Purpose <strong>of</strong> <strong>Zone</strong>:<br />

The purpose is to provide a zone for higher-density, multi-unit residential developments located<br />

in areas in or adjacent to the downtown core and waterfront and institutional uses such as<br />

colleges or hospitals.<br />

Relationship to Official Community Plan<br />

Relates to the Multi Unit <strong>Residential</strong> Land Use Designation.<br />

Policies support provision <strong>of</strong> a variety <strong>of</strong> housing types, densities, and tenures that are<br />

geographically distributed throughout the <strong>City</strong>. Multi unit residential development is<br />

encouraged where there are supporting amenities located nearby.<br />

Care Services such as group homes, transition homes, hospice or other care services<br />

requiring a residential setting are supported in all residential areas.<br />

Overview <strong>of</strong> Significant Changes<br />

<br />

Apartment <strong>Residential</strong> <strong>Zone</strong>, R-4 and <strong>High</strong> <strong>Density</strong> <strong>Residential</strong> <strong>Zone</strong>, R-6 merged.<br />

<br />

Permitted uses updated to reflect the purpose <strong>of</strong> the zone, which is to provide multi-unit<br />

residential use. For this reason, single-family and two-family have been removed as<br />

permitted uses.<br />

For new lots created by subdivision: changed minimum lot size from 463 sq.m. to 1,000<br />

sq.m. and minimum lot width from 15 m to 30 m.<br />

<br />

<strong>Density</strong>:<br />

o Increase maximum density from 60 (or 74 if underground parking is provided)<br />

dwelling units per gross hectare to 160 (or 200 if underground parking is<br />

provided) dwelling units per gross hectare.<br />

o This density matches that <strong>of</strong> the current R-6 zone.<br />

Required Setbacks:<br />

o Increase interior side setback from 1.5 m to 4.5 m.<br />

o Provides a better buffer between adjacent uses and allows for landscaping.<br />
