4 Household data is generated by the Census and by surveys Definition of an informal settlement • An unplanned settlement on land which has not been surveyed or proclaimed as residential, consisting mainly of informal dwellings (shacks) • Informal dwelling: A makeshift structure not erected according to approved architectural plans Data coverage • Data spans all of South Africa • Census 2001, and surveys (Community Survey 2007, IES 2005/6, 2002-2009 GHS) • Data available: Demographics, services, income, expenditure, assets, dwelling, tenure, etc. Methodology • Census 2001 ‣ Country divided up into Enumeration Areas consisting of a number of dwellings. EAs are classified as (inter alia) urban informal and urban formal • GHS ‣ The sample frame is based on Census 2001 EA level data ‣ This has been augmented throughout the past decade through additional listings, including work done for the Community Survey in 2007 ‣ There are continuous changes across Primary Sampling Units (PSUs) ‣ Three different sample designs were used over the years: 2002-2004, 2005-2007, 2008-present ‣ Sample may contain a bias toward older, more established settlements if the sample design does not explicitly incorporate newer informal settlements
Issue 1: Finding a proxy indicator in surveys Census data contains two candidate indicators to identify households who live in informal settlements. Later surveys do not provide EA level characterisations.
