0.1 General<br />

This <strong>Guide</strong> (the "White book") differs from its predecessor because so far the EBL TD<br />

<strong>Guide</strong> has not been updated. As a result this is not written as a Supplement. However<br />

the basic content is similar to that of the 1995 version: it consists of <strong>EBU</strong> regulations<br />

and interpretations.<br />

One major difference is that it seems wrong to reproduce parts of the Orange book.<br />

The timing is different: whilst the Orange book might appear at five-year intervals, the<br />

White book should probably be renewed with each new Law book, so perhaps every<br />

ten years. As a result, if we had included material from the Orange book it would<br />

probably go out of date (which certainly happened with the 1995 White book).<br />

So the White and Orange books are adjuncts to the Laws and each other. The Orange<br />

book contains the material that might interest the players: more technical matters are<br />

here in the White book.<br />

This guide is written around the 1997 Laws. A new Law book is expected in 2007 or<br />

thereabouts. At such time certain parts of this book will become obsolete. It is<br />

anticipated that this book will be updated in some way at that time, and<br />

announcements made.<br />

This guide is in four parts. The first part contains general comments that are related to<br />

particular Laws. The second contains longer papers on specific subjects. The third<br />

contains <strong>EBU</strong> regulations. The fourth contains the WBF’s Code of Practice.<br />

The Laws of Bridge are written and promulgated <strong>by</strong> the World Bridge Federation’s<br />

Laws Committee. Minutes of their meetings often contain interpretations and<br />

explanations of various Laws, and the <strong>EBU</strong>’s understanding of those minutes is<br />

included in separate sections throughout the first part of the guide, citing the relevant<br />

WBFLC minute. These sections are labelled [WBFLC]. On occasion the L&EC has<br />

given different advice and expects its advice to be followed.<br />

Thus we present our new White book. It contains general guidance for <strong>Tournament</strong><br />

Directors and Appeals Committees that should be useful in all events whether the <strong>EBU</strong><br />

is the sponsoring organisation or not. Much of this book applies in all competitions.<br />

0.2 Other sponsoring organisations<br />

For events not sponsored <strong>by</strong> the <strong>EBU</strong>, the regulations are recommendations only, and<br />

the sponsoring organisation may make its own regulations if it so desires. Sections 131<br />

to 173 are <strong>EBU</strong> regulations. One or two sections in the earlier part of the book are also<br />

regulations and are noted as such.<br />
