Uphold<strong>in</strong>g the tradition of patriotism<br />
Celebration of national days especially Independence Day<br />
and Republic Day <strong>in</strong> the state of Arunachal Pradesh has<br />
traditionally been marked by fervent mass participation. As<br />
expected, this year’s Republic Day celebrations <strong>in</strong> the<br />
districts <strong>in</strong>clud<strong>in</strong>g the capital complex have also been quite<br />
successful and peaceful, which itself is a triumph of the<br />
people of this beautiful region of the country. At a time when<br />
many ant<strong>in</strong>ational forces bent upon to weaken the unity and<br />
<strong>in</strong>tegrity of the Nation sow seeds of disunity through boycott<br />
of the day, people of this peace-lov<strong>in</strong>g state cont<strong>in</strong>ue to<br />
uphold the spirit of patriotism by active participation <strong>in</strong> all<br />
forms of celebration. This is no mean achievement<br />
consider<strong>in</strong>g the fact that our state is one of the latest ones<br />
to jo<strong>in</strong> the union of India as a young, immature ‘state’ with an<br />
assemblage of diverse cultures yet with common aspirations.<br />
Though Arunachal Pradesh did not have a common sociopolitical<br />
entity earlier as the communities resid<strong>in</strong>g here<br />
orig<strong>in</strong>ated from different locations at different historical<br />
periods, people of this mounta<strong>in</strong>ous state have soon begun<br />
learn to co-exist and grow together. I<br />
The Governor, <strong>in</strong> his address to the people on the occasion,<br />
talked of ‘highest per capita happ<strong>in</strong>ess’ along with highest<br />
per capita <strong>in</strong>come, which underl<strong>in</strong>es the importance of liv<strong>in</strong>g<br />
a collective happy life. For, happ<strong>in</strong>ess is a bye- product of<br />
several factors— materialistic as well as moral and ideological<br />
dimensions. Improvement <strong>in</strong> liv<strong>in</strong>g standards, <strong>in</strong>frastructural<br />
expansions, development <strong>in</strong> health and education sectors<br />
<strong>in</strong> major thrusts of the <strong>gov</strong>ernment, and signs of positive the<br />
results are visible on the ground. On the other hand, the<br />
citizens— each one of us—has to share our dues of mutual<br />
love and respect for others <strong>in</strong> order to keep up this peace<br />
and harmony <strong>in</strong> this ‘Land of the Ris<strong>in</strong>g Sun.’<br />

‘Lo-sar’, mean<strong>in</strong>g ‘New year’ is<br />
the most important festival of<br />
Monpas. It generally falls <strong>in</strong><br />
between the second week of<br />
February to first week of March. It<br />
is marked with lots of gaiety and<br />
festivity, which lasts the greater<br />
part of the first lunar month.<br />
Preparation for this festival starts<br />
from the middle part of the 12 th<br />
lunar month. It basically consists<br />
of manag<strong>in</strong>g sufficient meat,<br />
butter, cheese, flour, edible oil,<br />
chhang, fruits, sweets etc.<br />
Sufficient firewoods are also<br />
collected well <strong>in</strong> advance to be<br />
used dur<strong>in</strong>g the festival to<br />
encounter the extreme cold w<strong>in</strong>ter.<br />
New and colourful clothes are<br />
bought to be worn dur<strong>in</strong>g the<br />
festival. A whole day is spent on<br />
mak<strong>in</strong>g a special k<strong>in</strong>d of cake of<br />
fried loaves called ‘Bongbu nelap’<br />
and ‘khab-zsey’ of various shape,<br />
size, designs and colour.<br />
On the twenty n<strong>in</strong>th day of twelfth<br />
lunar month, dwell<strong>in</strong>g houses and<br />
its surround<strong>in</strong>gs are thoroughly<br />
swept, white washed, pa<strong>in</strong>ted and<br />
roof of the houses are replaced<br />
with new planks. The curta<strong>in</strong>s of<br />
door and w<strong>in</strong>dows are replaced<br />
with new ones to have a new and<br />
fresh look <strong>in</strong> the New Year.<br />
Keep<strong>in</strong>g aside a little bit of refuse<br />

Pradesh jo<strong>in</strong>ed the Nation <strong>in</strong><br />
celebrat<strong>in</strong>g the 64 th Republic Day<br />
with various proragmmes at state<br />
capital Itanagar, District<br />
Headquarters and other<br />
adm<strong>in</strong>istrative headquarters.<br />
At Y<strong>in</strong>gkiong, The 64th Republic<br />
Day was celebrated with great<br />
enthusiasm. DC Liyon Borang,<br />
hoisted the national flag.In his<br />
message to the people the DC<br />
recalled the sacrifices made by<br />
our freedom fighters.<br />
He announced various<br />
developmental achievements and<br />
schemes undertaken by the<br />
respective departments and<br />
agencies dur<strong>in</strong>g the last and<br />
current f<strong>in</strong>ancial year and<br />
appealed one and all to come<br />
forward for unity, peace and<br />
cooperation for the smooth and<br />
speedy development of the<br />
district. The DC further called<br />
upon the people to work for<br />
mak<strong>in</strong>g the district a model district<br />
<strong>in</strong> the state.<br />
On the occasion, Borang<br />
distributed commendation<br />
certificates with cash awards to<br />
progressive farmers - Yoppak<br />
Sitek of Pugg<strong>in</strong>g village, Takit Miyu<br />
of Gobuk village and<br />
commendation certificate with<br />
cash award to one Atop Tayeng of<br />
Silli village for his philanthropic<br />
to be disposed of <strong>in</strong> the even<strong>in</strong>g;<br />
the rest is disposed of <strong>in</strong> the<br />
daytime. A special gruel called<br />
‘Guthug’ (twenty n<strong>in</strong>th day gruel)<br />
is prepared for d<strong>in</strong>ner. Different<br />
substances like peppercorn (yier),<br />
a p<strong>in</strong>ch of salt, a chilly, a piece of<br />
coal. A small quantity of cotton, a<br />
piece of cheese, a dab of butter<br />
etc. each are placed <strong>in</strong>side small<br />
dumpl<strong>in</strong>gs. These dumpl<strong>in</strong>gs are<br />
added to the gruel. Each member<br />
of the family is given one such<br />
dumpl<strong>in</strong>g when the gruel is<br />
served. Each of these substances<br />
has their own <strong>in</strong>terpretation,<br />
though not to be taken seriously<br />
as it is sort of mak<strong>in</strong>g fun of each<br />
other <strong>in</strong> the family <strong>in</strong> the eve of pre-<br />
Losar. For example, the one who<br />
gets the dumpl<strong>in</strong>g conta<strong>in</strong><strong>in</strong>g chilly<br />
is said to be short tempered and<br />
quarrelsome, cotton <strong>in</strong>dicates<br />
soft and k<strong>in</strong>d hearted and one who<br />
gets salt is said to be lazy.<br />
From the last bowl of the gruel,<br />
every member contributes a little<br />
quantity of gruel, which is collected<br />
<strong>in</strong> a conta<strong>in</strong>er. When all the<br />
members have f<strong>in</strong>ished eat<strong>in</strong>g,<br />
an effigy of malignant spirit is<br />
made with dough. Each member<br />
of the family is given a small piece<br />
of dough which is pressed <strong>in</strong>side<br />
the palm of the right hand and then<br />
Know Your State<br />
Idu Mishmi is one of the major sub-tribe of the Mishmis. They<br />
<strong>in</strong>habit the districts of Dibang Valley and Lower Dibang Valley<br />
with hqs at An<strong>in</strong>i and Ro<strong>in</strong>g. Ro<strong>in</strong>g is a place with picturesque<br />
beauty <strong>in</strong> the pla<strong>in</strong>s of the Mishmi hills, while An<strong>in</strong>i is a hilly<br />
place close to the frontiers of Ch<strong>in</strong>a.<br />
Idu people worship several spiritual be<strong>in</strong>gs. They are also<br />
expert craftsmen which are well reflected <strong>in</strong> the exquisite<br />
designs on their clothes and other cane and bamboo<br />
products.<br />
Festivals are an essential part of the socio-cultural life of the<br />
people. The festival relat<strong>in</strong>g to agriculture is celebrated either<br />
to thank God for the providence or to pray for a bumper harvest.<br />
The major festivals of the Idus are ‘Reh’ and ‘Ke-meh-ha’.<br />
Reh is an annual agriculture festival officially held on February<br />
1st every year. The Idus believe that they are the offspr<strong>in</strong>g of<br />
div<strong>in</strong>e mother ‘Nanyi Inyitaya’ and hence celebrate Reh to<br />
seek her bless<strong>in</strong>gs for peace and prosperity and to keep<br />
alive the bond of the social fabric.<br />
Appeasement of the deities who control the peace and<br />
prosperity of the people is the theme beh<strong>in</strong>d the six day<br />
celebrations of Reh festival. Goddess Reh is worshipped for<br />
good harvest, good health, besides unity <strong>in</strong> the society. The<br />
Igu(Priest) dance performed by a group of people led by the<br />
Igu is the major highlight of the festival. The dance is<br />
performed to propitiate the Goddess Reh.<br />
LO-SAR<br />
is rubbed all over the body as a<br />
gesture to remove all k<strong>in</strong>ds of<br />
sickness, obstacles and<br />
misfortunes. The effigy of the evil<br />
spirit along with the gruel collected<br />
<strong>in</strong> a conta<strong>in</strong>er and the refuse<br />
gathered <strong>in</strong> the day, the dough with<br />
the impression of the palm, a<br />
piece of rag etc, are then thrown<br />
onto a cross-roads, or a tri-junction<br />
path, which accord<strong>in</strong>g to the<br />
popular belief, is frequented by<br />
harmful spirit. A little firework is<br />
also done there. This symbolizes<br />
cast<strong>in</strong>g away of evils of the<br />
previous year and usher<strong>in</strong>g <strong>in</strong> a<br />
new year full of happ<strong>in</strong>ess and<br />
prosperity.<br />
On the thirtieth day of the twelfth<br />
lunar month, decoration of house<br />
is done. Coloured - paper and<br />
flowers are hung from the ceil<strong>in</strong>g;<br />
walls are adorned with draw<strong>in</strong>gs<br />
<strong>in</strong> flour or lime, depict<strong>in</strong>g<br />
auspicious signs. Draw<strong>in</strong>g of the<br />
sun and the moon, it is believed ,<br />
will gather good fortune and<br />
knowledge while draw<strong>in</strong>gs of<br />
swastikas will keep away ghost<br />
and other evils spirits and br<strong>in</strong>g<br />
prosperity.<br />
Biscuits loaves, fresh and dry<br />
fruits, liquors, tea-bricks, sweets,<br />
chhemar, dadhar etc., are<br />
arranged f<strong>in</strong>ely on tables <strong>in</strong> the<br />
The first day of the festival is<br />
called ‘Andropu’. It is observed by<br />
offer<strong>in</strong>g prayers so that the festival<br />
may pass off smoothly, followed<br />
by song and dance. The second<br />
day is known as ‘Eyanli’ <strong>in</strong> which<br />
animal sacrifice is made. On the<br />
third day ‘Iyili’, dr<strong>in</strong>ks are offered<br />
<strong>in</strong> traditional way to the Goddess<br />
followed by feast. ‘Ilyiromunyi’ is<br />
the fourth day of the festival <strong>in</strong><br />
Tashi Wangmu<br />
chapel, kitchen as well as <strong>in</strong> other<br />
rooms. These all form a good and<br />
auspicious omen (Ten-drel) for the<br />
year just beg<strong>in</strong>n<strong>in</strong>g.<br />
Early morn<strong>in</strong>g of the first day of<br />
Losar, one or two members of the<br />
family first go to draw first, fresh<br />
and pure water of the new year to<br />
be received at the first crow of the<br />
cocks <strong>in</strong> the early morn<strong>in</strong>g from<br />
the water po<strong>in</strong>t like stream or<br />
water tap. Water po<strong>in</strong>ts are<br />
thoroughly decorated. Incense<br />
and chhang are offered at the<br />
source or near the tap; a scarf<br />
(khada) is tied around the water<br />
po<strong>in</strong>t or tap; prayers are recited<br />
and greet each other for the New<br />
Year among the people com<strong>in</strong>g<br />
for draw<strong>in</strong>g the water. The Water<br />
so drawn on that early morn<strong>in</strong>g is<br />
believed to be specially purify<strong>in</strong>g<br />
and sanctify<strong>in</strong>g as it has been<br />
cleansed by the starlight of the<br />
night before. So there is a<br />
competition to draw first, the first<br />
water of the New Year. For this<br />
competition, people <strong>in</strong> the best of<br />
their attire assemble at the water<br />
po<strong>in</strong>t from the mid-night itself.<br />
Then donn<strong>in</strong>g themselves with<br />
their best dress and jewellery, all<br />
the family members go to the<br />
Reh festival of the Idus<br />
which the priest<br />
performs rituals for the<br />
worshipers. The fifth day<br />
is called ‘Aru-Go’ <strong>in</strong><br />
which the rema<strong>in</strong><strong>in</strong>g<br />
food and dr<strong>in</strong>ks are<br />
prepared for the feast<br />
and <strong>in</strong> the last day<br />
‘Etoanu’, the priest says<br />
his last prayer mark<strong>in</strong>g<br />
the end of the festival.<br />

64th Republic Day celebrated across the state<br />
with great enthusiasm<br />

At Tezu, Deputy Commissioner<br />
R.K Sharma unfurled the national<br />
flag amidst gather<strong>in</strong>g of public,<br />
and <strong>gov</strong>ernment officials and<br />
remembered all the great souls<br />
who laid down lives for free and<br />
republic India. He also<br />
remembered the great loss of<br />
lives and properties <strong>in</strong> the flood<br />
(last year) which shook the entire<br />
area tak<strong>in</strong>g away five lives,<br />
besides irreparable loss to the<br />
people. He remembered the brave<br />
Bablu Dimbeshwar Nath who lost<br />
his life while try<strong>in</strong>g to rescue the<br />
VKV Sunpura students from flash<br />
flood. His sacrifice will always be<br />
remembered, he said. The DC<br />
thanked the people for com<strong>in</strong>g<br />
together <strong>in</strong> the period of despair<br />
for relief and rehabilitation. He<br />
also thanked the CRPF, ITBP,<br />
BRTF and Police personals for all<br />
the safety and rescue operations.<br />
Prais<strong>in</strong>g the developmental<br />
activities undertaken by the state<br />
<strong>gov</strong>ernment under Chief M<strong>in</strong>ister<br />
Nabam Tuki, he stated that the<br />
state is mov<strong>in</strong>g fast <strong>in</strong>to a<br />
developed state. The DC also<br />
highlighted<br />
various<br />
developmental achievements <strong>in</strong><br />
the district dur<strong>in</strong>g the period. On<br />
the occasion he congratulated the<br />
health department for achiev<strong>in</strong>g<br />
96% success <strong>in</strong> the recent Pulse<br />
Polio Immunization Mission and<br />
admired the zeal and dedication<br />
of all officers and officials towards<br />
mak<strong>in</strong>g a brighter and better Tezu<br />
<strong>in</strong> future.<br />
At Mariyang, Parliamentary<br />
Secretary, Education, Law &<br />
Justice and local MLA J.K<br />
Panggeng hoisted the national<br />
flag. In his speech, Panggeng<br />
announced the various policies<br />
and programme of the<br />
Government of India and state<br />
<strong>gov</strong>ernment and appealed the<br />
people of his constituency to<br />
extend cooperation to the district<br />
adm<strong>in</strong>istration and development<br />
authorities to achieve<br />
developments on all fronts <strong>in</strong> the<br />
area.<br />
At Tut<strong>in</strong>g, Demir Tali, ADC hoisted<br />
the national flag amidst a huge<br />
gather<strong>in</strong>g of the area.<br />
At Ro<strong>in</strong>g, Deputy Commissioner<br />
Shiv Kumar unfurled the tri-colour<br />
at General Play ground <strong>in</strong><br />
presence of Rajya Rabha MP<br />
Mukut Mithi, MLA Laeta Umbrey,<br />
SP C K Me<strong>in</strong> and people from all<br />
walks of life.<br />
Address<strong>in</strong>g on the occasion, the<br />
DC sought cooperation from all<br />
sections of the society <strong>in</strong><br />
ma<strong>in</strong>tenance of law & order <strong>in</strong> the<br />
district, while term<strong>in</strong>g it as his<br />
foremost agenda. He<br />
discouraged any k<strong>in</strong>d of agitation<br />
movement as it creates chaos<br />
and disorder <strong>in</strong> the society. He<br />
also called upon the youths to<br />
absta<strong>in</strong> from drug addiction as it<br />
restrict their contribution <strong>in</strong><br />
constructive work and exhorted<br />
them to realize the ill effects of<br />
drug addiction and focus on<br />
education to become a valuable<br />
asset of the society. Stat<strong>in</strong>g that<br />
illegal cultivation and trad<strong>in</strong>g of<br />
opium are banned by the law and<br />
the offender is punishable with<br />
rigorous 10 years imprisonment,<br />
he appreciated those work<strong>in</strong>g for<br />
the awareness aga<strong>in</strong>st drug<br />
menace.<br />
