1.4 Response from the Government and Development Partners<br />
On March 15, in the wake of Tropical Cyclone Pam, the government of <strong>Vanuatu</strong> officially declared a<br />
state of emergency for Shefa Province (which includes Port Vila). On the same day, the president of<br />
<strong>Vanuatu</strong> appealed for international support to respond to the crisis.<br />
The government of <strong>Vanuatu</strong> has lead and continues to lead response efforts, with the support of<br />
the Pacific Humanitarian Team and the <strong>Vanuatu</strong> Humanitarian Team. Humanitarian partners—<br />
including the United Nations, the European Union (EU), international and national nongovernmental<br />
organizations (NGOs), international governments, donors, and civil society and other partners—<br />
are also supporting the government-led response. In order to obtain a baseline overview of the<br />
situation on the ground, reach a common understanding of the scale and severity of the cyclone,<br />
and target the response accordingly, the government of <strong>Vanuatu</strong> undertook a joint Initial Rapid<br />
Needs Assessment. The assessment indicated that there was an urgent need for food, water, medical<br />
supplies, hygiene kits, kitchen kits, tents, and bedding. Humanitarian agencies are working with the<br />
government to develop a single Humanitarian Action Plan that is based on the identified needs of<br />
the affected communities.<br />
To assess the impact on key sectors, gain a full understanding of the scale of Tropical Cyclone Pam’s<br />
economic impact, and assist in mobilizing the resources needed for recovery and reconstruction, the<br />
government of <strong>Vanuatu</strong> requested that a Post-Disaster Needs Assessment be conducted. This <strong>PDNA</strong><br />
and the Humanitarian Action Plan will form the basis of a Joint Action Plan to be prepared by the<br />
government of <strong>Vanuatu</strong>. The Joint Action Plan will provide a framework to guide the recovery and<br />
reconstruction within all the sectors that have been affected by Tropical Cyclone Pam.
