Talking Points3Cost & Performance Visibility Framework (CPVF)Web-Based TrainingThe web-based version of the CPVF will be available forreporting performance data for FY11 Quarter 3 (Q3). Tofacilitate implementation of the web-based CPVF, we will beconducting training sessions for all joint base personnelresponsible for inputting data into the system. In addition tothe Subject Matter Experts (SMEs) <strong>and</strong> the CPVFAdministrators, the latest version of the CPVF has anadditional level of review, the Category Level Reviewer(CLR), at the base level. The CLR is responsible for qualitycontrol <strong>and</strong> checking the input provided by the SME. Theyshould also be part of this training. The training will beconducted in webinar format, <strong>and</strong> will be presented on threedates: June 2 at 11:00am, June 7 at 6:00pm, <strong>and</strong> June 9 at3:00pm (all times are in Eastern St<strong>and</strong>ard Time) toaccommodate maximum participation. The primary trainingdates are June 7 <strong>and</strong> 9. The June 2 date is a dry run of thetraining <strong>and</strong> geared for those who cannot attend thefollowing week. These training sessions are focused onjoint base personnel; we will provide training material for theIntermediate Comm<strong>and</strong> Summit (ICS) later in the month ofJune. We will also provide a training manual for the webbasedCPVF the first week of June. For those attending thetraining sessions, you should have already receivedinformation on how to access the webinars from yourleadership. For those notfamiliar with milWikis (i.e., Military Wiki), it is one of thenewest Knowledge <strong>Man</strong>agement tools used by the ArmyKnowledge Online (AKO) / Defense Knowledge Online(DKO) community. It allows users to easily integrate <strong>and</strong>interlink knowledge into topical-based articles <strong>and</strong>collaborate on issues up to <strong>and</strong> includingUNCLASSIFIED/For Official Use Only (FOUO)documentation. It is open to official users with anAKO/DKO account <strong>and</strong> a valid Common Access Card(CAC); certain restrictions apply, based on account types.More information on how to use a milWiki site is found here- https://www.milsuite.mil/wiki/Main_Page.We hope this site will help increase collaboration as jointbase stakeholders can add/edit any parts of the site whennew information is available as well as share lessonslearned <strong>and</strong> best practices. The deadline for registration is June10, 2011.Joint Base Pearl Harbor-Hickam: Navy’s Winnerof 2010 Comm<strong>and</strong>er-In-Chief’s InstallationExcellence AwardTransparency <strong>and</strong> CommunicationsBy: Jack Laufer, JBPHH JBSWinning the coveted Comm<strong>and</strong>er-In-Chief’s InstallationExcellence Award is an honor for any installation, but thiswas an extraordinary achievement for a base thatunderwent a transition from being a Naval Station to a jointbase. The Navy’s recipient of this award for FY10 wasJoint Base Pearl Harbor-Hickam (JBPHH).“It is an absolute honor to be recognized as the number oneinstallation out of 76 Navy installations across the world,”said Capt. Lawrence Scruggs, Chief of Staff Officer forJBPHH. “The personnel assigned to this comm<strong>and</strong> arevery proud to receive this award, but we couldn’t do itwithout the support of the tenant comm<strong>and</strong>s <strong>and</strong> otherentities that we share the base with.” Scruggs noted thateven though the award package was submitted under theformer Naval Station Pearl Harbor, JBPHH spent eightmonths of 2010 in an Initial Operational Capability (IOC)phase. “At the start of the transition period during the eightmonths of the initial operating capability phase, we alreadyhad 27 of the 57 functional working groups that were jointlyfunctioning together <strong>and</strong> then in June of last year, we joinedthe rest of the working groups <strong>and</strong> then became fully
