‘Ability beyond disability’ highlights potentials of<br />
differently abled children<br />

Pradesh General (Retd) J.J S<strong>in</strong>gh<br />
and Chief M<strong>in</strong>ister Nabam Tuki<br />
attended a cultural programme,<br />
‘Ability beyond disability’<br />
presented by physically<br />
challenged children at Raj<br />
Bhawan, Itanagar on January 27.<br />
The cultural presentation was<br />
organized by Muskan Welfare<br />
Society (MWS), which is led by First<br />
Lady of the State, Smti Anupama<br />
S<strong>in</strong>gh with an objective to highlight<br />
the potentials of differently abled<br />
children and to <strong>in</strong>culcate<br />
confidence <strong>in</strong> them. Among others,<br />
Agriculture M<strong>in</strong>ister Setong Sena,<br />
Parliamentary Secretary Nido<br />
Pavitro, Chief Secretary Dr. H.K.<br />
Paliwal, many dignitaries, MWS<br />
members and school children<br />
attended the programme.<br />

Narayan, Kathak exponent<br />
attended as special guest.<br />
Speak<strong>in</strong>g on the occasion, the<br />
Governor said that the cultural<br />
presentation <strong>in</strong>spired all to help<br />
others particularly physically and<br />
mentally challenged children, who<br />
are differently abled. The Governor<br />
called upon the people to<br />
guarantee susta<strong>in</strong>able livelihood<br />
prospects and <strong>in</strong>dependent liv<strong>in</strong>g<br />
opportunities for those children<br />
who are differently abled and<br />
under distress. He commended<br />
their teachers and mentors of the<br />
children for be<strong>in</strong>g compassionate<br />
and good human be<strong>in</strong>g.<br />
He further congratulated the MWS<br />
for conduct<strong>in</strong>g blood donation<br />
camps, capability build<strong>in</strong>g<br />
courses and cleanl<strong>in</strong>ess and<br />
plantation drives, which he op<strong>in</strong>ed<br />
will have positive impact <strong>in</strong><br />
preservation of flora and fauna <strong>in</strong><br />
the state.<br />
Shar<strong>in</strong>g his thought, the Governor<br />
advised the MWS to work for<br />
senior citizens and mentally<br />
challenged people. He also asked<br />
the society to <strong>in</strong>culcate<br />
importance of water amongst the<br />
children.<br />
The Governor also asked the chief<br />
m<strong>in</strong>ister to further strengthen the<br />
job reservation policy for<br />
physically challenged people.<br />
In his speech the chief m<strong>in</strong>ister<br />
appreciated the Muskan Welfare<br />
Society for work<strong>in</strong>g for the cause<br />
of socio-economic upliftment<br />
women and children and women<br />
empowerment. Rightly<br />
address<strong>in</strong>g the physically and<br />
mentally challenged children as<br />
‘Angel of God’, the chief m<strong>in</strong>ister<br />
said that these children deserve<br />
special attention. He <strong>in</strong>formed of<br />
the people of the steps taken by<br />
the state <strong>gov</strong>ernment towards<br />
welfare of challenged persons.<br />
Acknowledg<strong>in</strong>g the fact the<br />
Muskan Welfare Society is<br />
work<strong>in</strong>g as facilitator and has<br />
conducted many capacity build<strong>in</strong>g<br />
courses, Tuki assured to prioritize<br />
proposal sent by the society.<br />
Advis<strong>in</strong>g them to cont<strong>in</strong>ue the<br />
noble <strong>in</strong>itiative, the chief m<strong>in</strong>ister<br />
announced f<strong>in</strong>ancial aid to the<br />
society and also for those<br />
<strong>in</strong>stitutes which took part <strong>in</strong> the<br />
presentation.<br />
In her address, Chairperson of<br />
MWS and First Lady Smti<br />
Anupama S<strong>in</strong>gh said that the<br />
empowerment of women and<br />
support of neglected children<br />
have always touched her and<br />
made her feel that someth<strong>in</strong>g<br />
more should to be done. She said<br />
that if the people fortify their<br />
resolve to do someth<strong>in</strong>g, they can<br />
reach out with the balm of<br />
k<strong>in</strong>dness to help the less<br />
fortunate. She called for spirit of<br />
selfless service to make positive<br />
difference to the society. She also<br />
expressed gratitude to the state<br />
<strong>gov</strong>ernment, departments and<br />
<strong>in</strong>dividuals for their help <strong>in</strong> the<br />
Muskan Welfare Society’s<br />
mission.<br />
Secretary F<strong>in</strong>ance and member<br />
MWS, Swati Sharma briefed on the<br />
<strong>in</strong>itiatives of the society <strong>in</strong> the last<br />
four years. She said that born<br />
under the <strong>in</strong>itiative of the First lady<br />
of the state, MWS is a non profit<br />
voluntary society formed <strong>in</strong><br />
November 2008. The society aims<br />
to make a humble effort for<br />
promot<strong>in</strong>g socio-economic<br />
empowerment of women and<br />
unemployed youth. It worked for<br />
the differently abled children and<br />
children under difficult<br />
circumstances. It has been<br />
promot<strong>in</strong>g educational and social<br />
awareness amongst the youth.<br />

Secretary and Smti Mamta Riba,<br />
member MWS also spoke on the<br />
occasion.<br />
On the occasion, the chief<br />
m<strong>in</strong>ister released a brochure on<br />
‘Muskan Welfare Society’ on the<br />
occasion. The brochure titled<br />
‘Muskan- a journey cont<strong>in</strong>u<strong>in</strong>g’<br />
provides pictorial brief on the<br />
social efforts of the society.<br />
The cultural presentation started<br />
with light<strong>in</strong>g of the ceremonial<br />
lamp by the dignitaries which was<br />
followed by ‘Saraswati Vandana’<br />
by Miss Priya Dey of Nrityangana<br />

Guv <strong>in</strong>augurates adventure tourism camp<strong>in</strong>g site<br />
ITANAGAR, January 25:<br />
The Governor of Arunachal<br />
Pradesh General (Retd) J.J. S<strong>in</strong>gh<br />
<strong>in</strong>augurated an adventure tourism<br />
camp<strong>in</strong>g site at Jote, 47 km from<br />
Itanagar on 25th January 2013.<br />
Dedicated to the people of the<br />
State on the occasion of National<br />
Tourism Day, it is first of its k<strong>in</strong>d <strong>in</strong><br />
the State. Tak<strong>in</strong>g part <strong>in</strong> the<br />
function First Lady Smti Anupama<br />
S<strong>in</strong>gh of the State <strong>in</strong>augurated the<br />
eco tourism cottages <strong>in</strong> the site.<br />

the tourist resort is spread over<br />

A children park is also com<strong>in</strong>g up<br />
<strong>in</strong> the site. Constructed at a cost<br />
of Rs. 387.05 lakh by the<br />
eng<strong>in</strong>eer<strong>in</strong>g w<strong>in</strong>g of the State<br />

The Department of Tax & Excise,<br />
Itanagar organized an <strong>in</strong>teractive<br />
dealer awareness program today<br />
at the Conference Hall of Hotel<br />
Tosum, Naharlagun, with the<br />
dealers of Naharlagun, Nirjuli,<br />
Doimukh and Banderdewa,<br />
which also <strong>in</strong>cluded office bearers<br />
of Arunachal Chamber of<br />
Commerce and Industries (ACCI)<br />
and Bazaar Welfare Committees.<br />
T.Jongkey, Jo<strong>in</strong>t Commissioner<br />
(Tax & Excise) briefed the<br />
participants that Government of<br />
India (GoI) under Nation e-<br />
Governance Plan (NeGP) has<br />
started complete automation of<br />
the Commercial Tax<br />
Adm<strong>in</strong>istration of all the States and<br />
UTs of India and Dept of Tax and<br />
Tourism Department, it is the first<br />
concrete step towards promotion<br />
of adventure tourism <strong>in</strong> Arunachal<br />
Pradesh. It may be mentioned<br />
here that the foundation stone<br />
foundation stone of the tourism<br />
resort was laid by the Governor<br />
on 6 th August 2010.<br />
Speak<strong>in</strong>g on the occasion, the<br />
Governor expressed confident<br />
that the project will have positive<br />
impact <strong>in</strong> the socio-economic<br />
development of the area <strong>in</strong><br />
particular and State as a whole.<br />
He said that such project not only<br />
<strong>in</strong>creases <strong>in</strong>flow of tourists but<br />
also provides opportunity for local<br />
artisans to sell their handicrafts<br />
and other products. Once started,<br />
it will br<strong>in</strong>g employment <strong>in</strong> other<br />
allied sector of tourism for the<br />
local people.<br />
The Governor advised the gaon<br />
burahs and youth to take pride <strong>in</strong><br />
the project, <strong>in</strong>culcate sense of<br />
belong<strong>in</strong>g amongst the local<br />
people for the asset and take<br />
upmost care of it. He stressed on<br />
proper management of the<br />
camp<strong>in</strong>g site and cautioned<br />
aga<strong>in</strong>st any change <strong>in</strong> the green<br />
surround<strong>in</strong>g of the area.<br />
Dealer awareness program held<br />
Excise, Arunachal Pradesh is also<br />
go<strong>in</strong>g to implement the same<br />
under Mission Mode Project for<br />
Computerization of Commercial<br />
Tax (MMPCT). He appealed the<br />
office bearers of ACCI as well as<br />
Bazaar Committees of capital<br />
complex to cooperate <strong>in</strong> the new<br />
endeavor and dissem<strong>in</strong>ate more<br />
<strong>in</strong>formation about this among all<br />
the dealers.<br />

showed the benefits of the e-<br />
services through a power po<strong>in</strong>t<br />
presentation and <strong>in</strong>formed that<br />
the department is start<strong>in</strong>g e-<br />
services for VAT & CST<br />
registration, fil<strong>in</strong>g of sales/<br />
purchase <strong>in</strong>voices, fil<strong>in</strong>g of returns<br />
and obta<strong>in</strong><strong>in</strong>g of statutory forms<br />
The Governor stressed for<br />
promotion of ‘Home Stay’ concept<br />
<strong>in</strong> the villages around site. He<br />
suggested for a model tribal<br />
house <strong>in</strong> the site so that <strong>in</strong>terested<br />
tourists can stay <strong>in</strong> it. They should<br />
be served <strong>in</strong> bamboo cups and<br />
leaves <strong>in</strong> traditional ways <strong>in</strong> order<br />
to discourage use of plastic and<br />
paper plates and cups.<br />
Emphasiz<strong>in</strong>g the importance of<br />
hospitality <strong>in</strong> tourism, he advised<br />
the people on safety and security<br />
of the tourists and resort. Quot<strong>in</strong>g<br />
‘Atithi Devo Bhava’, he said that<br />
people must welcome a tourist as<br />
a guest but send back a friend.<br />
The Governor, while appeal<strong>in</strong>g for<br />
cleaner, greener and plastic free<br />
Arunachal Pradesh, appealed to<br />
the people for proper disposal of<br />
plastic and other items after picnic<br />
and out<strong>in</strong>gs. He appreciated the<br />
villagers of Jote and Poma for their<br />
<strong>in</strong>itiatives towards preservation of<br />
flora and fauna and suggested for<br />
more plantations <strong>in</strong> the area.<br />
The Governor commended the<br />
tourism department for timely<br />
implementation of the project.<br />
In his address Parliamentary<br />
Secretary Tourism PD Sona said<br />
through onl<strong>in</strong>e mode. The dealers<br />
would be able to use the services<br />
through the website of the<br />
department<br />
namely<br />
www.aruntax.nic.<strong>in</strong>. He also said<br />
that department of Tax & Excise is<br />
mov<strong>in</strong>g for complete<br />
computerization (automation) of<br />
tax adm<strong>in</strong>istration <strong>in</strong> Arunachal<br />
Pradesh and other services like<br />
e-payment, e-check post, e-<br />
refund, e-assessment etc. would<br />
be launched very soon. It was<br />
also <strong>in</strong>formed that a similar<br />
programme would be held<br />
tomorrow at Hotel Arun Subansiri,<br />
Itanagar and hands-on tra<strong>in</strong><strong>in</strong>g on<br />
e-services would be conducted<br />
from 5 th February to 8 th February,<br />
2013 at NERIST<br />
that for tourism to prosper <strong>in</strong> the<br />
State, there must be concerted<br />
effort from both the Government<br />
and the local people. Government<br />
can provide <strong>in</strong>frastructure but<br />
responsibility towards the tourist<br />
is on the local people. He also<br />
highlighted on the achievement<br />
and <strong>in</strong>itiatives of the tourism<br />
department for development of<br />
State tourism.<br />
Sona also expressed gratitude to<br />
the Governor for tak<strong>in</strong>g upmost<br />
concern <strong>in</strong> development of<br />
tourism <strong>in</strong> Arunachal Pradesh<br />
Local MLA and Parliamentary<br />
Secretary Plann<strong>in</strong>g Nabam Rabia<br />
also thanked the Governor for the<br />
development <strong>in</strong> the area and also<br />
tak<strong>in</strong>g personal <strong>in</strong>terest <strong>in</strong><br />
development activities <strong>in</strong> the<br />
State. He said that people will<br />
always remember the Governor<br />
as People’s Governor for his<br />
contributions <strong>in</strong> the economic<br />
progress of the State.<br />

Raj Bhavan lawn on January 26.<br />
The <strong>in</strong>vitees from different walks<br />
of life attended the ceremony to<br />
greet the Governor and the State<br />
first lady. As a part of the Republic<br />
Day celebration, ‘At Home’ make<br />
an important feature of the day<br />
long programme, where the first<br />
couple <strong>in</strong>teract with the citizens<br />
on the important occasion.<br />
The entire Raj Bhavan, especially<br />
the Northern Green was specially<br />
decorated with flowers to receive<br />
the dist<strong>in</strong>guished guest. Flower<br />
beds of the Bhavan filled with<br />
bloom<strong>in</strong>g flowers of different<br />
species enriched the festivity. Raj<br />
Bhavan officials and school<br />
children from different schools of<br />
the capital city <strong>in</strong> traditional attires<br />
received the guests, add<strong>in</strong>g<br />
colours to the event.<br />

A District Plann<strong>in</strong>g Committee<br />
(DPC) meet<strong>in</strong>g was conducted at<br />
the Rijo Conference Hall,<br />
Daporijo here today for the<br />
approval of the 5 years<br />
perspective plan and annual plan<br />
2013 for development grants<br />
under Backward Region Grant<br />
Fund (BRGF).<br />
The meet<strong>in</strong>g was attended by the<br />
Zilla Parishad cum DPC<br />
Chairperson Nakap Nalo, DPDO<br />
cum ADC Gejum Ete, Astt. Director<br />
(PR) A. G. Ligu, R. Shrivastav<br />
(SIRD), DPO S. Timba, DPC<br />
members and member<br />
secretaries.<br />
Dur<strong>in</strong>g the meet<strong>in</strong>g, R. Shrivastav<br />
of SIRD (the Technical Support<br />
Institute (TSI) under BRGF)<br />
presented and expla<strong>in</strong>ed the<br />
detailed BRGF perspective plan<br />
and annual plan 2013 through a<br />
power po<strong>in</strong>t presentation which<br />
was exam<strong>in</strong>ed and approved by<br />
the committee.<br />
Address<strong>in</strong>g the meet<strong>in</strong>g, Nalo<br />
stressed on the importance of<br />
timely preparation of clear cut<br />
action plans for better<br />
implementation of development<br />
works under BRGF <strong>in</strong> this<br />
extended period up to 2017 of the<br />
noth<strong>in</strong>g could be achieved <strong>in</strong> the<br />
absence of proper education.<br />
The MLA asked the villagers to<br />
shun opium as it can ru<strong>in</strong> the<br />
society. He told them that the<br />
district adm<strong>in</strong>istration was tak<strong>in</strong>g<br />
the matter seriously add<strong>in</strong>g that<br />
those who <strong>in</strong>dulged <strong>in</strong> opium<br />
cultivation would be penalized as<br />
per law. He also told them that the<br />
district adm<strong>in</strong>istration had<br />
<strong>in</strong>itiated a number of schemes as<br />
alternative to opium cultivation and<br />
asked the villagers to contact the<br />
concerned departments and take<br />
maximum benefit.<br />
The villagers lauded the effort of<br />
their MLA, especially for improv<strong>in</strong>g<br />
the road connectivity <strong>in</strong> the whole<br />
constituency. They reposed their<br />
faith <strong>in</strong> his leadership.<br />
The ‘At Home’ function began as<br />
the Arunachal Pradesh Police<br />
band from Police Tra<strong>in</strong><strong>in</strong>g Center,<br />
Banderdewa played the National<br />
Anthem.<br />
Chief M<strong>in</strong>ister Nabam Tuki, his<br />
cab<strong>in</strong>et colleagues, senior<br />
officials, social workers,<br />
educationists, <strong>in</strong>tellectuals,<br />
senior citizens, dist<strong>in</strong>guish<br />
achievers, NCC and Scouts and<br />
Guides were present at the<br />
function.<br />
With the APP band play<strong>in</strong>g tunes<br />
of patriotic songs, the Governor<br />
and the State first lady, Anupama<br />
S<strong>in</strong>gh, <strong>in</strong>term<strong>in</strong>gled with the<br />
august gather<strong>in</strong>g. The first couple<br />
<strong>in</strong>teracted with sportspersons<br />
and congratulated them for their<br />
achievement <strong>in</strong> national and<br />
<strong>in</strong>ternational events. Meet<strong>in</strong>g of Ex<br />
Servicemen with the first couple<br />
was a special one as former chief<br />
of Indian Army <strong>in</strong>teracted with his<br />
former associates. The children<br />
had a field day, as they got to meet<br />
the first couple <strong>in</strong> person and<br />
photographed with them<br />
DPC approves annual<br />
plan under BRGF<br />
scheme. He added that<br />
cooperation of all and<br />
coord<strong>in</strong>ation amongst the<br />
departments was an essential<br />
factor <strong>in</strong> mak<strong>in</strong>g the BRGF<br />
scheme a success and <strong>in</strong> the<br />
process mak<strong>in</strong>g the Upper<br />
Subansiri district, from a<br />
backward one to a developed one.<br />
G. Ete, speak<strong>in</strong>g on the occasion,<br />
said that Upper Subansiri district<br />
be<strong>in</strong>g the only district under<br />
BRGF <strong>in</strong> the state, advantage<br />
should be taken and proper<br />
developmental works undertaken<br />
as such opportunities would not<br />
be provided aga<strong>in</strong> and aga<strong>in</strong>.<br />
Remark<strong>in</strong>g on the pass<strong>in</strong>g of the<br />
action plan 2013, he said that it<br />
was a district vision that the<br />
people of the place had seen for<br />
their district, and so should not fail<br />
and called for good<br />
developmental work to be done.<br />
He also spoke on the need for<br />
timely release of BRGF funds by<br />
the <strong>gov</strong>ernment so that<br />
development could take place <strong>in</strong><br />
the district.<br />

on the occasion. Doubts and<br />
questions by the members were<br />
clarified and discussed <strong>in</strong> the<br />
meet<strong>in</strong>g.
