The stakeholder survey template is located in Appendix D. 2.14 Interviews To elaborate on the information provided in the stakeholder surveys, a limited number of telephone interviews were conducted with the following key stakeholders: • Counterterrorism and Security Council (CTASC) • CSX Railroad • Eli Lilly • Indiana Department of Transportation (INDOT) ITS Program Office • Indiana Department of Transportation (INDOT) Traffic Management Center • Indiana State Police • Indianapolis Airport Authority • Indianapolis Department of Public Works (DPW) (Engineering) • Indianapolis Department of Public Works (DPW) (Operations) • Indianapolis Downtown, Inc. • Indianapolis Metropolitan Planning Organization (MPO) • Indianapolis Motor Speedway • Indianapolis Police Department • Indianapolis Public Schools Police • Indianapolis Public Transportation Corporation (IPTC)/IndyGo • Metropolitan Emergency Communications Agency (MECA) • Rural-Metro Ambulance • Regional Transportation Authority (RTA) These interviews provided the opportunity to delve into issues raised during previous correspondence with key stakeholders and to clarify information collected. In addition, these interviews served as a forum for key stakeholders to identify the challenges that their agencies face and the plans they have for the future. 2.15 Workshop On February 8, 2005, a stakeholder workshop was held at the INDOT Traffic Management Center at 21 st Street and Post Road in Indianapolis. Each of the stakeholders listed in Appendix C were invited to attend this workshop, with the following agencies being represented: • Federal Highway Administration (FHWA) – Dennis Lee, Karen Stippich, and Shandrian Jarvis • Hamilton County – Brad Davis • HNTB Corporation – Brian Burkhard • Indiana Department of Transportation (INDOT) – Mark Newland and Meggan Simpson • Indiana Motor Truck Association – Tisha Eder • Indiana State Police – Cpt. Guy Boruff and Maj. Thomas Melville • Indianapolis Department of Public Works – Nathan Sheets • Indianapolis Fire Department – Chief Joe Krebsbach • Indianapolis Metropolitan Planning Organization (MPO) – Swenson Yang and Phil Roth • Madison County Council of Governments – Jerry Bridges and Peter Mitchell • RCA Dome – Kevin Deane • Town of Fishers – Drew Williams The workshop began with an overview of ITS and the architecture development process, as well as status updates on the Indiana Statewide and nearby regional ITS architectures. Next, the attendees participated in a visioning exercise, the identification of ITS goals and objectives, and a review of the ITS systems and services identified during initial project outreach. In the afternoon, the attendees formed “breakout” groups to discuss their organizations’ roles and responsibilities in three theoretical operational scenarios. Detailed minutes from the stakeholder workshop can be found in Appendix F.
