FOR COMPREHENSIVE WATER SUPPLY SERVICE IMPROVEMENTS TO<br />

KAKINADA MUNICIPAL CORPORATION<br />

ANDHRA PRADESH MUNICIPAL DEVELOPMENT PROJECT<br />

Kakinada <strong>Municipal</strong> Corporation<br />

October, 2012.


INTRODUCTION:<br />

1. <strong>Andhra</strong> <strong>Pradesh</strong> <strong>Municipal</strong> <strong>Development</strong> <strong>Project</strong> (APMDP) is a US$ 350 MILLION project being<br />

implemented by Government of <strong>Andhra</strong> <strong>Pradesh</strong> (GoAP) with support from World Bank . The<br />

<strong>Project</strong> is aimed at improving urban services in select ULBs mainly in water supply and<br />

sewerage sectors. The project will also support improvements in the financial, technical, and<br />

management capacities of all ULBs of <strong>Andhra</strong> <strong>Pradesh</strong> through technical assistance to sustain<br />

the infrastructures being created. This sub-project for Kakinada <strong>Municipal</strong> Corporation is one of<br />

the water supply service improvement projects taken up under <strong>Andhra</strong> <strong>Pradesh</strong> municipal<br />

<strong>Development</strong> <strong>Project</strong> (APMDP).<br />

2. This Sub-project is divided in to the following 4 Packages.<br />

Package I: Strengthening of Aratlakatta system.<br />

Replacement/ Erection of new pump sets of sets - 23 No.s at various pumping<br />

Construction of pump houses , Construction of Watchman Quarters and construction<br />

of Compound walls to Service Reservoirs.


Package III: Construction of Summer Storage Tank at A. U. Campus.<br />

This package comprises of construction of Summer Storage tank for 45 days storage<br />

requirements (3800 ML approximately ) and other appurtenant components like raw water<br />

sumps, 500 KL ELBR, pump houses etc. The bund section of the SS Tank need to be approved by<br />

Chief Engineer, CDO, I&CAD Dept. Soil Investigations are in progress. The estimate for SS Tank<br />

can be prepared only after finalization of bund section by CE, CDO. Administrative sanction for<br />

this package will be obtained once the estimates are finalized. Land for the proposed SS tank<br />

with an area of 197 acres has been indentified at A. U. Campus.<br />

Package IV: Remodeling of Distribution System in the Town.<br />

This package comprises remodeling of Distribution System in all the zones i.e; Zone I,<br />

Zone II, Zone III, Zone IV, Zone V, Zone VI A and Zone VI B which mainly involves laying of DI<br />

And HDPE pipe lines.<br />

SCOPE OF THIS RAP:<br />

3. Out of the above four packages, Administrative Sanction was accorded only for Packages I, II<br />

and IV . Package III i.e; Construction of Summer Storage Tank involves land<br />

acquisition/alienation of 197 Acres out of which about 32 Acres is private land and the<br />

remaining is Government Land which was leased to some farmers for cultivation. The lease<br />

period has also expired. Since finalization of designs for SS Tank by CE, CDO and administrative<br />

sanction by Government after finalization of estimates will take some time, this package is<br />

not taken up at present. Hence, the scope of this RAP is limited to Packages I,II and IV only.<br />

An exclusive RAP for Package III will be prepared before issue of Bid Documents for the same.<br />

STAKEHOLDERS’ CONSULTATION:<br />

4. In order to ensure participation of citizens in project preparation, to improve public awareness<br />

of development objectives of the projects and to promote project acceptability and<br />

transparency, Stake holders meeting was held on 27-11-2010 at <strong>Municipal</strong> Council hall,<br />

Kakinada. The meeting was chaired by Joint Collector& Special Officer. Relevant information<br />

was shared with the stakeholders in order to assess their perceptions about the project and also<br />

to seek their suggestions. Most of the suggestions were to supply clean drinking water. One


suggestion has been received to replace the damaged distribution lines which has been taken<br />

care of in DPR. The details of the meeting are provided in Annexure –II.<br />

ASSESSMENT OF ADVERSE SOCIAL IMPACTS<br />

5. In order to ensure that the project do not harm the livelihood of the people due to the proposed<br />

project interventions, an assessment of adverse impacts was carried out with an objective of proposing<br />

suitable mitigation measures where such impacts envisaged. While formulating the subproject, various<br />

efforts have been made to minimize resettlement. During planning and designing, attempt has been<br />

made to restrict the construction works within the ULB lands and RoW of Government/ ULB land.<br />

Despite these efforts, minor impact on some roadside vendors/ kiosks and two CPRs(compound walls<br />

of temples) could not be avoided.<br />

The impacts are ascertained for each component of the project based on the proposed site of<br />

construction /alignment. Necessity of land acquisition, Impacts on public/ private properties, necessity for<br />

temporary relocation of roadside kiosks and disturbance to business have been ascertained for each<br />

component. The details of proposed investment components and the potential impacts in those<br />

components are described below.<br />

The purpose of this Abbreviated Resettlement Action Plan (ARAP) is to propose the mitigation measures<br />

to those few shopkeepers affected due to the project activities in order to support them during the<br />

transition period. These impacts are of minor in nature and only impact for few days during laying of<br />

distribution lines (which will be done in stretches). All affected people may continue to do their business<br />

activities after completion of pipeline work at their current place of vending/business subject to the local<br />

laws.<br />

6. In order to assess the impacts of the sub- project, a social impact assessment was carried out by the<br />

DPR consultants which include the census and socio-economic survey among those potentially affected<br />

population. The assessment indicated that some vendors/Kiosks will be affected in the form of temporary<br />

shifting during laying of pipe lines for few days. They need to shift their kiosks temporarily during laying of<br />

distribution lines to a nearby place. They may continue their business after completion of pipeline work at<br />

the original place of business. The list of affected vendors is provided as Annexure -I.<br />

SOCIO-ECONOMIC PROFILE OF THE ROADSIDE VENDORS /KIOSKS:<br />

7. The census survey of those road side vendors (Kiosks)/CPRs going to be affected while laying the<br />

distribution pipelines was carried out in December, 2011, by consultants (M/s Voyants Solutions). The<br />

details of the census survey are provided in Annexure –I.<br />

POSITIVE BENEFITS DUE TO THE SUB-PROJECT:<br />

POLICY LEGAL AND ADMINISTRATIVE FRAMEWORK:<br />

9. <strong>Project</strong> will be governed by,<br />

Social Enviroemntl Assessment Mangment Fraemworek for Urabn Reforms and Munciplal<br />

Services in AP.<br />

R&R Policy of <strong>Andhra</strong> <strong>Pradesh</strong> (Irrigation Sector), 2005 ( applicable for all projects in the state)<br />

National R&R Policy 2007<br />

World Bank Operational Policy 4.12 on Involuntary Resettlement<br />

The applicable provisions of the above policies will be proposed for mitigating the impacts depending<br />

upon on the type of impacts triggered in this sub-project.<br />

IMPLEMENTATION OF RAP:<br />

Payment of Assistance:<br />

12. List of the affected Roadside Vendors/ Kiosks will be prepared jointly by S&E Officer of the ULB<br />

(appointed vide Roc No.5256/10/E3. Dt.07.06.2010 of the <strong>Municipal</strong> Commissioner, Kakinada) and the<br />

consultant which will be endorsed by the <strong>Municipal</strong> Commissioner before award of contract. A video of<br />

the affected shops and proposed sites for ELSRs and WTP will be taken for cut-off data.<br />

Based on the list, the Budget as per the above entitlements will be approved by the <strong>Municipal</strong><br />

Commissioner.<br />

The assistance will be paid through cheques to the eligible people before execution of work is<br />

taken up. The <strong>Municipal</strong> Commissioner will certify to this effect.<br />

ADDITIONAL IMPACTS DURING THE IMPLEMENTATION OF SUB-PROJECT:<br />

13. During the implementation, if any additional impacts are encountered in addition to those<br />

described in this RAP, they will be promptly addressed through additional measures in line with the policy<br />

provisions. The contractor will communicate promptly to bring to the notice of S&E officer about any<br />

additional impacts that he may encounter during the execution of works and these will be mitigated<br />

promptly. The S&E Officer of the ULB is responsible for initiating the process for addressing the additional<br />

impacts and the supplementary plans will be processed in a similar manner by which this RAP is<br />

prepared and approved. The S&E officer will provide a confirmation to MSU , APMDP once in quarter<br />

during the construction period about the details of new impacts encounter and measures taken to deal<br />

with those impacts or confirm that no impacts were encountered.

GRIEVANCE REDRESSAL MECHANISM:<br />

15. The grievances can be registered at the complaint cell established at the ULB. The Complaint<br />

Cell would forward the grievance to the S&E officer who will forward the grievance to the Revenue<br />

Officer and the NGO/ Community representative in the ESMC( Environmental and Social Management<br />

Committee)for redressing. The Complaint Cell will also act as a Public Information Centre, where the<br />

grievances of the community will be registered and other information with regard to the project, the<br />

sub-projects, social and environmental safeguards will be provided. The grievances can pertain to any<br />

social and/or environmental issues triggered by sub-projects under the APMD <strong>Project</strong>. A District Urban<br />

Grievance Redress Body will be established for redressing the grievances that couldnot be solved by<br />

Grievance Redress Officerat ULB level This body will consist of 4 to 5 eminent citizens in the District and<br />

are from diverse backgrounds such as, education, health and sanitation, urban infrastructure, civic<br />

affairs, etc. In an advisory capacity, it will facilitate and suggest suitable action to redress the grievances


of the community/public. At the State level a State Urban Grievance Redressal Body will be established<br />

along similar lines. If the grivance redress officer cannot redress the grievance within a specified time<br />

period, the grievance would be forwarded to the ESMC and further to the District Urban Grievance<br />

Redressal Body constituted at the District level. The grievances that cannot be redressed at the District<br />

level would be referred to the State Urban Grievance Redressal Body. Each of these authorities can be<br />

approached directly for grievance redress by the aggrieved person/party.<br />

PUBLIC DISCLOSURE:<br />

16. The RAP in English and Telugu will be placed at public places and the web sites of Munciplaity<br />

and CDMA for the benefit of all concerned . The public disclosure places, at the minimum, include the<br />
