System Balanc<strong>in</strong>g and Tertiary Reserve: The difference between the two expressions<br />

"tertiary reserve" and "balanc<strong>in</strong>g energy" is specific to the Austrian system. The TSO<br />

has noth<strong>in</strong>g to do with the settlement <strong>of</strong> the system balanc<strong>in</strong>g.<br />

- Bosnia and Herzegov<strong>in</strong>a: The synthetic price for <strong>transmission</strong> system operation <strong>in</strong>cludes:<br />

Transco tariff (cost related to the ma<strong>in</strong>tenance <strong>of</strong> <strong>transmission</strong> grid), ISO tariff (cost related to<br />

the ISO operation), system service cost (the end users pay directly to the providers <strong>of</strong><br />

ancillary services), energy <strong>of</strong> losses (the end users pay directly to the providers <strong>of</strong> ancillary<br />

services<br />

- Bulgaria: Primary, Secondary and Tertiary reserves only <strong>in</strong>clude cost for capacity.<br />

- Germany: Secondary reserve and Tertiary reserve cover costs for capacity only.<br />

- Greece: Transmission losses are paid by those who <strong>in</strong>ject energy <strong>in</strong> the <strong>transmission</strong> system<br />

(generators and importers), however an estimated cost has been <strong>in</strong>cluded here for<br />

comparison purposes. The purchasers pay just the adjustment for losses.<br />

- Hungary:<br />

Total congestion rents on <strong>in</strong>ter-connections are taken <strong>in</strong>to account by regulatory<br />

authorities when approv<strong>in</strong>g the methodology for calculat<strong>in</strong>g network <strong>tariffs</strong> for the<br />

OPEX <strong>of</strong> system operation - not system-services - similar to ITC. This revenue<br />

always reduces the next year’s tariff.<br />

o The difference between the realized and planned (at the tariff determ<strong>in</strong>ation) pr<strong>of</strong>it <strong>of</strong><br />

the system balanc<strong>in</strong>g reduces/<strong>in</strong>creases the next second year’s tariff for ancillary<br />

services.<br />

- Ireland: Congestion management (<strong>in</strong>ternal) – is recovered through market. Losses – are<br />

recovered through the market<br />

- Italy: B/C <strong>in</strong> Congestion Management (Cross Border) refers only to auction revenues.<br />

- Portugal: Costs for losses and system-services costs are not recovered by a regulated tariff,<br />

but are recovered <strong>in</strong> the energy price. They have been <strong>in</strong>cluded <strong>in</strong> this overview only for<br />

comparison purposes.<br />

- Spa<strong>in</strong>: System services and losses are not <strong>in</strong>cluded <strong>in</strong> the <strong>transmission</strong> tariff as they are<br />

recovered <strong>in</strong> the energy price <strong>in</strong> the market. They have been <strong>in</strong>cluded <strong>in</strong> the overview only for<br />

comparison purposes.<br />

- Sweden: Costs <strong>of</strong> Primary reserve - 2/5 <strong>of</strong> the total costs are <strong>in</strong>cluded <strong>in</strong> TSO tariff.<br />
