of a road from Nyapin to Jamin –
the proposed district
headquarters of the new district
to be carved out of Kurung Kumey,
the chief minister said it will be
taken up on priority under NLCPR
during the next financial year. The
road is proposed to connect
Nyapin and Jamin via Laba,
Panung, Leyang and Paji.
Asserting that his government is

announced a sum of Rs 1 crore

Indian Army and IAF...
Bikram Singh for his assurance
to establish a Sainik School in
Arunachal Pradesh during their
last meeting at New Delhi. He
assured a suitable plot of land,
possibly within the vicinity of the
state capital, for establishment of
the same.
On the issue of land acquisition
for army purposes, the chief
minister asked the chief secretary
to call a meeting of all concerned
deputy commissioners and give
a timeline for completion of the
processes so that projects are
implemented immediately
without any hindrance.
The Chief Minister also
discussed of possibilities of the
power with a thumping majority
and for which every party worker
will have to gear up from now to
ensure it.
Taking note of the importance of
education, the Rajya Sabha MP
assured to sanction Rs 15 lakhs
for infrastructure development of
the Nyapin Govt Higher Secondary
School.
On the other hand, Lok Sabha MP
Takam Sanjoy announced
another Rs 15 lakhs from his
MPLAD for construction of a
bridge over River Kidding that
would connect upper and lower
Nyapin.
The INC rally was also addressed
by APCC Vice President Tatar

prominent social activist and

evening was organized to

guest. At least 42 cultural troupes
from villages across the assembly
constituency performed all
through the night to the awe of the
visitors. Musical performances by
young artistes of ‘Nyishi Idol’ fame
added colour to the evening.
Indian Army and IAF to participate
in the forthcoming statehood day
celebration that coincides with the
‘Festival of Arunachal’ in February
next. The Indian Army had put up
stalls in the last celebration that
was a huge success. This time,
he suggested, besides stalls the
Army as well as the IAF could add
more color to the festival through
displays and other acts of
daredevilry.
Both the officials assured that they
would come up with something
novel to win the hearts of
Arunachalee people this time
around.

Strengthening Secondary Education
Vocationalisation of Secondary
Education
The Centrally Sponsored Scheme
of Vocationalisation of Secondary
Education provides for
diversification of educational
opportunities so as to enhance
individual employability, reduce
the mismatch between demand
and supply of skilled manpower
and provides an alternative for
those pursuing higher
education.The scheme was
initially launched in 1988. To make
improvement in this scheme, the
revised scheme was approved on
15 September, 2011. The
revisions were suggested to
address the issues of low esteem
of vocational education in the
country, weak synergy with
industry in planning and execution,
lack of vertical and horizontal
mobility, redundant courses and
curricula as well as paucity of
trained vocational education
teachers. It is also envisages that
strengthening of vocational
education at the secondary stage
would contribute to the national
target of 500 million skilled
manpower by 2022.
The Scheme provides for financial
assistance to the States to set up
administrative structure, area
vocational surveys, preparation of
curriculum, text book, work book
curriculum guides, training
manual, teacher training
programme, strengthening
technical support system for
research and development,
training and evaluation etc. It also
provides financial assistance to
NGOs and voluntary organizations
towards implementation of
specific innovative projects for
conducting short-term courses.
The Scheme, so far, has created
infrastructure of 21000 sections
in 9619 schools and creating a
capacity of about 10 lakh students
at + 2 level. The grants released
so far since the inception of the
scheme is Rs. 765 crore.
National Vocational Education
Qualifications Framework
(NVEQF)
The HRD Ministry is seized with
the problems of low rates of
enrolment and school drop outs
at Secondary and Higher
Secondary levels and thereafter in
Higher Education. The Ministry is
in the process of developing the
NVEQF. The Framework would
bring about uniformity in
standards of vocational courses
being offered, by registration of
vocational qualification and
accreditation of programmes and
institutions. NVEQF levels will be
introduced in Secondary
and Higher Secondary Schools,
Polytechnics, Universities &
Colleges for seamless pathways
and progression. The draft
NVEQF has been formulated in
consultation with State
Governments as well as a Group
of State Education Ministers.
National Scheme of Incentive to
Girls for Secondary Education
The Centrally sponsored scheme
“National Scheme of Incentive to
Girls for Secondary Education
(NSIGSE)” was launched in May
2008 with the objective to
establish an enabling
environment to reduce the dropouts
and to promote the
enrolment of girl child belonging
mainly to SC/ST communities in
secondary schools. According to
the scheme, a sum of Rs.3,000/-
is deposited in the name of
eligible unmarried girls as fixed
deposit, who are entitled to
withdraw it along with interest
thereon on reaching 18 years of
age and passing 10th standard
examination. The scheme covers
- all girls belonging to SC/ST
communities who pass class VIII
and all girls who pass VIII
examination from Kasturba
Gandhi Balika Vidyalayas
(irrespective of whether they
belong to SC/ST) and enrol in
class IX in Government,
Government-aided and local body
schools.
Canara bank is the implementing
agency for the scheme. It has
developed a web based portal
-Vinod Shankar Bairwa*
recently to implement the
scheme. The portal will facilitate
on line submission of data of the
beneficiaries and on line
disbursement of incentive amount
on maturity into their accounts
directly after certification by the
State Nodal Officer on line that the
beneficiary is 18 years old and
passed class X examination.
Funds released during last 3
years are - Rs. 45.798 crore/for
152660 girls of 14 states/UTs
(2009-10), Rs. 72.458 crore/ for
241528 girls of 15 states/UTs
(2010-11) and Rs. 163.059 crore
/for 543532 girls of 25 states/UTs
(2011-12).
Central Board of Secondary
Education
CBSE has strengthened the
Continuous and Comprehensive
Evaluation (CCE) and School
Based Assessment of education
in all the schools affiliated to the
Board from August 2009 and also
made class X Board Examination
optional for the students of Senior
Secondary schools affiliated to the
Board
In addition to the above the Central
Sector schemes of Kendriya
Vidyalaya Sangathan (KVS),
Navodaya Vidyalaya Sangathan
(NVS), Central Tibetan Schools
Administration (CTSA), Indo-
Mangolian Schools are being
implemented.

decided to hand over the Aalo case
to the Special Investigation Team
(SIT) of the State Police for further
perusal. It may be recalled that a
youth leader lost his life on
January 11 last following factional
skirmishes.

Govt to hand over Aalo case to SIT
DAPORIJO, January 24:
The Forest Department, Daporijo,
in a routine patrolling by Range
Forest Officer Kali Paja and his
team in the town today, seized
carcass of wild animal that was
being sold in Daily Market,
Vegetable Market of Golden
Market and Gandhi Market areas
of Daporijo. The team seized a
wild cat, a big flying squirrel and 5
small ones, 2 squirrels and 2 wild
cocks during the patrolling.
A case has been registered
against persons unknown under
the provisions of the Wildlife
Protection Act 1972 as no one
claimed the seized animals which
were found thrust in a sack and
abandoned in the market. If caught

leading to the incident and deliver
justice to the victim as well as the
aggrieved section of the society
as soon as possible.
While deeply mourning the
unfortunate death of a promising
youth leader, the chief minister
expressed grief and said that it

government to the bereaved family
members of the late youth leader
in coping with the sudden
setback. As an immediate
humanitarian gesture, he assured
proper rehabilitation of the

Meanwhile, the chief minister has
appealed all sections of the

bonhomie for overall welfare of
each and everybody. He asserted
that this was a time to come
together across tables to discuss
and diffuse the tension in-spite of
getting swayed away by bad
feelings, rumours and petty
politics.
Wild animal seized from
Markets of Daporijo
and convicted, a person is liable
to imprisonment for 7 years with a
fine of Rs 2 lakhs, warned the
department and advised the
people to cease and desist from
hunting wildlife.
Range Forest Officer Kali Paja
said that although patrolling is
done from time to time, it has been
difficult to stop the practice of
hunting wildlife altogether as it is
considered a traditional practice
and some wild animals are used
for medicinal purpose by the
locals or considered as
delicacies and hence there is a
demand for it. Creation of
awareness on importance of
wildlife and need for its
conservation is required, he
added.
