Objectives of the CI<br />

<strong>Cluster</strong> initiatives involve a number of objectives, some of which are common and<br />

others are rare, as shown in Figure 17 above.<br />

Based on a statistical analysis, these objectives can be classified into six main segments:<br />

• Research and networking<br />

• Policy action<br />

• Commercial cooperation<br />

• Education and training<br />

• Innovation and technology<br />

• <strong>Cluster</strong> expansion<br />

Rare objectives<br />

Promote expansion of existing firms<br />

Facilitate higher innovativeness<br />

Attract new firms and talent to region<br />

Promote exports from cluster<br />

Assemble market intelligence<br />

Improve firms’ cluster awareness<br />

Provide technical training<br />

Diffuse technology within the cluster<br />

Lobby government for infrastructure<br />

Improve regulatory policy<br />

Lobby for subsidies<br />

Co-ordinate purchasing<br />

Establish technical standards<br />

Reduce competition in the cluster<br />

Some CIs only cover a narrow set of objectives whereas others cover up to all six<br />

segments. <strong>The</strong> range of CIs can be depicted in a target board (See Figure 18 below.)<br />

Research and networking<br />

Many CIs involve information gathering, publishing cluster reports, sharing information<br />

through seminars, inviting speakers, creating websites, etc. Related to this is the<br />
