INTRODUCTION: 1. Andhra Pradesh Municipal Development Project (APMDP) is a US$ 350 MILLION project being implemented by Government of Andhra Pradesh (GoAP) with support from World Bank . The Project is aimed at improving urban services in select ULBs mainly in water supply and sewerage sectors. The project will also support improvements in the financial, technical, and management capacities of all ULBs of Andhra Pradesh through technical assistance to sustain the infrastructures being created. This sub-project for Kakinada Municipal Corporation is one of the water supply service improvement projects taken up under Andhra Pradesh municipal Development Project (APMDP). 2. This Sub-project is divided in to the following 4 Packages. Package I: Strengthening of Aratlakatta system. Salient components of this Package are: 500 KL ELBR at Aratlakatta SS Tank. 1000 mm Dia MS Gravity Main from ELBR to Victoria Water Works. 1500 Kl CW Sump at Victoria Water Works. Replacement of Pump sets at Aratlakatta SS Tank. Construction of pump house at Aratlakatta SS Tank Package II: New system with Samalkot High Level Canal as source and Filtration Plant at Shashikantnagar. 1500mm diameter MS gravity main of 8.3 Km length from Intake chamber at Samalkot to raw water sump at AU campus. 1500mm diameter MS gravity main of 5.0 Km length from AU campus to Sarpavaram Junction 1000mm dia MS gravity main of 2.3Km length from Sarpavaram Junction to raw water sump at Sashikanth Nagar WTP Construction of 40.00 MLD Rapid Gravity Filtration plant at Sashikanth Nagar Construction of 9 Elevated Service Reservoirs. DI Clear Water Rising Mains to various ELSRs 200 to - 800 mm dia. - 14.85 Km. MS clear Water Rising Main from Sasikanth nagar to VWW 600 mm dia.- 5.4 Km. Replacement/ Erection of new pump sets of sets - 23 No.s at various pumping stations. Construction of pump houses , Construction of Watchman Quarters and construction of Compound walls to Service Reservoirs.
Package III: Construction of Summer Storage Tank at A. U. Campus. This package comprises of construction of Summer Storage tank for 45 days storage requirements (3800 ML approximately ) and other appurtenant components like raw water sumps, 500 KL ELBR, pump houses etc. The bund section of the SS Tank need to be approved by Chief Engineer, CDO, I&CAD Dept. Soil Investigations are in progress. The estimate for SS Tank can be prepared only after finalization of bund section by CE, CDO. Administrative sanction for this package will be obtained once the estimates are finalized. Land for the proposed SS tank with an area of 197 acres has been indentified at A. U. Campus. Package IV: Remodeling of Distribution System in the Town. This package comprises remodeling of Distribution System in all the zones i.e; Zone I, Zone II, Zone III, Zone IV, Zone V, Zone VI A and Zone VI B which mainly involves laying of DI And HDPE pipe lines. SCOPE OF THIS RAP: 3. Out of the above four packages, Administrative Sanction was accorded only for Packages I, II and IV . Package III i.e; Construction of Summer Storage Tank involves land acquisition/alienation of 197 Acres out of which about 32 Acres is private land and the remaining is Government Land which was leased to some farmers for cultivation. The lease period has also expired. Since finalization of designs for SS Tank by CE, CDO and administrative sanction by Government after finalization of estimates will take some time, this package is not taken up at present. Hence, the scope of this RAP is limited to Packages I,II and IV only. An exclusive RAP for Package III will be prepared before issue of Bid Documents for the same. STAKEHOLDERS’ CONSULTATION: 4. In order to ensure participation of citizens in project preparation, to improve public awareness of development objectives of the projects and to promote project acceptability and transparency, Stake holders meeting was held on 27-11-2010 at Municipal Council hall, Kakinada. The meeting was chaired by Joint Collector& Special Officer. Relevant information was shared with the stakeholders in order to assess their perceptions about the project and also to seek their suggestions. Most of the suggestions were to supply clean drinking water. One
