Beecroft residents<br />
acked Hornsby Council<br />
hamber on Thursday,<br />
June 7 for a determination<br />
by the Joint Regional<br />
Planning Panel (JRPP) of a<br />
proposed 51 unit<br />
affordable housing<br />
development for seniors<br />
proposed by Uniting Care<br />
Ageing on property<br />
abutting Hannah Street<br />
and Copeland Road,<br />
Beecroft (behind the<br />
existing Uniting Church<br />
on Beecroft Road).<br />
While allowing that there<br />
is a need for affordable<br />
housing for seniors within<br />
the local area, residents<br />
supported by Local MP<br />
Greg Smith, objected to the<br />
development on many<br />
grounds, the over arching<br />
argument being the<br />
development’s failure to<br />
pass ‘<strong>The</strong> Character Test’.<br />
It was stridently argued<br />
that the placing of five<br />
storey buildings on this<br />
site would destroy the<br />
existing character of this<br />
heritage precinct which<br />
contains a number of fine<br />
Federation homes.<br />
<strong>The</strong> proposed<br />
development had<br />
previously been refused by<br />
Hornsby Shire Council and<br />

Strategy allows for five<br />
storey development on the<br />
eastern side of Beecroft<br />
Road not on the western<br />
side where this site is<br />
located amongst sensitive<br />
bushland and heritage<br />
housing.<br />
“If you want this type of<br />
development this (the<br />
Eastern side of the road) is<br />
where it should go,” he<br />
said.<br />

agreed,<br />
“It uses the pending<br />
rezoning of the Beecroft<br />
Shopping Village in an<br />
attempt to justify<br />
development on land<br />
which is subject to totally<br />
different zoning<br />
requirements,” he said.<br />
<strong>The</strong> applicant’s<br />
representatives attempted<br />
to downplay these<br />
criticisms claiming little of<br />
the housing stock<br />
surrounding the site was of<br />
worthy heritage<br />
significance and that<br />
plantings would eventually<br />
soften views of the<br />
development.<br />

and residents also argued<br />

the following grounds: loss<br />
of trees; loss of privacy for<br />
local residents through<br />
overlooking from both the<br />
proposed buildings and<br />

Copeland Road streetscape;<br />
concern for pedestrian<br />
safety on the development’s<br />
shared access road and<br />
concerns about parking and<br />
traffic on the already<br />
crowded Hannah Street and<br />
Copeland Road.<br />

Parkway at about 1.50pm<br />

were followed by a male<br />
in his early 20’s, slim to<br />
medium build, 6 feet tall,<br />
dark eyes, clean shaven,<br />
olive skinned, possibly<br />
European and wearing a<br />
light grey ‘hoodie’ with<br />
dark pants.<br />
<strong>The</strong> couple stopped to<br />
look at the caryard on the<br />
corner and at this point<br />
an argument arose with<br />
the young male suspect<br />
spitting towards the man’s<br />

In his conclusion, David<br />
Clark said,<br />
“<strong>The</strong> Trust is not<br />
opposed to an appropriate<br />

deliberation, the JRRP<br />
decided to defer its decision<br />
on the development for one<br />
month giving the applicant<br />
an opportunity to submit<br />
amended plans to address<br />
issues including: height,<br />
privacy (overlooking),<br />
pedestrian access and<br />
drainage.<br />

BUDGETS -<br />
AN UNDERRATED BUSINESS TOOL<br />

No doubt many of you<br />
have heard stories of<br />
organisations preparing<br />
budgets. Many of these<br />
stories relate to unrealistic<br />
budgets being forced onto<br />
various managers or<br />
organisations of which<br />
they have no hope of<br />
meeting. This type of<br />
story gives a bad name to<br />
what is actually an<br />
important management<br />
tool.<br />
<strong>The</strong> use of a properly<br />
calculated and constructed<br />
budget is a great<br />
management tool to guide a<br />
manager to both improve<br />
income and expense<br />
control. Further, the<br />
budget is a realistic target<br />
for the manager or business<br />
owner to try and achieve.<br />
<strong>The</strong> fact that a budget is<br />
not met, that is a problem.<br />
<strong>The</strong> budget can show that<br />
an expectation generated<br />
earlier in the financial year<br />
has not been achieved.<br />
As an example, the<br />
budget could be set on the<br />
basis that the business sold<br />
a specific number of units<br />
of a product during a<br />
specific month of the year.<br />
If the budget expectation is<br />
not met then the business<br />
operator can examine why<br />
something that was<br />
thought to occur did not<br />
occur. <strong>The</strong> reason why<br />
something did or did not<br />
occur is the important fact.<br />
What can be done on an<br />
ongoing basis to ensure<br />
that in our budget situation<br />
in sales will continue?<br />
