Strengthening Secondary Education Vocationalisation of Secondary Education The Centrally Sponsored Scheme of Vocationalisation of Secondary Education provides for diversification of educational opportunities so as to enhance individual employability, reduce the mismatch between demand and supply of skilled manpower and provides an alternative for those pursuing higher education.The scheme was initially launched in 1988. To make improvement in this scheme, the revised scheme was approved on 15 September, 2011. The revisions were suggested to address the issues of low esteem of vocational education in the country, weak synergy with industry in planning and execution, lack of vertical and horizontal mobility, redundant courses and curricula as well as paucity of trained vocational education teachers. It is also envisages that strengthening of vocational education at the secondary stage would contribute to the national target of 500 million skilled manpower by 2022. The Scheme provides for financial assistance to the States to set up administrative structure, area vocational surveys, preparation of curriculum, text book, work book curriculum guides, training manual, teacher training programme, strengthening technical support system for research and development, training and evaluation etc. It also provides financial assistance to NGOs and voluntary organizations towards implementation of specific innovative projects for conducting short-term courses. The Scheme, so far, has created infrastructure of 21000 sections in 9619 schools and creating a capacity of about 10 lakh students at + 2 level. The grants released so far since the inception of the scheme is Rs. 765 crore. National Vocational Education Qualifications Framework (NVEQF) The HRD Ministry is seized with the problems of low rates of enrolment and school drop outs at Secondary and Higher Secondary levels and thereafter in Higher Education. The Ministry is in the process of developing the NVEQF. The Framework would bring about uniformity in standards of vocational courses being offered, by registration of vocational qualification and accreditation of programmes and institutions. NVEQF levels will be introduced in Secondary and Higher Secondary Schools, Polytechnics, Universities & Colleges for seamless pathways and progression. The draft NVEQF has been formulated in consultation with State Governments as well as a Group of State Education Ministers. National Scheme of Incentive to Girls for Secondary Education The Centrally sponsored scheme “National Scheme of Incentive to Girls for Secondary Education (NSIGSE)” was launched in May 2008 with the objective to establish an enabling environment to reduce the dropouts and to promote the enrolment of girl child belonging mainly to SC/ST communities in secondary schools. According to the scheme, a sum of Rs.3,000/- is deposited in the name of eligible unmarried girls as fixed deposit, who are entitled to withdraw it along with interest thereon on reaching 18 years of age and passing 10th standard examination. The scheme covers - all girls belonging to SC/ST communities who pass class VIII and all girls who pass VIII examination from Kasturba Gandhi Balika Vidyalayas (irrespective of whether they belong to SC/ST) and enrol in class IX in Government, Government-aided and local body schools. Canara bank is the implementing agency for the scheme. It has developed a web based portal -Vinod Shankar Bairwa* recently to implement the scheme. The portal will facilitate on line submission of data of the beneficiaries and on line disbursement of incentive amount on maturity into their accounts directly after certification by the State Nodal Officer on line that the beneficiary is 18 years old and passed class X examination. Funds released during last 3 years are - Rs. 45.798 crore/for 152660 girls of 14 states/UTs (2009-10), Rs. 72.458 crore/ for 241528 girls of 15 states/UTs (2010-11) and Rs. 163.059 crore /for 543532 girls of 25 states/UTs (2011-12). Central Board of Secondary Education CBSE has strengthened the Continuous and Comprehensive Evaluation (CCE) and School Based Assessment of education in all the schools affiliated to the Board from August 2009 and also made class X Board Examination optional for the students of Senior Secondary schools affiliated to the Board In addition to the above the Central Sector schemes of Kendriya Vidyalaya Sangathan (KVS), Navodaya Vidyalaya Sangathan (NVS), Central Tibetan Schools Administration (CTSA), Indo- Mangolian Schools are being implemented. Between the meals, the elders amuse themselves with games of dice, Mahjong etc., and kids play ITANAGAR, January 27 : The state government has decided to hand over the Aalo case to the Special Investigation Team (SIT) of the State Police for further perusal. It may be recalled that a youth leader lost his life on January 11 last following factional skirmishes. Elected representatives of East Siang, West Siang and Upper Subansiri Tako Dabi, Takar Marde, Gojen Gadi, Jomde Kena and P D Sona today called on the Chief Minister Nabam Tuki here to discuss the issue in presence of Chief Secretary H.K Paliwal. Taking note of the tension and unrest following the incident, the chief minister in consultation with the chief secretary resolved to hand over the case to SIT for an independent and impartial inquiry immediately. He assured that actions would be initiated against those found responsible by the SIT for the incident according to existing laws of the land. The chief minister reiterated that the government is sensitive to such incidents and takes all possible steps to follow the case and take it to a logical conclusion wherein the victim is delivered justice and the culprits punished. that they can deliver their service in a friendlier atmosphere. The contributions or donations collected during the performances are utilized for constructions of Manis, Chhorten, repairing and maintenance of bridges, roads etc. Lo-sar ends with positive note to see again next year with as healthy as the tiger, as fatty as the pig, as strong and stable like rocks, longevity of life like river, luck and fortune flourish like wild fire, name and fame shines as the sun and moon. “ Trashi delek” Govt to hand over Aalo case to SIT DAPORIJO, January 24: The Forest Department, Daporijo, in a routine patrolling by Range Forest Officer Kali Paja and his team in the town today, seized carcass of wild animal that was being sold in Daily Market, Vegetable Market of Golden Market and Gandhi Market areas of Daporijo. The team seized a wild cat, a big flying squirrel and 5 small ones, 2 squirrels and 2 wild cocks during the patrolling. A case has been registered against persons unknown under the provisions of the Wildlife Protection Act 1972 as no one claimed the seized animals which were found thrust in a sack and abandoned in the market. If caught He expressed confidence that the SIT will leave no stone unturned to unearth the circumstances leading to the incident and deliver justice to the victim as well as the aggrieved section of the society as soon as possible. While deeply mourning the unfortunate death of a promising youth leader, the chief minister expressed grief and said that it was an irreparable loss not only for the Galo society but the whole state. He assured help and cooperation from the state government to the bereaved family members of the late youth leader in coping with the sudden setback. As an immediate humanitarian gesture, he assured proper rehabilitation of the immediate family members of the late youth leader. Meanwhile, the chief minister has appealed all sections of the society to maintain peace and bonhomie for overall welfare of each and everybody. He asserted that this was a time to come together across tables to discuss and diffuse the tension in-spite of getting swayed away by bad feelings, rumours and petty politics. Wild animal seized from Markets of Daporijo and convicted, a person is liable to imprisonment for 7 years with a fine of Rs 2 lakhs, warned the department and advised the people to cease and desist from hunting wildlife. Range Forest Officer Kali Paja said that although patrolling is done from time to time, it has been difficult to stop the practice of hunting wildlife altogether as it is considered a traditional practice and some wild animals are used for medicinal purpose by the locals or considered as delicacies and hence there is a demand for it. Parl Secy stresses on awareness creation for development YUPIA, January 30: District Magistrate Papum Pare District Shri Pige Ligu promulgamated a an executive order under Section 144 Cr.P.C prohibiting collection of any kind of donations and selling of lottery, housie tickets by any association/ union forcefully. It stated that there are instances of forceful collection of donations and fees from various Public Sector Undertakings/ Companies functioning in Papum Pare by some registered, unregistered, self- styled associations and unions etc. It also has been reported that upon refusal to give donations/fees by the Public Sector Undertakings/Companies, Earlier, Deputy Commissioner Rinchin Tashi in his address underscoring the importance of developmental meetings at regular intervals said that it furthers the pace of development and helps in proper and timely monitoring of the schemes implemented.
