12 LaPsis: HDA Definition of informal settlement • The 2009 National Housing Code‟s Informal Settlement Upgrading Programme identifies informal settlements on the basis of the following characteristics: ‣ Illegality and informality; ‣ Inappropriate locations; ‣ Restricted public and private sector investment; ‣ Poverty and vulnerability; and ‣ Social stress Data coverage • 246 informal settlements in Mpumalanga • System includes cadastre, ownership, title documents and deeds, administrative boundaries, access to services (toilets, water, electricity) and points of interest (schools, transport) • None of the informal settlements have a household/shack count Methodology • Data supplied by the provinces • The data was collected in 2009 • LaPsis will be updated after further work on the informal settlements layer by the HDA in 2011
13 Spot Building Count: Eskom Definition of informal settlement • Where settlements are too dense to determine the number of structures given the resolution of the satellite imagery the area is categorised as a „Dense Informal‟ area.
