Preparation of Project Report for Setting up Indian Instituteof <strong>Consultancy</strong> Management1. Terms of ReferenceObjectives of the AssignmentTo prepare a project report for setting up Indian Institute of <strong>Consultancy</strong>Management (IICM) leading towards the following:To develop excellence in consulting skills, tools, processes and methodologiesby imparting quality education in a productive and innovative environmentTo identify, motivate, nurture and nourish talent to pursue consulting as acareerTo provide avenues and opportunities engaged in consulting to refurbish andenlarge their knowledge and skill base on a continuing basisTo involve client organization, R& D academic institutions, professionalbodies etc. for effective collaboration leading to overall development of theconsulting profession.Scope of the Assignment:The scope for the assignment is as given below:Present Status of the consultancy profession in India alongwith thepresent status of consulting education in India, need for IICM and thevision, mission & charter of IICM.Nature and type of activities to be carried out by the IICM alongwiththe strategy and implementation plan for design, development andoperational modalities of the proposed activities.Strategy for interface and enduring linkages with stakeholdersincluding consultancy organizations, client organizations, R&D,Page 2 of 10


Academic institutions, professional bodies/associations, Industry,Government etc.Identification of the land availability options in NCR region and thedetailing of its features, procedural/regulatory requirements foracquiring the land for setting up IICM. Consultant will alsoassist/facilitate in formulation of proposals, procedural, regulatoryclearances as well as necessary liaison, advocacy etc. for procurementof land and other procedural/regulatory requirements duringimplementation of project.Infrastructure including facilities requirements including plan foroperation & maintenance.Governance & Management structure.Financial Cost estimates with break up & economic analysis justifyingthe investments with respect to the likely returnsImplementation plan of setting up the IICM along with the timeframeSustainability model.Approach and MethodologyApproachThe consultant should give an overall approach towards the assignment so that itachieves the objectives stated above and covers the entire scope.MethodologyThe consultant should provide in great detail the methodology which will beadopted during the assignment with respect to each of the points given under scopeof the assignment.Page 3 of 10


Deliverables and MilestonesMilestonesA detailed Inception Report in 15 days from award of work discussing theexecution plan in minute details.Mid term report at the end of 2 months from award of work giving details ofprogress made, future plan and seeking of approval for any deviation fromthe plan proposed in inception report.Draft Project Report at the end of 3 months from award of work.Final Project Report in 30 days from receipt of comments on draft report. Facilitation/support services in actual procurement of land andimplementation of project.DeliverablesThe following deliverables should be suitably covered in the assignment mentionedabove under Milestones.Details of the consultancy manpower in India, present status of consultingeducation in India & the Gaps in the consultancy competency levels. Projectreport also provides details on rationale & need for an exclusive institute foreducation, training and research in consulting in addition to vision, mission &charter of IICM.Details of activities to be carried out by the IICM including the rationale forthe proposed activities.Details of academic programmes covering menu of courses, entry & exitroute, delivery models, evaluation system etc. in addition to the details on theareas for training/capacity building and research.Details on the involvement of IICM in projects of national importance relatingto consultancy interventions in addition to details on collaborative projects,student internships, and faculty exchange etc.Page 4 of 10


Details of the land availability options in NCR region including the details ofthe procedures to be followed for acquiring these lands. Consultant will alsofacilitate in actual procurement of land and during implementation of projectby providing necessary services subsequent to acceptance of final ProjectReport.Details on requirements of infrastructure facility for IICM and the plan foroperation & maintenance.Details of the cost estimates of the project.Details of the sustainability model of the project.Time frameThe Draft Project Report is to be completed within four months from the date ofaward of contract. Final Report is to be submitted in 30 days from receipt ofcomments on Draft Report.Page 5 of 10


2. GeneralEligibility CriteriaThe consultants must meet the following minimum eligibility criteria –Should have minimum of 5 years experience in the consulting.Should have executed minimum three assignment in the last 3 yearspreferably assignment of similar nature and in the related sector. Should have minimum average turnover of Rs. 10 crores in consulting in thelast three years.Documentary Evidence for the following must be submitted:a) Proof of Turnoverb) Contract/Work/Engagement orders indicating the details ofassignment client, value of assignment, date of award etc.c) Certificate of registration of the Company/Agency.Proposal SubmissionEach proposal should be submitted in two parts, viz.Technical FinancialThe technical and financial proposal must be submitted in two separate sealedenvelopes indicating clearly on envelopes as “TECHNICAL <strong>PROPOSAL</strong>” and“FINANCIAL <strong>PROPOSAL</strong>”, followed by the nomenclature of the assignment, “CDCPreparation of Project Report for setting up IICM”. Financial proposal to include awarning “DO NOT OPEN WITH THE TECHNICAL <strong>PROPOSAL</strong>”. The envelopescontaining the Technical and Financial Proposals shall be placed into an outerenvelope and sealed. This outer envelope shall bear the submission address.Page 6 of 10


Technical Proposal ContentTechnical Proposal should be prepared considering Objective, Scope, Approach &Methodology, Milestones & Deliverables as well as other information given in thisdocument.Technical Proposal must include:a. Brief description about the Consultant/Consulting firmb. Consultants experienceIn addition to overall experience of the consultant, details of specificconsultancy projects/studies undertaken may be provided includingAssignment/job name, description of services provided appx. value ofassignment, country & location, duration of assignment, name of client,starting & completion dates, names of associates (other than employees), ifany.(Documentary evidence in support of above facts to be provided).c. Comments and suggestions on understanding of Terms of Reference.d. Approache. Methodologyf. Work Plan and Scheduleg. Detailed profile and CV of manpower proposed to be associated with thisassignment.Financial Proposal ContentsFinancial proposal should be in the form of a lumpsum amount inclusive of all taxes.The lumpsum quote should be inclusive of all expenses which consultant may incurwhile executing the assignment including travel, boarding and lodging within Indiaincluding visits to CDC, as required.Page 7 of 10
