<strong>Health</strong> <strong>and</strong> <strong>Disability</strong> Commissioner<br />

I note that some suggestions have been made for Service Accreditation <strong>and</strong> peer<br />

review. In fact, regular peer review meetings have been held in <strong>the</strong> past <strong>and</strong> I<br />

have seen <strong>the</strong> Minutes of <strong>the</strong>se meetings. The key issue seems to me to ensure<br />

that all clinical staff can attend <strong>the</strong>se meetings. It would also be very helpful to<br />

link with nearby <strong>DHB</strong>s for clinical meetings when possible. I assume that <strong>the</strong><br />

development of a policy on <strong>the</strong> use of Alcohol/Drugs is underway, as suggested<br />

by <strong>the</strong> CEO.<br />

2. Please comment on <strong>the</strong> appropriateness of a doctor registered within a general<br />

scope of practice providing specialist services <strong>and</strong>, in particular, Dr <strong>Hasil</strong> who<br />

was employed as a MOSS <strong>and</strong> providing specialist services at Wanganui<br />

Hospital.<br />

The only doctor who can call himself a specialist must be registered with <strong>the</strong><br />

Medical Council of New Zeal<strong>and</strong>, within a vocational scope of practice.<br />

Hospital doctors who are not vocationally registered <strong>and</strong> are not in a formal<br />

specialist training programme are ei<strong>the</strong>r non-training registrars or hospital<br />

medical officers. These doctors are registered under a general scope of practice<br />

<strong>and</strong> are ei<strong>the</strong>r under supervision (as was Dr <strong>Hasil</strong>) or in a collegial relationship<br />

as prescribed by <strong>the</strong> Medical Council of New Zeal<strong>and</strong>. Dr <strong>Hasil</strong> was employed<br />

as a MOSS (hospital Medical Officer) within a scope of practice of Obstetrics<br />

<strong>and</strong> Gynaecology. It would be appropriate for him to undertake <strong>the</strong> activities<br />

<strong>and</strong> procedures for which he was credentialled, but he could not be considered a<br />

specialist.”<br />
