J.K
Panggeng hoisted the national
flag. In his speech, Panggeng
announced the various policies
and programme of the
Government of India and state
government and appealed the
people of his constituency to
extend cooperation to the district
administration and development
authorities to achieve
developments on all fronts in the
area.
At Tuting, Demir Tali, ADC hoisted
the national flag amidst a huge
gathering of the area.
At Roing, Deputy Commissioner
Shiv Kumar unfurled the tri-colour
at General Play ground in
presence of Rajya Rabha MP
Mukut Mithi, MLA Laeta Umbrey,
SP C K Mein and people from all
walks of life.
Addressing on the occasion, the
DC sought cooperation from all
sections of the society in
maintenance of law & order in the
district, while terming it as his
foremost agenda. He
discouraged any kind of agitation
movement as it creates chaos
and disorder in the society. He
also called upon the youths to
abstain from drug addiction as it
restrict their contribution in
constructive work and exhorted
them to realize the ill effects of
drug addiction and focus on
education to become a valuable
asset of the society. Stating that
illegal cultivation and trading of
opium are banned by the law and
the offender is punishable with
rigorous 10 years imprisonment,

village forests are being targeted by some unwanted elements for consumption and selling their meats
in the markets under Papum Pare District;
AND WHEREAS, it is also reported by various organizations that large number of illegal extraction
of forest products and fishing by using explosives are taking place within the vicinity which is posing
ecological imbalances in the area and endanger to the society;
Therefore, all law abiding citizens of this district are hereby informed that killing of any variety of wild
animals, fishing by using explosives and other unlawful means and illegal extraction of forest products is
a crime and persons who are indulging in such activities are liable to be prosecuted under Wildlife
(Protection) Act, 1972, Explosive Substances, 1908 and Hon’ble Supreme Court orders respectively.
All the Administrative Officers as well as Forest Officials are hereby directed to strictly enforce the
orders and provisions so as to check such activities in their area.

Education
The Centrally Sponsored Scheme
of Vocationalisation of Secondary
Education provides for
diversification of educational
opportunities so as to enhance
individual employability, reduce
the mismatch between demand
and supply of skilled manpower
and provides an alternative for
those pursuing higher
education.The scheme was
initially launched in 1988. To make
improvement in this scheme, the
revised scheme was approved on
15 September, 2011. The
revisions were suggested to
address the issues of low esteem
of vocational education in the
country, weak synergy with
industry in planning and execution,
lack of vertical and horizontal
mobility, redundant courses and
curricula as well as paucity of
trained vocational education
teachers. It is also envisages that
strengthening of vocational
education at the secondary stage
would contribute to the national
target of 500 million skilled
manpower by 2022.
The Scheme provides for financial
assistance to the States to set up
administrative structure, area
vocational surveys, preparation of
curriculum, text book, work book
curriculum guides, training
manual, teacher training
programme, strengthening
technical support system for
research and development,
training and evaluation etc. It also
provides financial assistance to
NGOs and voluntary organizations
towards implementation of
specific innovative projects for
conducting short-term courses.
The Scheme, so far, has created
infrastructure of 21000 sections
in 9619 schools and creating a
capacity of about 10 lakh students
at + 2 level. The grants released
so far since the inception of the
scheme is Rs. 765 crore.
National Vocational Education
Qualifications Framework
(NVEQF)
The HRD Ministry is seized with
the problems of low rates of
enrolment and school drop outs
at Secondary and Higher
Secondary levels and thereafter in
Higher Education. The Ministry is
in the process of developing the
NVEQF. The Framework would
bring about uniformity in
standards of vocational courses
being offered, by registration of
vocational qualification and
accreditation of programmes and
institutions. NVEQF levels will be
introduced in Secondary
and Higher Secondary Schools,
Polytechnics, Universities &
Colleges for seamless pathways
and progression. The draft
NVEQF has been formulated in
consultation with State
Governments as well as a Group
of State Education Ministers.
National Scheme of Incentive to
Girls for Secondary Education
The Centrally sponsored scheme
“National Scheme of Incentive to
Girls for Secondary Education
(NSIGSE)” was launched in May
2008 with the objective to
establish an enabling
environment to reduce the dropouts
and to promote the
enrolment of girl child belonging
mainly to SC/ST communities in
secondary schools. According to
the scheme, a sum of Rs.3,000/-
is deposited in the name of
eligible unmarried girls as fixed
deposit, who are entitled to
withdraw it along with interest
thereon on reaching 18 years of
age and passing 10th standard
examination. The scheme covers
- all girls belonging to SC/ST
communities who pass class VIII
and all girls who pass VIII
examination from Kasturba
Gandhi Balika Vidyalayas
(irrespective of whether they
belong to SC/ST) and enrol in
class IX in Government,
Government-aided and local body
schools.
Canara bank is the implementing
agency for the scheme. It has
developed a web based portal
-Vinod Shankar Bairwa*
recently to implement the
scheme. The portal will facilitate
on line submission of data of the
beneficiaries and on line
disbursement of incentive amount
on maturity into their accounts
directly after certification by the
State Nodal Officer on line that the
beneficiary is 18 years old and
passed class X examination.
Funds released during last 3
years are - Rs. 45.798 crore/for
152660 girls of 14 states/UTs
(2009-10), Rs. 72.458 crore/ for
241528 girls of 15 states/UTs
(2010-11) and Rs. 163.059 crore
/for 543532 girls of 25 states/UTs
(2011-12).

collected during the

constructions of Manis, Chhorten,

Govt to hand over Aalo case to SIT
DAPORIJO, January 24:
The Forest Department, Daporijo,
in a routine patrolling by Range
Forest Officer Kali Paja and his
team in the town today, seized
carcass of wild animal that was
being sold in Daily Market,
Vegetable Market of Golden
Market and Gandhi Market areas
of Daporijo. The team seized a
wild cat, a big flying squirrel and 5
small ones, 2 squirrels and 2 wild
cocks during the patrolling.
A case has been registered
against persons unknown under
the provisions of the Wildlife
Protection Act 1972 as no one
claimed the seized animals which
were found thrust in a sack and
abandoned in the market. If caught

done from time to time, it has been
difficult to stop the practice of
hunting wildlife altogether as it is
considered a traditional practice
and some wild animals are used
for medicinal purpose by the
locals or considered as
delicacies and hence there is a
demand for it. Creation of

conservation is required, he

schools of Pasighat.
In his speech, the DC while
highlighting that the freedom
movement was based on nonviolence
and tolerance, urged the
citizens to maintain unity and
integrity to preserve the core values
of our heritage.
Greeting the people on the
occasion, he expressed his pride
on the patriotic spirit, zeal and
cooperation of the people of
Pasighat in development process.
He informed that the law and order
situation in East Siang has been
stable and celebrations of all
important festivals and fairs
passed off peacefully. “It is my

The DC emphasized on the need
for town cleanliness, prevention
of fire accidents, curbing of
unlawful activities and the cases
of drug abuse amongst
youngsters. He called upon the
youths going astray to correct
themselves and concentrate on
studies or business. Taggu also
commented on the appointment
of 30 new Gaon Buras in various
circles and asked them to stay in
the villages and work towards
creating a good atmosphere even
in the most remote villages in the
district.

Rs.45,000/-, the size of the Nehru
Memorial Hall is 30 feet X30 feet. A
statue of Panditji made of white
marble costing Rs.6,000/- has
been installed in the centre of the
Hall. There are about 80 artistically
designed hand-driven prayer
wheels in the Memorial Hall.

‘Ability beyond disability’ highlights potentials of
differently abled children

attended a cultural programme,
‘Ability beyond disability’
presented by physically
challenged children at Raj
Bhawan, Itanagar on January 27.
The cultural presentation was
organized by Muskan Welfare
Society (MWS), which is led by First
Lady of the State, Smti Anupama
Singh with an objective to highlight
the potentials of differently abled
children and to inculcate
confidence in them. Among others,
Agriculture Minister Setong Sena,
Parliamentary Secretary Nido
Pavitro, Chief Secretary Dr. H.K.
Paliwal, many dignitaries, MWS
members and school children
attended the programme.

Narayan, Kathak exponent
attended as special guest.
Speaking on the occasion, the
Governor said that the cultural
presentation inspired all to help
others particularly physically and
mentally challenged children, who
are differently abled. The Governor
called upon the people to
guarantee sustainable livelihood
prospects and independent living
opportunities for those children
who are differently abled and
under distress. He commended
their teachers and mentors of the
children for being compassionate
and good human being.
He further congratulated the MWS
for conducting blood donation
camps, capability building
courses and cleanliness and
plantation drives, which he opined
will have positive impact in
preservation of flora and fauna in
the state.
Sharing his thought, the Governor
advised the MWS to work for
senior citizens and mentally
challenged people. He also asked
the society to inculcate
importance of water amongst the
children.
The Governor also asked the chief
minister to further strengthen the
job reservation policy for
physically challenged people.
In his speech the chief minister
appreciated the Muskan Welfare
Society for working for the cause
of socio-economic upliftment
women and children and women
empowerment. Rightly
addressing the physically and
mentally challenged children as
‘Angel of God’, the chief minister
said that these children deserve
special attention. He informed of
the people of the steps taken by
the state government towards
welfare of challenged persons.
Acknowledging the fact the
Muskan Welfare Society is
working as facilitator and has
conducted many capacity building
courses, Tuki assured to prioritize
proposal sent by the society.
Advising them to continue the
noble initiative, the chief minister
announced financial aid to the
society and also for those
institutes which took part in the
presentation.
In her address, Chairperson of
MWS and First Lady Smti
Anupama Singh said that the
empowerment of women and
support of neglected children
have always touched her and
made her feel that something
more should to be done. She said
that if the people fortify their
resolve to do something, they can
reach out with the balm of
kindness to help the less
fortunate. She called for spirit of
selfless service to make positive
difference to the society. She also
expressed gratitude to the state
government, departments and
individuals for their help in the
Muskan Welfare Society’s

of the state, MWS is a non profit

the differently abled children and
children under difficult
circumstances. It has been
promoting educational and social
awareness amongst the youth.

ITANAGAR, January 25:
The Governor of Arunachal

inaugurated an adventure tourism
camping site at Jote, 47 km from
Itanagar on 25th January 2013.
Dedicated to the people of the
State on the occasion of National
Tourism Day, it is first of its kind in

eco tourism cottages in the site.

India (GoI) under Nation e-
Governance Plan (NeGP) has
started complete automation of
the Commercial Tax
Administration of all the States and
UTs of India and Dept of Tax and
Tourism Department, it is the first
concrete step towards promotion
of adventure tourism in Arunachal
Pradesh. It may be mentioned
here that the foundation stone
foundation stone of the tourism
resort was laid by the Governor
on 6 th August 2010.
Speaking on the occasion, the
Governor expressed confident
that the project will have positive
impact in the socio-economic
development of the area in
particular and State as a whole.
He said that such project not only
increases inflow of tourists but
also provides opportunity for local
artisans to sell their handicrafts
and other products. Once started,
it will bring employment in other
allied sector of tourism for the
local people.
The Governor advised the gaon
burahs and youth to take pride in
the project, inculcate sense of
belonging amongst the local
people for the asset and take
upmost care of it. He stressed on
proper management of the
camping site and cautioned
against any change in the green
surrounding of the area.
Dealer awareness program held
Excise, Arunachal Pradesh is also
going to implement the same
under Mission Mode Project for
Computerization of Commercial
Tax (MMPCT). He appealed the
office bearers of ACCI as well as
Bazaar Committees of capital
complex to cooperate in the new
endeavor and disseminate more
information about this among all
the dealers.

suggested for a model tribal
house in the site so that interested
tourists can stay in it. They should
be served in bamboo cups and
leaves in traditional ways in order
to discourage use of plastic and
paper plates and cups.
Emphasizing the importance of
hospitality in tourism, he advised
the people on safety and security
of the tourists and resort. Quoting
‘Atithi Devo Bhava’, he said that
people must welcome a tourist as
a guest but send back a friend.
The Governor, while appealing for
cleaner, greener and plastic free
Arunachal Pradesh, appealed to
the people for proper disposal of
plastic and other items after picnic
and outings. He appreciated the
villagers of Jote and Poma for their
initiatives towards preservation of
flora and fauna and suggested for
more plantations in the area.
The Governor commended the
tourism department for timely
implementation of the project.
In his address Parliamentary
Secretary Tourism PD Sona said
through online mode. The dealers
would be able to use the services
through the website of the
department
namely
www.aruntax.nic.in. He also said
that department of Tax & Excise is
moving for complete
computerization (automation) of
tax administration in Arunachal
Pradesh and other services like
e-payment, e-check post, e-
refund, e-assessment etc. would
be launched very soon. It was
also informed that a similar
programme would be held
tomorrow at Hotel Arun Subansiri,
Itanagar and hands-on training on
e-services would be conducted
from 5 th February to 8 th February,
2013 at NERIST
that for tourism to prosper in the
State, there must be concerted
effort from both the Government
and the local people. Government
can provide infrastructure but
responsibility towards the tourist
is on the local people. He also
highlighted on the achievement
and initiatives of the tourism
department for development of
State tourism.

A District Planning Committee
(DPC) meeting was conducted at
the Rijo Conference Hall,
Daporijo here today for the
approval of the 5 years
perspective plan and annual plan
2013 for development grants
under Backward Region Grant
Fund (BRGF).
The meeting was attended by the
Zilla Parishad cum DPC
Chairperson Nakap Nalo, DPDO
cum ADC Gejum Ete, Astt. Director
(PR) A. G. Ligu, R. Shrivastav
(SIRD), DPO S. Timba, DPC
members and member
secretaries.
During the meeting, R. Shrivastav
of SIRD (the Technical Support
Institute (TSI) under BRGF)
presented and explained the
detailed BRGF perspective plan
and annual plan 2013 through a
power point presentation which
was examined and approved by
the committee.
Addressing the meeting, Nalo
stressed on the importance of
timely preparation of clear cut
action plans for better
implementation of development
works under BRGF in this
extended period up to 2017 of the
nothing could be achieved in the
absence of proper education.
The MLA asked the villagers to
shun opium as it can ruin the
society. He told them that the
district administration was taking
the matter seriously adding that
those who indulged in opium
cultivation would be penalized as
per law. He also told them that the
district administration had
initiated a number of schemes as
alternative to opium cultivation and
asked the villagers to contact the
concerned departments and take
maximum benefit.
The villagers lauded the effort of
their MLA, especially for improving
the road connectivity in the whole
constituency. They reposed their

DPC approves annual
plan under BRGF
scheme. He added that

factor in making the BRGF

process making the Upper
Subansiri district, from a
backward one to a developed one.
G. Ete, speaking on the occasion,
said that Upper Subansiri district
being the only district under
BRGF in the state, advantage
should be taken and proper
developmental works undertaken
as such opportunities would not
be provided again and again.
Remarking on the passing of the
action plan 2013, he said that it
was a district vision that the
people of the place had seen for
their district, and so should not fail
and called for good
developmental work to be done.
He also spoke on the need for
timely release of BRGF funds by
the government so that
development could take place in
the district.

Mamin Bridge construction site
over Yammey River linking Dalbing

road on January 27 last.

Career Counseling Cell (TDCCC)

CRPF started a one month long
‘Pre- Recruitment Training
Program’ for entry into the
Constable (GD) in the Central
Police Organization(CPO)
yesterday at Nehru Stadium,
Khonsa.
About 400 hundred youths from
the district under the TDCCC
initiatives applied for the post of
Constable (GD) in the forthcoming
SSC examination 2013, of which
killing of wildlife, fishing by use of
chemicals, poison, electric
generator, opium cultivation etc
and called upon the villagers to
take interest in horticulture and
agriculture crops like ginger,
cardamom, orange, tea plantation
which can boost up the economic
condition of the people.

Mopom appealed the district
administration and civil supply
department to keep buffer stock
of the ration commodities at
Mariyang for the next rainy season
on apprehension that the ongoing
state-highway road
construction is likely to affect

KGBV celebrated annual function
KHONSA, January30:
The Kasturba Gandhi Balika
Vidyalaya (KGBV) at Brap about 30
KM from Khonsa celebrated its
annual function –cum- parents’
day on 30 th January with various
programmes.
Speaking on the occasion as chief
guest K. Namet, ASM said that
the KGBV had been established
at Barap to spread quality
education among the girls of Tirap
and Longding adding that all
should work unitedly for the
speedy growth of the girls’ school.
He asked the parents to extend
their fullest co-operation to the
school management in whatever
ways they could. The ASM further
said that the girl’s education
leaves a lot to be desired,
especially in the Ollo-inhabited
areas and said that the girls
should be educated to enable
them work hand in hand with the

DLVMC meeting on CSS at Daporijo
DAPORIJO, January 29:

Daporijo conducted a District
Level Vigilance and Monitoring
Committee (DLVMC) meeting
here today at the Rijo Conference
Hall, to review the performance of
all Centrally Sponsored
Schemes(CSS) implemented in
the district during the year 2011-
2012.
The meeting was presided over

J.K Panggeng Parliamentary

site of a Fish Ladder at the
confluence of Sirang and Meytek
stream, 4 kms away from Katan
CO(Hqs) on January 28.
Sirang and Maytek streams are
the tributaries of Yamne River
which flow to the Yamne River.
Meytek stream has a steep water
fall, locally called as ‘Siso
Diinggo’. The fishes from below
the waterfall coming from the
Yamne can’t come up and cross
the waterfall. Therefore, a channel
from above the waterfall is being
constructed to divert some volume
of water parallel to Sirang stream
through which fishes from the
Sirang and Yamne can pass
above the waterfall (Siso Dinggo).
This is the first of its kind in
Arunachal Pradesh till date and
would have tourist attractions in

National Girl Child
Day observed
ROING, January 29:
The National Girl Child Day was
observed for the first time at
Anganwadi Training Centre at
New Colony Roing on Jan 24 last.
Dr Atlok Yirang, DMO while
chairing over the programme has
lauded the Deputy Director, ICDS
for initiating the observation of
National Girl Child Day for the first
time in the district. He opined that
the main cause of rapes in recent
times may be due to disparity in
sex ratio(933 females per 1000
males) of the country which need
to be improved in order to check
the crime like rape and abuse
against girl child. He further
exhorted the gathering to give
equal treatment and facilities to the
girl child and not to differentiate
between a boy and a girl child
adding that a properly educated
woman can give necessary care
and impart proper education to
their children.
He also informed that the Govt. is
giving facilities and preference to
those parents who have only two
children. Govt have also banned
sex determination and abortion in
order to protect the girl child for the
last many years but despite this
ban the practice is being carried
out due to forceful pressure from
the parents.

gutted at
Roing and
Pasighat
ROING, January 27: A house
belonging to one Lomrin Saring
of Balek Village, about 8 kms from
Roing was completely burnt down
to ashes in the evening of January
23 last. The cause of the fire was
known to be crackers, which the
children were playing nearby the
house. The sparks from the
crackers after falling on the thatch
roofing of the house spread like a
wild fire due to dryness.
In the fire accident almost all the
household articles were reported
to be burnt down which was
estimated to be Rs 4,15,000/-.The
villagers had a tough time fighting
the fire from getting spread to
other neighboring houses and
prevented the fire from spreading
to other houses. When the fire
brigade arrived, the house on fire
was completely gutted down to
ashes.
In another incident Two OBT of
Loko Yirang and Sanjay Rai of
Jarku village were reduced to
ashes in a massive fire that broke
out on January 25 morning at
about 4.30 am and the raging
blaze left grievous injured to Loko
Yirang and his old father Okeng
Yirang. They have been admitted
by the villagers in the General
Hospital, Pasighat for medical
treatment.The DC announced Rs
3,000/- each for both the families
as immediate relief and directed
the concerned officers to asses
the extent of loss. He informed that
police investigation is on to
unearth the actual cause of the fire
mishap.

EAC Ribia explained that the
aims and objectives of
celebrating the day as National
Voters Day is to increase
electoral registration and
enhance electoral participation
so that the election process
would be a success.
At Yinkiong,the National Voters
Day was observed in the
conference hall of the DC Office,
Yingkiong on January 25, under
the chairmanship of ADC
Yingkiong Rajesh Panyang.
While welcoming one and all the
ERO Orin Lego, EAC delivered
speech on the importance and
significance of the National Voters
Day which the Election
Commission of India has been
emphasizing. Speaking about the
significance of the Day Lego said
the objective is to maximize the
number of voters in the country and
many unregistered, en-enrolled
citizens must be enrolled in the
voters list and they must exercise
the voting right which is one of the
fundamental rights of Indian
constitution. Speaking as to why the
day is observed on 25 January
Lego informed that the ECI was
founded on 25 January 1950 which
every citizen has to remember. On
this day EPIC cards were issued to
the newly enrolled voters. At the end
a pledge was administered by the
members who attended the
function to exercise adult franchise
in free and fair manner without
considering the caste, creed,
religion, community, money and
other inducement.
At Ziro,The Day was celebrated
amidst large gathering on 25 th
January at Abotani Hall. Deputy
Commissioner, Taru Talo while
explaining the aims and objectives
of the Day said it is to commemorate
the Foundation Day of Election
Commission of India . He urged the
people to be more aware and to
take full participation in choosing
the right leaders to govern the
people.
On the occasion, message from VS
Sampath, Chief Election
Commission of India was read out
and NVD pledge was administered
to all the people present followed
by felicitation of new young voters
and best Block Level Officers by
District Election Officer.
Local officer Nani Sambyo also
addressed the people in local
language to make the people
aware of the NVD.
At Aalo, West Siang Deputy Marnya
Ete said that the Day assumes
special significance as significant
number of eligible voters attaining
18 years and above are not enrolled
in the electoral rolls.
He asked to generate awareness
on importance of Universal Adult
Franchise among eligible voters to
inculcate sense of citizenship,
pride, participation and also to
inspire them to excise their adult
franchise as and when election is
held. The objective is to increase
enrollment of voter, by using this
occasion to make Universal Adult
Franchise a complete reality and
thereby enhance the quality of
Indian Democracy. The day should
also be utilized to spread
awareness among voters
regarding effective participation in
the electoral process, he said.
The DEO also administered the
Voters Pledge and distributed
prizes to the winners of easy writing
competition held on the occasion.

school Aalo dwelt at length on the
importance of National Voter’s Day
as the Resource Person. Moke Loyi
ADC Aalo and Liyi Bagra, ERO
spoke in detail on the significance
of the day and extended thanks to
one and all for cooperation and
successful celebration of the Day.
At Roing, Lower Dibang Valley
District joined rest of the country to
observe National Voter’s Day with
an awareness programme at
Anchal Samiti Hall. Officers took
pledge to repose faith in Indian
democracy and to uphold the
democratic traditions of our country
and the dignity of free, fair and
peaceful elections. The pledge was
administered by Smti D Lego,
Principal GHSS Roing.
Addressing the voters on the
occasion, Lego, called to use their
right fearlessly to elect a good
leader by participating in the
electioneering process free and fair.
She opined that the day is an
important occasion to inculcate a
sense of responsibility and
understanding to the new voters
especially youth towards
democratic process. She appealed
the woman to take full advantage of
the opportunity as the Election
Commission has declared this
year as the Woman Inclusion Year
by educating their children and
near ones about rights of their
adult franchise. She also
appealed each and every parent
to teach their children about good
moral character in order to make
them a good citizen in future.
ADC Roing W Tikhak, in his
speech said that it is the right of
every citizen to be aware of their
voting rights in a democratic set
up like India. He opined to observe
this day with more participation
and befitting manner in days to
come.
M Tato, EAC cum ERO while
highlighting the aims and
objectives of the programme
informed that the day is celebrated
to commemorate the foundation
day of the Election Commission
of India. It aims to popularise or
enhance greater participation of
the newly enrolled voter in the
electoral process and to inculcate
a sense of commitment towards
democratic process. He further
informed that the day is being
observed in every polling stations
of the district. A total of 1059 new
voters registered in the district in
the year 2012, he informed. S
Yirang, EAC also spoke on the
occasion.
At Bomdila, the National Voters’
Day was preceded by Prabhat
pherry in the morning by the
Teachers and students of the
various educational institutions
located at Bomdila.
Addressing the mammoth
gathering of the officers, staff,
Teachers, PR & Public leaders
and especially that of the students
at the DC Office complex, Deputy
Commissioner cum District
Election Officer Rinchin Tashi
called on the young generations
to orient themselves with such
programmes in order to prepare
themselves to be a good and law
abiding citizen of the country and
to exercise their right to vote on
attainment of 18 years of age.
Underscoring the importance of
participation in the electoral
process, DC Tashi impressed that
each and every vote counts.
Exercising one’s right to vote for
the right person results in good
governance, he added.
Earlier, he administered the
pledge and also read out the
message received from the Chief
Election Commissioner V.S
Sampath.

B.Dehingia dealt at length on the
objectives and importance of the
day. Portraying an elaborate
picture of the whole electoral
process beginning with the
National Voters’ Day celebration
and enrollment after attaining 18
years of age and the subsequent
participation in the elections as
voters, ADC Dehingia called upon
all the stakeholders to create
awareness on the issue.
Exercising one’s voting right for
the right candidate is a national
duty, he opined.

An Essay writing competition for
the students of secondary and
higher secondary level and
Drawing competition for middle
school students was organized
on 15 th January last as a part of
the NVD celebration.

At Khonsa, Speaking on the
occasion, ADC H. Matcha threw
light on the importance of voters’

celebrated all over the country to
create awareness among the
voters the importance of being a
voter. He said each vote was
important during elections and
asked the voters to elect clean,
capable and self-less candidate.
He later distributed prizes to the

National Girl Child Day was
observed on January 24 last at
Mebo under ICDS project with an
objective to raise consciousness
of Indian society towards the girl
c h i l d r e n .
CDPO Mebo organized a mass
awareness rally which was
participated by two hundred
school children, Anganwadi
workers and ICDS staffs. To hold
group discussion a seminar was
also arranged on the day to raise
consciousness towards the girl
c h i l d r e n .

the society to take responsibilities
to ensure that girl child is born as
well as nurtured in a way that gives
them equal opportunities as well

KHONSA, January 25:
The Parliamentary Secretary for
Department of Tirap and
Changlang Yumsen Matey
distributed pullets[young live
birds] to 8 Self Help Groups of
Longlyang and Noglo on January
23, at Lazu in the presence of the
CO, N.L. Naam and Lazu ZPM . A
basic training on how to look after
the pullets was also imparted on
the occasion by the experts.
Speaking on the occasion Matey
said that poultry rearing was one
of the viable alternative to opium
cultivation. He warned the
villagers that if they continued to
grow opium government would
take serious action. He also
appreciated the Co and the ZPM
for mobilizing the SHGs.
It may be mentioned here that an
agreement has been signed
between the SHGs and the
administration wherein if the
SHGs continued to grow opium
after taking beneficial schemes
from the government they would
be penalized. The Parliamentary
Matey asked the SHGs to be
serious and work hard to augment
their source of income.
National Girls Child Day observed
Development Departments, for
the first time National Girl Child
Day was successfully celebrated
in the school premises of
Government Secondary, Loiliang,
Tezu,
today.
Students, teachers and staff of
Medical, education and ICDS
departments participated in the
day long programme for every girl
child in the country.
At the very beginning Smti. Geyum
Amo, Deputy Director, District
ICDS Cell, Tezu expressed her joy
on the mass attendance. She
spoke on the importance of
‘National Girl Child Day’ and said
that every child should be equally
loved and cared. Expressing
concern on the recent events in
the country she added that only if
women are treated respectfully
and equally our society can
prosper.She hoped that this
venture will make an impact of
change in our social strata where
girl child are still considered to be
lesser important the boy.

taking the opportunity of the Girl
Child Day, highlighted on the
SABLA which is a centrally
sponsored scheme for
empowerment of girl child in the
c o u n t r y .
Dr. S. Manyu Medical Officer,
Loiliang PHC spoke on nutrition,
health and hygiene. He educated
the students on the awful effects
of drugs and HIV. He said that it is
important for every one to be
aware of HIV and to know its
precautionary measures is even
more
essential.

child marriage, dowry, etc. which
stands as against the
development and empowerment
of girl child.
The Government of India in 2008
declared January 24 of every year
to be celebrated as the ‘National
Girl Child Day’ with the objective
of raising consciousness of the
society towards the girl child so
that she can be valued and
r e s p e c t e d .
Ministry of Women and Child
Development has been taking a
multi pronged approach to
address and reverse the trend of
declining child sex ratio in the
country. The objective of all these
initiatives is to work towards
ensuring that girls are born, loved
and nurtured and grow up to
become empowered citizens of
this country with equal rights and
o p p o r t u n i t i e s .
