Appendix 8: Treatment F<strong>in</strong>al Customers vs Distribution System Operators<br />

Both DSOs and f<strong>in</strong>al customers are seen from as Load (L) from TSO’s perspective.<br />

There might be different <strong>tariffs</strong>, charges calculation procedures or settlement rules for f<strong>in</strong>al customers<br />

and distribution system operators. Justification for different treatment might be size <strong>of</strong> a load <strong>of</strong> a<br />

given network user, number <strong>of</strong> connection po<strong>in</strong>ts to the <strong>transmission</strong> grid (simultaneous <strong>of</strong>f take),<br />

network configuration conditions and co-operation <strong>of</strong> distribution network with <strong>transmission</strong> network<br />

(<strong>of</strong>ten DSOs’ network plays a role <strong>of</strong> sub <strong>transmission</strong> grid).<br />

The below table summarizes the ma<strong>in</strong> features <strong>of</strong> different treatment /charg<strong>in</strong>g mechanisms <strong>of</strong> f<strong>in</strong>al<br />

customers and distribution system operators per TSO.<br />

Greece representatives. It is the load representative who charges<br />

The <strong>transmission</strong> and system operation tariff is regulated<br />

by the type <strong>of</strong> costumers. Distributors pay a higher tariff to<br />

MAVIR. The TSO’s <strong>in</strong>come <strong>of</strong> the additional part is repaid<br />

<strong>in</strong> another sum – which is calculated with a predeterm<strong>in</strong>ed<br />

percentage by Regulator’s decision (HEO) - for the<br />

distributors. Thus:<br />

- <strong>transmission</strong> and system operation charge for eligible<br />

costumer: 3.70 €/MWh<br />

-<strong>transmission</strong> and system operation charge for distributor:<br />

Hungary<br />

9.55 €/MWh.<br />

Income <strong>of</strong> the positive difference <strong>of</strong> Transmission and<br />

system operation charge for distributors is paid back for<br />

the distributors <strong>in</strong> percentage as a rebate s<strong>in</strong>ce<br />

<strong>2010</strong>.Calculation:<br />
