FOR COMPREHENSIVE WATER SUPPLY SERVICE IMPROVEMENTS TO
KAKINADA MUNICIPAL CORPORATION
ANDHRA PRADESH MUNICIPAL DEVELOPMENT PROJECT

INTRODUCTION:
1. Andhra Pradesh Municipal Development Project (APMDP) is a US$ 350 MILLION project being
implemented by Government of Andhra Pradesh (GoAP) with support from World Bank . The
Project is aimed at improving urban services in select ULBs mainly in water supply and
sewerage sectors. The project will also support improvements in the financial, technical, and
management capacities of all ULBs of Andhra Pradesh through technical assistance to sustain
the infrastructures being created. This sub-project for Kakinada Municipal Corporation is one of
the water supply service improvement projects taken up under Andhra Pradesh municipal
Development Project (APMDP).
2. This Sub-project is divided in to the following 4 Packages.
Package I: Strengthening of Aratlakatta system.
Salient components of this Package are:
500 KL ELBR at Aratlakatta SS Tank.
1000 mm Dia MS Gravity Main from ELBR to Victoria Water Works.
1500 Kl CW Sump at Victoria Water Works.
Replacement of Pump sets at Aratlakatta SS Tank.
Construction of pump house at Aratlakatta SS Tank
Package II: New system with Samalkot High Level Canal as source and Filtration Plant at
Shashikantnagar.
1500mm diameter MS gravity main of 8.3 Km length from Intake chamber at
Samalkot to raw water sump at AU campus.
1500mm diameter MS gravity main of 5.0 Km length from AU campus to Sarpavaram
Junction
1000mm dia MS gravity main of 2.3Km length from Sarpavaram Junction to raw
water sump at Sashikanth Nagar WTP
Construction of 40.00 MLD Rapid Gravity Filtration plant at Sashikanth Nagar
Construction of 9 Elevated Service Reservoirs.
DI Clear Water Rising Mains to various ELSRs 200 to - 800 mm dia. - 14.85 Km.
MS clear Water Rising Main from Sasikanth nagar to VWW 600 mm dia.- 5.4 Km.
Replacement/ Erection of new pump sets of sets - 23 No.s at various pumping
stations.
Construction of pump houses , Construction of Watchman Quarters and construction
of Compound walls to Service Reservoirs.

Package III: Construction of Summer Storage Tank at A. U. Campus.
This package comprises of construction of Summer Storage tank for 45 days storage
requirements (3800 ML approximately ) and other appurtenant components like raw water
sumps, 500 KL ELBR, pump houses etc. The bund section of the SS Tank need to be approved by
Chief Engineer, CDO, I&CAD Dept. Soil Investigations are in progress. The estimate for SS Tank
can be prepared only after finalization of bund section by CE, CDO. Administrative sanction for
this package will be obtained once the estimates are finalized. Land for the proposed SS tank
with an area of 197 acres has been indentified at A. U. Campus.
Package IV: Remodeling of Distribution System in the Town.
This package comprises remodeling of Distribution System in all the zones i.e; Zone I,
Zone II, Zone III, Zone IV, Zone V, Zone VI A and Zone VI B which mainly involves laying of DI
And HDPE pipe lines.
SCOPE OF THIS RAP:
3. Out of the above four packages, Administrative Sanction was accorded only for Packages I, II
and IV . Package III i.e; Construction of Summer Storage Tank involves land
acquisition/alienation of 197 Acres out of which about 32 Acres is private land and the
remaining is Government Land which was leased to some farmers for cultivation. The lease
period has also expired. Since finalization of designs for SS Tank by CE, CDO and administrative
sanction by Government after finalization of estimates will take some time, this package is
not taken up at present. Hence, the scope of this RAP is limited to Packages I,II and IV only.
An exclusive RAP for Package III will be prepared before issue of Bid Documents for the same.
STAKEHOLDERS’ CONSULTATION:
4. In order to ensure participation of citizens in project preparation, to improve public awareness
of development objectives of the projects and to promote project acceptability and
transparency, Stake holders meeting was held on 27-11-2010 at Municipal Council hall,
Kakinada. The meeting was chaired by Joint Collector& Special Officer. Relevant information
was shared with the stakeholders in order to assess their perceptions about the project and also
to seek their suggestions. Most of the suggestions were to supply clean drinking water. One

suggestion has been received to replace the damaged distribution lines which has been taken
care of in DPR. The details of the meeting are provided in Annexure –II.
ASSESSMENT OF ADVERSE SOCIAL IMPACTS
5. In order to ensure that the project do not harm the livelihood of the people due to the proposed
project interventions, an assessment of adverse impacts was carried out with an objective of proposing
suitable mitigation measures where such impacts envisaged. While formulating the subproject, various
efforts have been made to minimize resettlement. During planning and designing, attempt has been
made to restrict the construction works within the ULB lands and RoW of Government/ ULB land.
Despite these efforts, minor impact on some roadside vendors/ kiosks and two CPRs(compound walls
of temples) could not be avoided.
The impacts are ascertained for each component of the project based on the proposed site of
construction /alignment. Necessity of land acquisition, Impacts on public/ private properties, necessity for
temporary relocation of roadside kiosks and disturbance to business have been ascertained for each
component. The details of proposed investment components and the potential impacts in those
components are described below.
The purpose of this Abbreviated Resettlement Action Plan (ARAP) is to propose the mitigation measures
to those few shopkeepers affected due to the project activities in order to support them during the
transition period. These impacts are of minor in nature and only impact for few days during laying of
distribution lines (which will be done in stretches). All affected people may continue to do their business
activities after completion of pipeline work at their current place of vending/business subject to the local
laws.

acquisition is required.)
6. In order to assess the impacts of the sub- project, a social impact assessment was carried out by the
DPR consultants which include the census and socio-economic survey among those potentially affected
population. The assessment indicated that some vendors/Kiosks will be affected in the form of temporary
shifting during laying of pipe lines for few days. They need to shift their kiosks temporarily during laying of
distribution lines to a nearby place. They may continue their business after completion of pipeline work at
the original place of business. The list of affected vendors is provided as Annexure -I.
SOCIO-ECONOMIC PROFILE OF THE ROADSIDE VENDORS /KIOSKS:
7. The census survey of those road side vendors (Kiosks)/CPRs going to be affected while laying the
distribution pipelines was carried out in December, 2011, by consultants (M/s Voyants Solutions). The
details of the census survey are provided in Annexure –I.
POSITIVE BENEFITS DUE TO THE SUB-PROJECT:
8. Not withstanding of the few above mentioned advese imapcts,th prosoed proejct will have
positive impacts in the form of :
reduction in water shortage
increased access to potable water
reduction in waterborne diseases

time saving for the residents
job opportunity in the Project
scope for improving quality of life
exposure to awareness programmes and hence updating knowledge.
POLICY LEGAL AND ADMINISTRATIVE FRAMEWORK:
9. Project will be governed by,
Social Enviroemntl Assessment Mangment Fraemworek for Urabn Reforms and Munciplal
Services in AP.
R&R Policy of Andhra Pradesh (Irrigation Sector), 2005 ( applicable for all projects in the state)
National R&R Policy 2007
World Bank Operational Policy 4.12 on Involuntary Resettlement
The applicable provisions of the above policies will be proposed for mitigating the impacts depending
upon on the type of impacts triggered in this sub-project.

IMPLEMENTATION OF RAP:
Payment of Assistance:
12. List of the affected Roadside Vendors/ Kiosks will be prepared jointly by S&E Officer of the ULB
(appointed vide Roc No.5256/10/E3. Dt.07.06.2010 of the Municipal Commissioner, Kakinada) and the
consultant which will be endorsed by the Municipal Commissioner before award of contract. A video of
the affected shops and proposed sites for ELSRs and WTP will be taken for cut-off data.
Based on the list, the Budget as per the above entitlements will be approved by the Municipal
Commissioner.
The assistance will be paid through cheques to the eligible people before execution of work is
taken up. The Municipal Commissioner will certify to this effect.
ADDITIONAL IMPACTS DURING THE IMPLEMENTATION OF SUB-PROJECT:
13. During the implementation, if any additional impacts are encountered in addition to those
described in this RAP, they will be promptly addressed through additional measures in line with the policy
provisions. The contractor will communicate promptly to bring to the notice of S&E officer about any
additional impacts that he may encounter during the execution of works and these will be mitigated
promptly. The S&E Officer of the ULB is responsible for initiating the process for addressing the additional
impacts and the supplementary plans will be processed in a similar manner by which this RAP is
prepared and approved. The S&E officer will provide a confirmation to MSU , APMDP once in quarter
during the construction period about the details of new impacts encounter and measures taken to deal
with those impacts or confirm that no impacts were encountered.

GRIEVANCE REDRESSAL MECHANISM:
15. The grievances can be registered at the complaint cell established at the ULB. The Complaint
Cell would forward the grievance to the S&E officer who will forward the grievance to the Revenue
Officer and the NGO/ Community representative in the ESMC( Environmental and Social Management
Committee)for redressing. The Complaint Cell will also act as a Public Information Centre, where the
grievances of the community will be registered and other information with regard to the project, the
sub-projects, social and environmental safeguards will be provided. The grievances can pertain to any
social and/or environmental issues triggered by sub-projects under the APMD Project. A District Urban
Grievance Redress Body will be established for redressing the grievances that couldnot be solved by
Grievance Redress Officerat ULB level This body will consist of 4 to 5 eminent citizens in the District and
are from diverse backgrounds such as, education, health and sanitation, urban infrastructure, civic
affairs, etc. In an advisory capacity, it will facilitate and suggest suitable action to redress the grievances

of the community/public. At the State level a State Urban Grievance Redressal Body will be established
along similar lines. If the grivance redress officer cannot redress the grievance within a specified time
period, the grievance would be forwarded to the ESMC and further to the District Urban Grievance
Redressal Body constituted at the District level. The grievances that cannot be redressed at the District
level would be referred to the State Urban Grievance Redressal Body. Each of these authorities can be
approached directly for grievance redress by the aggrieved person/party.
PUBLIC DISCLOSURE:
16. The RAP in English and Telugu will be placed at public places and the web sites of Munciplaity
and CDMA for the benefit of all concerned . The public disclosure places, at the minimum, include the
following:
Offices and libraries of the project area (Commissioner office and Municipal libraries)
District Collectorate
Departmental websites.
MONITORING AND REPORTING
17. A report on payment of assistance will be sent to MSU- APMDP once the payments are
completed along with the certification of payments. . In addition, quarterly Confirmation Note will be
sent indicating the details of additional impacts or otherwise, throughout the construction period
