● Study on Amended Working Plan: Despite<br />
the fact that the EAA Building Group<br />
appears as the first stakeholder in the<br />
windows charter and our comments<br />
on the risk of regulation overlap were<br />
all validated, windows came second<br />
in the priority list of the study, even<br />
though the Commission proposed that<br />
windows should rank first for its 2012-<br />
2014 working plan. This is mainly due<br />
to energy labelling of windows being<br />
clearly solicited by several members of the<br />
<strong>European</strong> Parliament and Member States.<br />
The EAA Building Group communicated<br />
its objection to Ecodesign of windows<br />
and its preference for an energy labelling<br />
system where installer labels should be<br />
given greater importance than commonly<br />
used standard energy labels.<br />
Green Public Procurement (GPP) and<br />
Ecolabels are also part of the SCP action<br />
plan. EAA successfully campaigned for<br />
energy gains and climatic conditions to<br />
be taken into account in GPP criteria for<br />
windows introduced in 2010, and is now<br />
participating in the revision of those criteria.<br />
This process began during the last quarter<br />
of 2011 and could serve as a basis for the<br />
development of an Ecolabel for windows.<br />
The EAA Building Group is also involved in<br />
the development of a <strong>European</strong> Ecolabel for<br />
office buildings through the METALS FOR<br />
BUILDINGS alliance, and obtained inclusion<br />
of a criterion on recyclability in the latest draft<br />
published in 2011. The process will continue<br />
into 2012 to secure this achievement.<br />
Replacing the previous Construction<br />
Products Directive and aiming to create a<br />
single <strong>European</strong> market for construction<br />
products, the new Construction Products<br />
Regulation (EU 305/2011) was published on<br />
4 April 2011. The most relevant articles for<br />
the aluminium industry will apply from 1 July<br />
2013. The EAA Building Group defended<br />
the principle allowing window and curtain<br />
wall manufacturers to use test reports<br />
from their suppliers (cascading) through<br />
amendments successfully introduced in<br />
the final regulation, and organised a Q&A<br />
session with the <strong>European</strong> Commission in<br />
