6 The Arun Information Friday, February 1, 2013 ‘Ability beyond disability’ highlights potentials of differently abled children ITANAGAR, January 27: The Governor of Arunachal Pradesh General (Retd) J.J Singh and Chief Minister Nabam Tuki attended a cultural programme, ‘Ability beyond disability’ presented by physically challenged children at Raj Bhawan, Itanagar on January 27. The cultural presentation was organized by Muskan Welfare Society (MWS), which is led by First Lady of the State, Smti Anupama Singh with an objective to highlight the potentials of differently abled children and to inculcate confidence in them. Among others, Agriculture Minister Setong Sena, Parliamentary Secretary Nido Pavitro, Chief Secretary Dr. H.K. Paliwal, many dignitaries, MWS members and school children attended the programme. Padma Shree Smti Shovana Narayan, Kathak exponent attended as special guest. Speaking on the occasion, the Governor said that the cultural presentation inspired all to help others particularly physically and mentally challenged children, who are differently abled. The Governor called upon the people to guarantee sustainable livelihood prospects and independent living opportunities for those children who are differently abled and under distress. He commended their teachers and mentors of the children for being compassionate and good human being. He further congratulated the MWS for conducting blood donation camps, capability building courses and cleanliness and plantation drives, which he opined will have positive impact in preservation of flora and fauna in the state. Sharing his thought, the Governor advised the MWS to work for senior citizens and mentally challenged people. He also asked the society to inculcate importance of water amongst the children. The Governor also asked the chief minister to further strengthen the job reservation policy for physically challenged people. In his speech the chief minister appreciated the Muskan Welfare Society for working for the cause of socio-economic upliftment women and children and women empowerment. Rightly addressing the physically and mentally challenged children as ‘Angel of God’, the chief minister said that these children deserve special attention. He informed of the people of the steps taken by the state government towards welfare of challenged persons. Acknowledging the fact the Muskan Welfare Society is working as facilitator and has conducted many capacity building courses, Tuki assured to prioritize proposal sent by the society. Advising them to continue the noble initiative, the chief minister announced financial aid to the society and also for those institutes which took part in the presentation. In her address, Chairperson of MWS and First Lady Smti Anupama Singh said that the empowerment of women and support of neglected children have always touched her and made her feel that something more should to be done. She said that if the people fortify their resolve to do something, they can reach out with the balm of kindness to help the less fortunate. She called for spirit of selfless service to make positive difference to the society. She also expressed gratitude to the state government, departments and individuals for their help in the Muskan Welfare Society’s mission. Secretary Finance and member MWS, Swati Sharma briefed on the initiatives of the society in the last four years. She said that born under the initiative of the First lady of the state, MWS is a non profit voluntary society formed in November 2008. The society aims to make a humble effort for promoting socio-economic empowerment of women and unemployed youth. It worked for the differently abled children and children under difficult circumstances. It has been promoting educational and social awareness amongst the youth. Smti Tumken Angu, member Secretary and Smti Mamta Riba, member MWS also spoke on the occasion. On the occasion, the chief minister released a brochure on ‘Muskan Welfare Society’ on the occasion. The brochure titled ‘Muskan- a journey continuing’ provides pictorial brief on the social efforts of the society. The cultural presentation started with lighting of the ceremonial lamp by the dignitaries which was followed by ‘Saraswati Vandana’ by Miss Priya Dey of Nrityangana Dance & Music Institute, Itanagar. The action song by nursery students of Oju Mission, Naharlagun, brought ‘Muskan’ to everyone’s face. The young girls of Short Stay Home of Oju Mission presented a dance, ‘Komal Hai Kamjoor Nahi, Shakti Ka Naam Nari Hai’ reflected their feelings after being released from the clutched of child marriage. A group dance by the students of Donyi Polo Mission School for the Hearing impaired, Chimpu and a group by the visually impaired children of the same institute touched the heart of the audiences. A solo song by Master Tenzin Dorjee, a physically challenged student of Manjushree Vidyapeet, Tawang and group dance by children of ‘Mother’s Home’, Leki Village stirred the emotions of the people present. The students of Vivekananda Kendra Vidhyalaya, Chimpu presented a skit on women empowerment, echoing the objective of Muskan Welfare Society. Guv inaugurates adventure tourism camping site ITANAGAR, January 25: The Governor of Arunachal Pradesh General (Retd) J.J. Singh inaugurated an adventure tourism camping site at Jote, 47 km from Itanagar on 25th January 2013. Dedicated to the people of the State on the occasion of National Tourism Day, it is first of its kind in the State. Taking part in the function First Lady Smti Anupama Singh of the State inaugurated the eco tourism cottages in the site. Commissioner GA Bandana Deori, Secretary to Governor and Planning Ankur Garg, Secretary Finance Swati Sharma, senior government officers, Tour Operators, Panchayat leaders, besides villagers from Jote, Poma and adjoining villages attended the programme. Another brainchild of the Governor, the tourist resort is spread over an area of five hectors and has eco-tourism cottages, a cafeteria, picnic huts, parking place for vehicles and traditional rest huts. A children park is also coming up in the site. Constructed at a cost of Rs. 387.05 lakh by the engineering wing of the State ITANAGAR,January 30: The Department of Tax & Excise, Itanagar organized an interactive dealer awareness program today at the Conference Hall of Hotel Tosum, Naharlagun, with the dealers of Naharlagun, Nirjuli, Doimukh and Banderdewa, which also included office bearers of Arunachal Chamber of Commerce and Industries (ACCI) and Bazaar Welfare Committees. T.Jongkey, Joint Commissioner (Tax & Excise) briefed the participants that Government of India (GoI) under Nation e- Governance Plan (NeGP) has started complete automation of the Commercial Tax Administration of all the States and UTs of India and Dept of Tax and Tourism Department, it is the first concrete step towards promotion of adventure tourism in Arunachal Pradesh. It may be mentioned here that the foundation stone foundation stone of the tourism resort was laid by the Governor on 6 th August 2010. Speaking on the occasion, the Governor expressed confident that the project will have positive impact in the socio-economic development of the area in particular and State as a whole. He said that such project not only increases inflow of tourists but also provides opportunity for local artisans to sell their handicrafts and other products. Once started, it will bring employment in other allied sector of tourism for the local people. The Governor advised the gaon burahs and youth to take pride in the project, inculcate sense of belonging amongst the local people for the asset and take upmost care of it. He stressed on proper management of the camping site and cautioned against any change in the green surrounding of the area. Dealer awareness program held Excise, Arunachal Pradesh is also going to implement the same under Mission Mode Project for Computerization of Commercial Tax (MMPCT). He appealed the office bearers of ACCI as well as Bazaar Committees of capital complex to cooperate in the new endeavor and disseminate more information about this among all the dealers. Tapas Dutta, Assistant Commissioner (Tax & Excise) showed the benefits of the e- services through a power point presentation and informed that the department is starting e- services for VAT & CST registration, filing of sales/ purchase invoices, filing of returns and obtaining of statutory forms The Governor stressed for promotion of ‘Home Stay’ concept in the villages around site. He suggested for a model tribal house in the site so that interested tourists can stay in it. They should be served in bamboo cups and leaves in traditional ways in order to discourage use of plastic and paper plates and cups. Emphasizing the importance of hospitality in tourism, he advised the people on safety and security of the tourists and resort. Quoting ‘Atithi Devo Bhava’, he said that people must welcome a tourist as a guest but send back a friend. The Governor, while appealing for cleaner, greener and plastic free Arunachal Pradesh, appealed to the people for proper disposal of plastic and other items after picnic and outings. He appreciated the villagers of Jote and Poma for their initiatives towards preservation of flora and fauna and suggested for more plantations in the area. The Governor commended the tourism department for timely implementation of the project. In his address Parliamentary Secretary Tourism PD Sona said through online mode. The dealers would be able to use the services through the website of the department namely www.aruntax.nic.in. He also said that department of Tax & Excise is moving for complete computerization (automation) of tax administration in Arunachal Pradesh and other services like e-payment, e-check post, e- refund, e-assessment etc. would be launched very soon. It was also informed that a similar programme would be held tomorrow at Hotel Arun Subansiri, Itanagar and hands-on training on e-services would be conducted from 5 th February to 8 th February, 2013 at NERIST that for tourism to prosper in the State, there must be concerted effort from both the Government and the local people. Government can provide infrastructure but responsibility towards the tourist is on the local people. He also highlighted on the achievement and initiatives of the tourism department for development of State tourism. Sona also expressed gratitude to the Governor for taking upmost concern in development of tourism in Arunachal Pradesh Local MLA and Parliamentary Secretary Planning Nabam Rabia also thanked the Governor for the development in the area and also taking personal interest in development activities in the State. He said that people will always remember the Governor as People’s Governor for his contributions in the economic progress of the State. Interactive questions answer session was held and the dealers present participated with enthusiasm. The participants hailed the new initiative of the department and voiced that this would definitely benefit the dealers immensely. Kamthok Lowang tours his constituency KHONSA,January30: The Khonsa East MLA Kamthok Lowang accompanied by CO, Lazu NL Naam and departmental officers visited New Kothung, Old Kothung and Tutnyu villages in Lazu circle from 28 th to 30 th January. Lowang in a series of public meeting highlighted the various development steps initiated by him for the whole constituency and sought their unflinching cooperation and support to make the government schemes successful. Stressing importance on education, the MLA passionately appealed to the parents to take proper care of their children’s education adding that Raj Bhawan hosts ‘At Home’ ITANAGAR, January 26: Arunachal Pradesh Governor General (Retd) J.J Singh was ‘At Home’ with state’s distinguished citizens and school children at Raj Bhavan lawn on January 26. The invitees from different walks of life attended the ceremony to greet the Governor and the State first lady. As a part of the Republic Day celebration, ‘At Home’ make an important feature of the day long programme, where the first couple interact with the citizens on the important occasion. The entire Raj Bhavan, especially the Northern Green was specially decorated with flowers to receive the distinguished guest. Flower beds of the Bhavan filled with blooming flowers of different species enriched the festivity. Raj Bhavan officials and school children from different schools of the capital city in traditional attires received the guests, adding colours to the event. DAPORIJO, January 28: A District Planning Committee (DPC) meeting was conducted at the Rijo Conference Hall, Daporijo here today for the approval of the 5 years perspective plan and annual plan 2013 for development grants under Backward Region Grant Fund (BRGF). The meeting was attended by the Zilla Parishad cum DPC Chairperson Nakap Nalo, DPDO cum ADC Gejum Ete, Astt. Director (PR) A. G. Ligu, R. Shrivastav (SIRD), DPO S. Timba, DPC members and member secretaries. During the meeting, R. Shrivastav of SIRD (the Technical Support Institute (TSI) under BRGF) presented and explained the detailed BRGF perspective plan and annual plan 2013 through a power point presentation which was examined and approved by the committee. Addressing the meeting, Nalo stressed on the importance of timely preparation of clear cut action plans for better implementation of development works under BRGF in this extended period up to 2017 of the nothing could be achieved in the absence of proper education. The MLA asked the villagers to shun opium as it can ruin the society. He told them that the district administration was taking the matter seriously adding that those who indulged in opium cultivation would be penalized as per law. He also told them that the district administration had initiated a number of schemes as alternative to opium cultivation and asked the villagers to contact the concerned departments and take maximum benefit. The villagers lauded the effort of their MLA, especially for improving the road connectivity in the whole constituency. They reposed their faith in his leadership. The ‘At Home’ function began as the Arunachal Pradesh Police band from Police Training Center, Banderdewa played the National Anthem. Chief Minister Nabam Tuki, his cabinet colleagues, senior officials, social workers, educationists, intellectuals, senior citizens, distinguish achievers, NCC and Scouts and Guides were present at the function. With the APP band playing tunes of patriotic songs, the Governor and the State first lady, Anupama Singh, intermingled with the august gathering. The first couple interacted with sportspersons and congratulated them for their achievement in national and international events. Meeting of Ex Servicemen with the first couple was a special one as former chief of Indian Army interacted with his former associates. The children had a field day, as they got to meet the first couple in person and photographed with them DPC approves annual plan under BRGF scheme. He added that cooperation of all and coordination amongst the departments was an essential factor in making the BRGF scheme a success and in the process making the Upper Subansiri district, from a backward one to a developed one. G. Ete, speaking on the occasion, said that Upper Subansiri district being the only district under BRGF in the state, advantage should be taken and proper developmental works undertaken as such opportunities would not be provided again and again. Remarking on the passing of the action plan 2013, he said that it was a district vision that the people of the place had seen for their district, and so should not fail and called for good developmental work to be done. He also spoke on the need for timely release of BRGF funds by the government so that development could take place in the district. A. G. Ligu and S. Timba also spoke on the occasion. Doubts and questions by the members were clarified and discussed in the meeting.
The Arun Information Friday, February 1, 2013 7 Panggeng inspects Mamin bridge construction site YINGKIONG, January 28: Parliamentary Secretary Education, Law & Justice, J.K Panggeng inspected the on-going Mamin Bridge construction site over Yammey River linking Dalbing village to the Mariyang- Yingkiong road on January 27 last. He was accompanied by DC, EE (Elect), PD, DRDA, DFO and DIPRO from Yingkiong and SDO, EE(PWD), ZPM Mopom-Mariyang and other development officers from Mariyang. People of Dalbing village gave a warm and colorful reception to the visiting dignitary and officers at the bridge point. Responding to a memorandum, Panggeng assured to take up the matter for up gradation of Government Primary School, Dalbing to Middle School. He further directed the contractor of the 72 m long span steel bridge to complete at the earliest to which the contractor committed in front of the assembled villagers that the construction will be completed within March 2013. Earlier, the DC spoke about the awareness campaigns against KHONSA, January 29: Towards the state government’s initiative of providing 1,00,000 employment in the ongoing five year plan period, the Tirap District Career Counseling Cell (TDCCC) in association with the 36 th Bn CRPF started a one month long ‘Pre- Recruitment Training Program’ for entry into the Constable (GD) in the Central Police Organization(CPO) yesterday at Nehru Stadium, Khonsa. About 400 hundred youths from the district under the TDCCC initiatives applied for the post of Constable (GD) in the forthcoming SSC examination 2013, of which killing of wildlife, fishing by use of chemicals, poison, electric generator, opium cultivation etc and called upon the villagers to take interest in horticulture and agriculture crops like ginger, cardamom, orange, tea plantation which can boost up the economic condition of the people. Dukkang Pertin, ZPM, Mariyang- Mopom appealed the district administration and civil supply department to keep buffer stock of the ration commodities at Mariyang for the next rainy season on apprehension that the ongoing state-highway road construction is likely to affect blockages from time to time. Pre-recruitment training for Tirap youth at Khonsa all the candidates who fulfilled the physical standards, educational qualification and other criteria shall be trained with the expertise from the 36 th Bn CRPF. On the first day itself, more than 80 candidates were shortlisted for the training. Addressing the aspiring candidates, the Deputy Commissioner, Tirap Dr. Sachin Shinde exhorted the youth to work hard with commitment for selection into the CPO. Referring to the program, he described it as a God send opportunity where 765(Male-702+Female-63) vacancies are meant to be filled up from amongst the candidates of Arunachal Pradesh and the applicants from the other parts of the state being supposedly less in numbers, chances of absorption into the CPO this time is very high. He also advised everyone to keep close contact with the TDCCC for any other vacancy information. The Commandant, 36 th Bn, CRPF B.C Sharma advised the youth to take full advantage of the training to lead a respectable life in uniform services. He further assured all possible help from the CRPF for constructive development of the youth of Tirap District. KGBV celebrated annual function KHONSA, January30: The Kasturba Gandhi Balika Vidyalaya (KGBV) at Brap about 30 KM from Khonsa celebrated its annual function –cum- parents’ day on 30 th January with various programmes. Speaking on the occasion as chief guest K. Namet, ASM said that the KGBV had been established at Barap to spread quality education among the girls of Tirap and Longding adding that all should work unitedly for the speedy growth of the girls’ school. He asked the parents to extend their fullest co-operation to the school management in whatever ways they could. The ASM further said that the girl’s education leaves a lot to be desired, especially in the Ollo-inhabited areas and said that the girls should be educated to enable them work hand in hand with the boys. Speaking as guest of honour CO, Lazu NL Naam congratulated the prize winners and told the losers not to be disheartened but work harder next time. He conveyed the best wishes to the students and the teachers sent by Tirap DC who could not be present due to preoccupation. Naam appreciated the cultural programmes presented by the students and lauded the teachers for their selfless services. Denhang Bosai who also spoke on the occasion asked the students to be ever receptive adding that the learned teachers were ever ready to give what they knew but the students should also be equally keen to take. He further asked them to follow the ideals of patriot saint Swami Vivekananda. Earlier, the Principal of the school in his welcome address highlighted the importance of the day and threw light on activities of the school. He also highlighted the pressing problems of the school and urged the parents and public leaders to co-operate with the school administration. The students presented attractive cultural programmes and enthralled the participants. It is worth-mentioning here that the KGBV was established in 2006 which is upto class VIII. At present the total strength of students is 102 and the school is run by Vivekananda Kendra Arun Jyoti, Khonsa. HoDs, public and parents attended the function. DLVMC meeting on CSS at Daporijo DAPORIJO, January 29: The District Rural Development Agency (DRDA),Upper Subansiri, Daporijo conducted a District Level Vigilance and Monitoring Committee (DLVMC) meeting here today at the Rijo Conference Hall, to review the performance of all Centrally Sponsored Schemes(CSS) implemented in the district during the year 2011- 2012. The meeting was presided over by Gejum Ete, i/c Deputy Commissioner and attended by PRI members, PD, DRDA Sode Potom, EE (RWD,) T. Paktung, BDOs of all the CD blocks in the district, AE (PHED), APOs and officials of DRDA. The Annual Performance Report of Centrally Sponsored Schemes(CSS) for the year 2011- 12 presented by the PHED (Nirmal Bharat Abiyan and Water Supply), RWD (PMGSY) and Block Development Officers (IAY, Hariyali, IWMP, MGNREGA etc.) of the 9 CD Blocks (Limeking/ Taksing, Nacho, Taliha, Giba, Baririjo, Daporijo, Dumporijo, Puchigeko) were discussed and reviewed. ‘Only if we as implementors of development works under CSS are satisfied with the work done, the public will be satisfied and happy’, said DC i/c Ete while giving the keynote speech during the DLVMC meeting. He stressed on the need for maintenance of quality in works undertaken and added that it was the duty of each and everyone to monitor the schemes and see that true achievement are at the ground level to benefit the people and district. In his address, PD, S. Potom explained the aims and objectives of the meeting and said that monitoring was an essential part of development activity and it is through monitoring of works undertaken that any mistakes or loopholes could be found and corrected, while APO (Monitoring) M. Hai spoke on the importance of timely submission of reports and active participation of all in the monitoring process. West Siang DA lauded for rendering support AALO, January 28: Mrs. Topu Ete (Basar), Chairman, DTP (BEA) and her team of instructors who have imparted series of free vocational training course on Beauty Culture and Hair Dressing all over the district of West Siang lauded the District Administration and other departments for rendering all cooperation and support in launching the programme successfully. YINGKIONG, January 29: J.K Panggeng Parliamentary Secretary, Education, Law & Justice, who is also the local MLA visited the on-going construction site of a Fish Ladder at the confluence of Sirang and Meytek stream, 4 kms away from Katan CO(Hqs) on January 28. Sirang and Maytek streams are the tributaries of Yamne River which flow to the Yamne River. Meytek stream has a steep water fall, locally called as ‘Siso Diinggo’. The fishes from below the waterfall coming from the Yamne can’t come up and cross the waterfall. Therefore, a channel from above the waterfall is being constructed to divert some volume of water parallel to Sirang stream through which fishes from the Sirang and Yamne can pass above the waterfall (Siso Dinggo). This is the first of its kind in Arunachal Pradesh till date and would have tourist attractions in Elated over the commendation certificate given by the West Siang Deputy Commissioner in recognition to her services, she said that it will go a long way for this private sector to surge ahead and take up the task of job opportunity, self employment, confidence and positive thoughts among the trainers and trainees. She expressed her gratitude to DC and his team of officers for encouragement all throughout the campaigns Parliamentary Secy visits fish ladder construction site YINGKIONG, January 30: Under the banner of Agriculture Technology Management Agency (ATMA) program a Kisan Gosti and Field Demonstration of lives stock and Poultry health care was organized at Pugging village today by the ATMA with allied departments- Agriculture, Veterinary & Animal Husbandry and Fisheries departments. O. Tamuk, DAO, Dr. Talo Taggu, DVO and K. Chisi, DFDO and other officers and staff attended the function and explained about the plans, program and different future after its completion. Funded by the state’s Fishery Development department, the scheme is being executed by the RWD, Yingkiong. During the visit, Panggeng was accompanied by DC Liyon Borang and other district HoDs. Earlier, the DC and his team of officers organized a public meeting on various developmental issues at Katan. The DC advised the villagers not to disturb the survey investigation activities of the executing company for the proposed hydro power projects over Yamne River and appealed the Gaon Buras, youths and panchayat leaders to cooperate the circle officer for development and progress of Katan town in future. National Girl Child Day observed ROING, January 29: The National Girl Child Day was observed for the first time at Anganwadi Training Centre at New Colony Roing on Jan 24 last. Dr Atlok Yirang, DMO while chairing over the programme has lauded the Deputy Director, ICDS for initiating the observation of National Girl Child Day for the first time in the district. He opined that the main cause of rapes in recent times may be due to disparity in sex ratio(933 females per 1000 males) of the country which need to be improved in order to check the crime like rape and abuse against girl child. He further exhorted the gathering to give equal treatment and facilities to the girl child and not to differentiate between a boy and a girl child adding that a properly educated woman can give necessary care and impart proper education to their children. He also informed that the Govt. is giving facilities and preference to those parents who have only two children. Govt have also banned sex determination and abortion in order to protect the girl child for the last many years but despite this ban the practice is being carried out due to forceful pressure from the parents. Earlier, Savitri Khamti, Deputy Director, ICDS Roing While highlighting the importance of the day informed that the day is being celebrated to create awareness regarding the causes of declining Child Sex Ratio (CSR) during the last decades as per the 2011 Census and also to protect the girl children from various social evils. She further exhorted the gathering to give proper guidance and directions to the girl child adding that today’s woman has a dual role to play in meeting up the various family problems as well as to shoulder the responsibility in the society. Houses gutted at Roing and Pasighat ROING, January 27: A house belonging to one Lomrin Saring of Balek Village, about 8 kms from Roing was completely burnt down to ashes in the evening of January 23 last. The cause of the fire was known to be crackers, which the children were playing nearby the house. The sparks from the crackers after falling on the thatch roofing of the house spread like a wild fire due to dryness. In the fire accident almost all the household articles were reported to be burnt down which was estimated to be Rs 4,15,000/-.The villagers had a tough time fighting the fire from getting spread to other neighboring houses and prevented the fire from spreading to other houses. When the fire brigade arrived, the house on fire was completely gutted down to ashes. In another incident Two OBT of Loko Yirang and Sanjay Rai of Jarku village were reduced to ashes in a massive fire that broke out on January 25 morning at about 4.30 am and the raging blaze left grievous injured to Loko Yirang and his old father Okeng Yirang. They have been admitted by the villagers in the General Hospital, Pasighat for medical treatment.The DC announced Rs 3,000/- each for both the families as immediate relief and directed the concerned officers to asses the extent of loss. He informed that police investigation is on to unearth the actual cause of the fire mishap.
