ABBREVIATED RESETTLEMENT ACTION PLAN<br />

FOR COMPREHENSIVE WATER SUPPLY SERVICE IMPROVEMENTS TO<br />

GUNTUR MUNICIPAL CORPORATION (PACKAGE-II)<br />

ANDHRA PRADESH MUNICIPAL DEVELOPMENT PROJECT<br />

Guntur <strong>Municipal</strong> Corporation<br />

FEBRUARY, 2013.


1. INTRODUCTION:<br />

<strong>Andhra</strong> <strong>Pradesh</strong> <strong>Municipal</strong> <strong>Development</strong> <strong>Project</strong> (APMDP) is a US$ 350 Million project being<br />

implemented by Government of <strong>Andhra</strong> <strong>Pradesh</strong> (GoAP) with support from World Bank. The<br />

<strong>Project</strong> is aimed at improving urban services in select ULBs mainly in water supply and<br />

sewerage sectors. The project will also support improvements in the financial, technical, and<br />

management capacities of all ULBs of <strong>Andhra</strong> <strong>Pradesh</strong> through technical assistance to<br />

sustain the infrastructures being created. This sub-project for Guntur <strong>Municipal</strong> Corporation is<br />

one of the water supply service improvement projects taken up under <strong>Andhra</strong> <strong>Pradesh</strong><br />

municipal <strong>Development</strong> <strong>Project</strong> (APMDP).<br />

This Sub-project is divided in to the following 2 Packages.<br />

Package I: This Package comprises of following Salient components:<br />

Intake well cum pump house in River Krishna at Undavalli<br />

MS Raw water Gravity pipeline on from MBR to Water treatment plant at<br />

Takkellapadu Premises.<br />

Rapid gravity Water Treatment Plant of capacity 42 MLD at Takkellapadu in<br />

existing WTP Premises.<br />

Rapid gravity Water Treatment Plant of capacity 25.20 MLD at Sangam<br />

Jagarlamudi in WTP premises.<br />

Clear Water Rising mains (from 200mm dia to 900 mm dia with DI K-9 & DI K-7<br />

pipes) for a length of 30.67km within Guntur <strong>Municipal</strong> Area.<br />

18 Elevated Level Service Reservoirs (capacity varying from 500 KL to 2300<br />

KL).<br />

Package II:<br />

This package comprises Remodeling of Distribution System in the Town<br />

which involves laying of DI And HDPE pipe lines and providing House Service<br />

connections only..<br />

2. SCOPE OF THIS RAP:<br />

Laying of MS Raw water Gravity main from MBR to WTP in Packages I, necessitates<br />

displacement of residential squatters at Nulakpet for a stretch of about 200 metres..<br />

Resettlement Action plan for this package is being prepared separately. Hence, the scope of<br />

this ARAP is limited to Packages II only which consists of Distribution lines in the town.


3. STAKEHOLDERS’ CONSULTATION:<br />

In order to ensure participation of citizens in project preparation, to improve public awareness of<br />

development objectives of the project and to promote project acceptability and transparency,<br />

Stakeholders meeting was conducted on 13-06-2011 where details of the project were explained<br />

and suggestions of participants were sought for wider acceptability of the proposal. Details of the<br />

meeting are provided as Annexure-II. The issues raised/ suggestions given in the meeting and the<br />

responses provided and integration of suggestions in DPR are summarized below.<br />

constructed with highest degree of<br />

quality norms.<br />

Yes, the people coming for study purpose are<br />

considered in the floating population. Water<br />

demand for all floating population is included in<br />

the DPR.<br />

This has been considered in the proposed water<br />

supply system.<br />

The DPR is prepared with River Krishna as source.<br />

Water demand for the surrounding villages is<br />

considered.<br />

As required raw water is drawn from River Krishna<br />

directly and is conveyed to the WTP throughout<br />

the year, storage is not required.<br />

Additional service reservoirs are proposed in the<br />

GMC area to meet the water demand of the<br />

projected population for the year 2041.<br />

18 ELSRs for balance storage requirements for the<br />

entire town are included in the DPR.<br />

The project is designed & will be constructed with<br />

sound engineering techniques by considering<br />

national and international (World Bank) norms.


7 Stakeholders requested to increase the<br />

quantity of the water to be supplied in<br />

the Corporation area.<br />

8 The residents of GMC are ready to pay<br />

the water supply charges of Rs. 200 per<br />

month, if GMC supplies quality and<br />

adequate quantity of water.<br />

The proposed water supply improvement scheme<br />

is designed for 135 lpcd as per CPHEEO norms.<br />

The proposed scheme is designed to meet the<br />

GMC requirements comprehensively with quality<br />

and quantity.<br />

9 After allocation of the World Bank fund<br />

to the proposed water supply<br />

improvement scheme, the construction<br />

work should be carried out with sincere<br />

efforts as per the ground requirements<br />

of the project.<br />

10 Chlorination is improper resulting in<br />

water pollution occurring in old Guntur<br />

area<br />

11 Replacement of the old pipelines, which<br />

are causing frequent pollution.<br />

The GoAP and World Bank audit norms will be<br />

followed to spend the amount as per ground<br />

reality.<br />

ULB officials promised and directed the concerned<br />

engineers to maintain adequate free residual<br />

Chlorine in the distribution end.<br />

All the old pipelines will be replaced to arrest the<br />

frequent leakages, mitigate the water losses and<br />

pollution.<br />

12 The majority of the GMC area is short of<br />

water supply pressures and the water is<br />

being polluted near drainage crossings<br />

in the GMC area. These two problems<br />

should be taken care off.<br />

In the proposed improvement scheme, the<br />

distribution network system is designed to meet<br />

the minimum residual pressure head of 7.0 m.<br />

Hence, the water pressure problems in the GMC<br />

area will be solved. In proposed project, such<br />

drainage crossings will be avoided.


ASSESSMENT OF ADVERSE SOCIAL IMPACTS<br />

4. In order to ensure that the project do not harm the livelihood of the people due to the proposed<br />

project interventions, an assessment of adverse impacts was carried out with an objective of proposing<br />

suitable mitigation measures where such impacts are envisaged. While formulating the subproject,<br />

various efforts have been made to minimize resettlement. During planning and designing, attempt has<br />

been made to restrict the construction works within the ULB lands and RoW of Government/ ULB<br />

roads. Despite these efforts, minor impact on some roadside vendors/ kiosks on RoW could not be<br />

avoided.<br />

The impacts are ascertained for each component of the project based on the proposed site of<br />

construction /alignment. Necessity of land acquisition, Impacts on public/ private properties, necessity<br />

for temporary relocation of roadside kiosks and disturbance to business have been ascertained for each<br />

component. The details of proposed investment components and the potential impacts in those<br />

components are described below.<br />

The purpose of this Abbreviated Resettlement Action Plan (ARAP) is to propose the mitigation<br />

measures to those few shopkeepers affected due to the project activities in order to support them<br />

during the transition period. These impacts are of minor in nature and only impact for few days during<br />

laying of distribution lines (which will be done in stretches). All affected people may continue to do their<br />

business activities after completion of pipeline work at their current place of vending / business subject<br />

to the local laws.<br />

No Land Acquisition is required since all the pipelines are proposed along the RoW.<br />

5. In order to assess the impacts of the sub- project, a social impact assessment was carried out by<br />

the DPR consultants which include the census and socio-economic survey among those potentially<br />

affected population. The assessment indicated that some vendors on RoW will be affected in the form<br />

of temporary shifting during laying of pipe lines for few days. They need to shift their kiosks temporarily<br />

during laying of distribution lines to a nearby place. They may continue their business after completion<br />

of pipeline work at the original place of business. The list of affected vendors on RoW submitted by the<br />

consultant is provided as Annexure -I.


However, final list of shops going to be affected during laying of pipelines will be finalized by joint<br />

inspection of consultant and S&E Officer of the ULB before award of contract.<br />

POSITIVE BENEFITS DUE TO THE SUB-PROJECT:<br />

6. Not withstanding of the few above mentioned advese imapcts,th prosoed proejct will have<br />

POLICY LEGAL AND ADMINISTRATIVE FRAMEWORK:<br />

7. <strong>Project</strong> will be governed by,<br />

R&R Policy of <strong>Andhra</strong> <strong>Pradesh</strong> (Irrigation Sector), 2005 ( applicable for all projects<br />

in the state)<br />

National R&R Policy 2007<br />

World Bank Operational Policy 4.12 on Involuntary Resettlement.<br />

Social and Environmental Assessment & Mangment Fraemworek of APMDP<br />

The applicable provisions of the above policies will be proposed for mitigating the impacts depending<br />

upon on the type of impacts triggered in this sub-project.<br />

IMPLEMENTATION OF RAP:<br />

10. List of the affected Roadside Vendors/ Kiosks will be prepared jointly by S&E Officer of the<br />

ULB and the consultant which will be endorsed by the <strong>Municipal</strong> Commissioner before award of<br />

contract. A video of the affected shops and proposed sites for ELSRs and WTP will be taken for cut-off<br />

data.<br />

Based on the list, the Budget as per the above entitlements will be approved by the <strong>Municipal</strong><br />

Commissioner.<br />

The assistance will be paid through cheques to the eligible people before execution of work is<br />

taken up. The <strong>Municipal</strong> Commissioner will certify to this effect.<br />

ADDITIONAL IMPACTS DURING THE IMPLEMENTATION OF SUB-PROJECT:<br />

11. During the implementation, if any additional impacts are encountered in addition to those<br />

described in this RAP, they will be promptly addressed through additional measures in line with the<br />

policy provisions. The contractor will communicate promptly to bring to the notice of S&E officer about<br />

any additional impacts that he may encounter during the execution of works and these will be mitigated<br />

promptly. The S&E Officer of the ULB is responsible for initiating the process for addressing the<br />

additional impacts and the supplementary plans will be processed in a similar manner by which this


RAP is prepared and approved. The S&E officer will provide a confirmation to MSU , APMDP once in<br />

quarter during the construction period about the details of new impacts encounter and measures taken<br />

to deal with those impacts or confirm that no impacts were encountered.<br />

GRIEVANCE REDRESSAL MECHANISM:<br />

13. The grievances can be registered at the complaint cell established at the ULB. The Complaint<br />

Cell will also act as a Public Information Centre, where the grievances of the community will be<br />

registered and other information with regard to the project, the sub-projects, social and<br />

environmental safeguards will be provided. The grievances can pertain to any social and/or<br />

environmental issues triggered by sub-projects under the APMD <strong>Project</strong>. The Complaint Cell would<br />

forward the grievance to the S&E officer. If the grievance couldnot be redressed by S&E Officer, it will<br />

be forwarded to the Revenue Officer and the NGO/ Community representative in the ESMC<br />

(Environmental and Social Management Committee) for redressing. A District Urban Grievance<br />

Redressal Body will be established for redressing the grievances that couldnot be solved by S&E<br />

Officer and ESMC at ULB level This body will consist of 4 to 5 eminent citizens in the District and are<br />

from diverse backgrounds such as, education, health and sanitation, urban infrastructure, civic affairs,<br />

etc. In an advisory capacity, it will facilitate and suggest suitable action to redress the grievances of<br />

the community/public. At the State level a State Urban Grievance Redressal Body will be established<br />

along similar lines. If the S&E officer cannot redress the grievance within a specified time period, the<br />

grievance would be forwarded to the ESMC and further to the District Urban Grievance Redressal<br />

Body constituted at the District level. The grievances that cannot be redressed at the District Urban


Grievance Redressal Body level would be referred to the State Urban Grievance Redressal Body. Each<br />

of these authorities can be approached directly for grievance redressal by the aggrieved<br />

person/party.<br />

PUBLIC DISCLOSURE:<br />

14. The RAP in English and Summary in Telugu will be placed at public places and the web sites of<br />

Munciplaity and CDMA for the benefit of all concerned . The public disclosure places, at the minimum,<br />

MONITORING AND REPORTING<br />

15. A report on payment of assistance will be sent to MSU- APMDP once the payments are<br />

completed along with the certification of payments. . In addition, quarterly Confirmation Note<br />

indicating the details of additional impacts or otherwise along with details of implementation of RAP<br />

will be sent throughout the construction period.

PUBLIC CONSULTATION AND INFORMATION DISCLOSURE<br />

1. Sub-project Description<br />

As part of the initiative taken by the Commissioner & Directorate of <strong>Municipal</strong> Administration (CDMA),<br />

Government of <strong>Andhra</strong> <strong>Pradesh</strong> under the <strong>Andhra</strong> <strong>Pradesh</strong> <strong>Municipal</strong> <strong>Development</strong> <strong>Project</strong> (APMDP), a<br />

project on comprehensive planning of water supply improvement in Guntur <strong>Municipal</strong> Corporation (GMC)<br />

is in the process of detailed engineering studies. M/s. Aarvee Associates Architects Engineers &<br />

Consultants Pvt., Ltd., Hyderabad is providing the consultancy services for this project. With initiative<br />

and help from the Guntur <strong>Municipal</strong> Corporation (GMC), Consultant has given the presentation at<br />

Stakeholders Meeting twice at the GMC premises and other consultations at service reservoirs. The major<br />

objectives of the project are:<br />

Assessing the status of existing water supply system in Corporation area.<br />

Develop an action plan to improve the system performance immediately in the form of project<br />

interventions (immediate interventions, short term and long term interventions).<br />

Preparation of a draft Detailed <strong>Project</strong> Report (DPR) including preparation of social &<br />

environmental assessment and management framework.<br />

Preparation of Capacity Building and Action Plan.<br />

The details of the water supply improvement scheme proposed in Guntur <strong>Municipal</strong> Corporation area<br />

upto Feasibility stage and Concept plan is given for various project components are given below:<br />

Sources of water and Intake structure:<br />

The major sources of water in GMC are 1. Vengalayapalem infiltration galleries, 2. Kommamuru canal, 3.<br />

Guntur canal and 4. Mangalagiri canal system. The intake structure is constructed near Undavalli village,<br />

which servers the water to all the raw water supply to GMC. The proposed source of water to GMC is a<br />

parallel line from Undavalli Intake well to existing WTPs near Takkellapadu.<br />

<br />

Water conductor system or Rising main:<br />

The new water conductor system is proposed parallel to the existing system which will pass through<br />

Undavalli intake to – Mangalagiri pumping station -Takkellapadu WTP.<br />

<br />

Water Treatment Plants (WTPs):<br />

There are three WTPs are existing, two nos. at Takkellpadu – Old: 45 + New: 45 = 90 MLD and one at<br />

Sangam Jagalamudi – 27.3 MLD. The proposed WTP to be constructed near Takkellapadu with a capacity<br />

of 65 MLD (Year 2026) and 46.5 MLD (2041).


Elevated Service Level Reservoirs (ELSRs):<br />

There are 24 nos. Elevated Service Level Reservoirs (ELSRs) present and another 15 nos. of ELSRs will<br />

be proposed by considering the water supply demand upto 2041.<br />

<br />

Distribution System:<br />

The distribution system will be partially replaced by new lines to meet the requirements for the year<br />

2041. The entire town will be covered with distribution system by implementation of the proposed water<br />

supply improvement project.<br />

2. Issues raised by the community and responses provided<br />

suggested to consider the people coming for<br />

study to the city in floating population.<br />

ii) Consider the surrounding village<br />

population into the design which will be<br />

merged in Guntur.<br />

iii) Shriram, former corporator,<br />

Gujjanagundla suggested to consider the<br />

tanks (cheruvulu) for storage of the water.<br />

iv) In old Guntur, the two service reservoirs<br />

were constructed in the year 1975 to meet<br />

the water supply demand. However, no<br />

additional reservoirs are constructed<br />

afterwords to meet the present demand.<br />

v) All the project components should be<br />

constructed with highest degree of quality<br />

norms.<br />

Responses:<br />

i) Yes, the people coming for study purpose are<br />

considered in the foating population.<br />

ii) Water demand for the surrounding villages is<br />

considered.<br />

iii) As the water is pumped from the WTP to the<br />

concerned sumps to ELSR's and ELSR's to the<br />

disrtribution system directly. Hence, storage is<br />

not required.<br />

ii) Majority of the project is planned by gravity.<br />

iii) In the proposed improvement scheme, the<br />

distribution network system is designed to meet<br />

the minimum residual pressure head of 7.0 m.<br />

Hence, the water pressure problems in the GMC<br />

area will be solved.<br />

iv) Additional service reservoirs are proposed in<br />

the GMC area to meet the water demand of the<br />

projected population for the year 2041.


v) The project is designed & will be constructed<br />

with sound engineering techniques by considering<br />

national and international (World Bank) norms.<br />

Social Issues:<br />

i) Stakeholders requested to increase the<br />

quantity of the water to be supplied in the<br />

Corporation area.<br />

ii) The residents of GMC are ready to pay the<br />

water supply charges of Rs. 200 per month,<br />

if GMC supplies quality and adequate<br />

quantity of water.<br />

iii) After allocation of the World Bank fund to<br />

scheme, the construction work should be<br />

carried out with sincere efforts as per the<br />

ground requirements of the project.<br />

Responses:<br />

i) The proposed water supply improvement<br />

scheme is designed for 135 lpcd, which may solve<br />

the requirements of the GMC.<br />

ii) The proposed scheme is designed to meet the<br />

GMC requirements comprehensively with quality<br />

and quantity.<br />

iii) The GoAP and World Bank audit norms will be<br />

followed to sped the amount as per ground<br />

reality.<br />

Environmental Issues:<br />

i) Chlorination is improper resulting in water<br />

pollution occurring in old Guntur area.<br />

ii) Replacement of the old pipelines, which<br />

are causing frequent pollution.<br />

iii) The majority of the GMC area is short of<br />

water supply pressures and the water is<br />

being polluted near drainage crossings in the<br />

GMC area. These two problems should be<br />

taken care off.<br />

Responses:<br />

i) ULB officials promised and directed the<br />

concerned engineers to maintain adequate free<br />

residual Chlorine in the distribution end.<br />

ii) All the old pipelines will be replaced to arrest<br />

the frequent leakages, mitigate the water losses<br />

and pollution.<br />

iii) In proposed project such drainage crossings<br />

will be avoided<br />

proposed near Undavalli to carry the raw water from River Krishna to Water Treatment<br />

The Service Reservoirs are proposed to be constructed to meet the year 2041 demand.<br />

The national and World Bank quality norms will be followed during construction and<br />

operation phases of the project.<br />

All the financial and economic analysis will consider the willingness to pay charges<br />

towards the water supply.<br />

The same is considered and Commissioner directed all the engineers to do so.<br />

The same will be considered and will be implemented under the proposed improvement<br />

scheme.<br />

The water pollution problem in the cross drainage area will be rectified and the same will<br />

be avoided in the proposed scheme.
