“Community = Power.” I wish I would 

have thought of that one. 

Unfortunately, I can’t say that I did. 

However, what I can do is stand behind 

that idea. 

In a time where many people feel 

power-less, what could be more 

appropriate than looking to our own

trustees, and many others, pull together to create this guide. 

We hope that this guide acts not only as a reference to local 

businesses, but also as a reminder that true power comes from 

supporting one another. 

I’m proud to say that we’re setting this example within our own 

circle. Although the chamber has several members in the same 

industry, we don’t see each other as our competitors. Rather, as 

different parts to one whole team whose interest is the good of the 

community. It’s residents, its businesses, it’s future. 

I’m also proud to inform all of you that our membership is the largest 

it has ever been! Member participation is at an all time high as well! 

I praise my fellow officers, for their continued efforts. The members, 

for their support and belief in our chamber. The residents, for 

keeping us all in business.

Vehicle Stickers 

Stickers can be obtained at the village hall for 

$20. A valid driver’s license with a Harwood 

Heights address and vehicle registration with a 

Harwood Heights address must be presented 

to purchase a sticker.

Basic vehicle stickers & motorcycle tags can 

be obtained at the Village Hall for $10. Truck 

& recreational vehicle stickers range from 

$25-$35. A valid driver’s license with a 

Norridge address must be presented to 

purchase a sticker. 

Garage Sale Permits 

A resident must have two garage sales each 

calendar year, up to three days each. Garage 

sale signs may be displayed in the parkway 

(but not on poles, trees, etc). The permit for 

the 1st sale in a calendar year will cost 

$10.00; for the 2nd sale, the fee will be 

$25.00. Permits should be purchased at least 

72 hours before the sale. 

Passports 

The Village of Norridge is a Passport 

Acceptance Office. Passport applications are 

accepted Monday through Friday, 9:00 a.m. to 

3:30 p.m. Call 708-583-5764 to make an 

appointment on Saturdays.

Time brings many changes and 

challenges to a community like 

Harwood Heights. One of those 

challenges is to ensure that our 

community is part of the economic 

recovery taking place on the national 

and global level. 

The O’Hare expansion project provides 

us with the opportunity to grow and 

stabilize our economic base as well as 

envision our role in a global society. To that end, under the auspices 

of an FAA grant, our businesses, residents and elected officials are 

working with a community planning and urban design consultant to 

develop a strategy that goes beyond the creation of pretty pictures 

and statistical charts. Our strategy will move us from “a small town 

with big opportunities” to a community that maximizes its potential 

to the benefit of residents and business owners. 

Partnerships between residents, businesses and neighboring 

municipalities form the foundation of our future growth. Residents

PUBLIC NUISANCE/HEALTH HAZARDS HARWOOD HEIGHTS 

GARBAGE 

Garbage containers are supplied by the disposal company. This program 

reduces rodents, lost lids and garbage overflow. Homeowners must use 

the 95-gallon refuse cart for all garbage and the 65-gallon recycling cart 

both with wheels and attached lids supplied by the refuse company. 

All recyclable materials can be commingled in the 65-gallon recycling 

cart. Upon request and verification, senior citizens 62 years old and 

better and handicapped persons will be provided a smaller refuse cart. 

Additional refuse carts can be provided upon request for an additional 

fee. ARC will directly bill residents for the provision of additional refuse 

carts beyond the one 95-gallon refuse cart and one 65-gallon recycling 

cart. Garbage carts must be placed in alleyways so as not to disrupt 

traffic. Garbage is picked up weekly and recycling is picked up every 

other week.

Regular house garbage to include all paper, magazines, bottles, cans, 

etc.; also included are couches, chairs, tables, box springs, mattresses 

and other misc. furniture; household appliances including dishwashers, 

stoves, refrigerators, hot water tanks and washing and drying machines. 

MATERIALS NOT INCLUDED 

Dirt, sod, rocks, bricks, concrete or car parts; building materials 

including roofing, lumber, drywall, ceiling and floor tiles, etc.; 

contractors material including furnaces, central air units, carpeting; also 

any flammable, toxic or hazardous materials.

Acceptable materials and their preparation: 

The following items will be picked up by our scavenger service: 

Garbage, general rubbish, small appliances, and not more than one 

per week of the following: furniture, refrigerators, stoves, washing 

machines, dryers, hot water tanks, mattresses, box springs and large 

couches. NEVER LEAVE REFRIGERATORS OR ANY OTHER APPLIANCE 

WITH THE DOORS ON. 

MATERIALS NOT INCLUDED 

Items that will NOT be picked up with the regular garbage included: 

Whole trees, dirt, sod, rocks, bricks, concrete, rubber tires, 

car parts, and building and remodeling materials such as lumber,

YARD WASTE SERVICE 

Yard waste may be set out for pickup in either a paper yard waste bag 

or in a 30-35 gallon container. Brush needs to be bundled not larger 

than 50 pounds or longer than 4 feet in length. All grass clippings, 

garden waste tree trimmings and leaves that are properly set out will be 

taken on garbage day. Whole trees, stumps, sod, dirt, rocks and tree 

limbs more than two feet in diameter will not be taken. All yard waste 

produced by a landscape will not be taken. Yard waste service will be 

available for 8 months: April 1 through the end of November. 

WEED CONTROL 

Grass and weeds of any kind exceeding eight inches in height is a 

violation during the growing season. Grass not being maintained is 

declared a nuisance, and the homeowner is subject to a fine. 

SWEEPING LEAVES INTO GUTTERS PROHIBITED 

No person shall sweep leaves or other yard waste materials into the 

gutter for removal by the street sweeper. The sweeper operator will go 

around such materials and the property owner shall be issued a ticket. 

The property owner shall then pick up all materials and dispose of them 

in a proper manner as required by law. 

ANIMALS 

As a matter of public health, no owner shall keep more than three dogs 

or three cats or any combination thereof totaling three in any single 

dwelling unit. Every owner of a cat or dog within the village shall 

annually by the first of May purchase a license to register the dog or cat 

(license fee $2 is for each animal). A current rabies tag number must 

be provided.

The Village of Norridge holds two “Clean Up Weeks” a year – one in the

All dogs and cats in the Village must have an animal license tag on their 

collar at all times. The cost of each tag is $5.00 and you must bring in 

proof of current rabies inoculation. Please remember that there is a 

limit of no more than 3 dogs or cats or any combination thereof per 

household.

INSPECTION BUILDING PERMITS 

Any property that is being sold or transferred to another person must 

have a Real Estate Inspection. This inspection includes checking if the 

property is used as it is zoned, and that the proper smoke & carbondetectors 

are installed. The inspection must take place within 30 days of 

the closing. Upon approval, the seller must pay the final water bill and 

then a Real Estate Inspection Certificate will be issued. This certificate is 

taken to the closing on order to record the sale.

WATER DEPARTMENT HARWOOD HEIGHTS 

WATER RATE 

The water rate is based on the cost of water from the City of Chicago and the cost of storage and pumping of water to consumers. Residential billing is 

on a bi-monthly basis and apartments, commercial or industrial buildings on a monthly basis. A penalty of 10 percent applies to any unpaid balance. 

WATER READINGS 

All inside meters must be read at least every six months. If it is not possible to be home for a water meter reading, please return the postcard left by the 

reader. 

REMOTE WATER METER READINGS 

The village encourages the purchase of a remote water meter reader for a one time charge of $100. Call 708-867-7200 for installation. For buildings 

where remote readers have been installed, the inside meter must be checked once a year for bacteria and other related forms that must comply with 

EPA standards. Water is tested through a private, independent testing network.
