HadlockAs all of our members might not knowyou, can you tell us a little about yourbackground, education, family and hobbies?I was born in Baton Rouge and grew up in bothBaton Rouge and Europe. My father was a chemicalengineer with Exxon and my mother is from SouthAfrica. They met while he was working on a projectfor Exxon in the early 1950s. I have an older sisterand younger brother who both went on to becomeengineers. I was the black sheep of the family! I wentto 4th thru the 7th grade in Spain and 8th gradein Rome, Italy. On vacations, we travelled all overEurope and many parts of Africa. It was an incrediblechildhood for the three of us.Above: Dr. Hadlock and his family posing for a familyportrait. I graduated from LSUSD in 1984 and movedback to Baton Rouge and started in practice. Myfather retired from Exxon at the same time and myparents came back to Baton Rouge as well. BatonRouge has always been our home base.My wife Monica is also from Baton Rouge and ourtwo children, Claire and Robert, attend <strong>Our</strong> Lady ofMercy School. I have definitely passed the travel bugto them. We love spending as much time as possiblein Colorado and travelling to other parts of thecountry. When in town, Monica and I are both avidtennis players and also enjoy our children’s sports andschool activities.What inspired you to take an active role inLDA leadership?I love the profession and practice of dentistry. Ihave always done a tremendous amount of continuingeducation. As I was working to improve my practiceand the care that I provide my patients it just seemednatural for me to get involved in the professionalorganization as well. I became active in the GreaterBaton Rouge <strong>Dental</strong> <strong>Association</strong> and acceptedleadership positions as they were offered. Overtime with the encouragement and support of moreexperienced leaders in the association, I moved on tobecome active on the state and national levels. A largepart of my motivation has always been the desire topreserve what is great about our profession forthe next generation of dentists.What are your goals for the LDAduring your term as president?During my term as president, I hopeto increase our membership numbersand increase our political grassrootsparticipation on both the state andnational levels of government. As thegovernment and other third party entitiesare trying to effect major changes in the practiceof dentistry, it is vitally important that we have astrong voice as issues are discussed and acted upon.We know best what works and does not work whenit comes to the health and needs of our patients.I also want to continue to support and grow the8 LDA Journal


Dr. Hadlock and his family on vacation at the Cape of Good Hope in Southern Africa.New Orleans <strong>Dental</strong> Conference and LDA AnnualSession. <strong>Our</strong> partnership and the city of New Orleanstruly have the potential to make the premier dentaleducational meeting in <strong>Louisiana</strong> into one of thecountry’s best regional meetings.What, in your opinion, are the most criticalissues facing dentists right now and howwould you like the LDA to respond to theseissues?The most critical issue facing dentists is the conceptof mid-level providers and the models that are beingpromoted in several areas of the country. I am quiteconcerned that a new lower standard of care willbe established for too many of our patients. I amconvinced that this will be a lose-lose proposition forboth patients and dentists. Dentistry in today’s modelis truly healthcare that works. We cannot afford to losewhat is right about the current model where a welltrained dentist is the head of the team and delivers theirreversible procedures to the patient. Personally, it isincredibly disappointing to realize how little the publichealth officials value the training and skill level thatwe as dentists possess. I want the LDA to be a strongadvocate on behalf of private practice and the dentists inthis state as we also work to solve the issue of deliveryof care to truly underserved areas in <strong>Louisiana</strong>.What are your future predictions fororganized dentistry, as well as dentistry as aprofession? How do you think dentistry willchange and develop?If organized dentistry truly looks out for thebest interests of our members and their practices,preserving what has been the most successfulhealthcare model in our country, then it will remain animportant and vital part of our profession. If we do notdo this then we seriously risk becoming as irrelevantas the American Medical <strong>Association</strong> (AMA) is today.LDA membership represents almost 80 percent of thedentists in our state. The AMA’s membership is wellbelow 25 percent. Most of my physician friends do notbelong to the AMA. They tell me they feel the AMAdoes not represent their interests and the AMA stoodby and let the insurance industry and governmenttrains roll over them. Change is always inevitable.The challenge for dentistry will be to find truly winwinsolutions for our practices and our patients as wemove forward.Spring 2011 9

Dr. Edward Harold FagetPast President of the LDA, 1970-1971Edward Harold Faget, D.D.S., passed away on Sunday, Dec. 19, 2010, 90 yearsof age and a native and lifelong resident of New Orleans. He graduated from WarrenEaston High School and was a magna cum laude graduate of Loyola University <strong>Dental</strong>School. He served in the U.S. Navy during World War II and then served in the U.S.Navy Reserve retiring as a Captain.He was a practicing dentist who served his patients for 53 years and retired in 1995.He was active in professional associations serving as president of both the New Orleansand <strong>Louisiana</strong> <strong>Dental</strong> <strong>Association</strong>s. He was a former trustee and vice-president of theAmerican <strong>Dental</strong> <strong>Association</strong> and an esteemed member of the Pierre Fauchard Academywhich honors outstanding dentists. He was an active golfer since he was a teenager.Dr. Faget is the husband of the late Mignon Cieutat Faget, father of Gayle AnneFaget of Metairie, La. and Deborah Faget Baudouin of Luling, La. He is the brother of Mignon JacquelineFaget and the late Shelby James F. Pitard, D.D.S and William Faget, D.D.S. Endorsed Products and ServicesSPOTLIGHTCreating a Lean <strong>Dental</strong> Office:The <strong>Be</strong>nefits of Implementing Electronic Claims TechnologyRichard MoorePresident/CEO, Mercury Data Exchange (MDE)<strong>Dental</strong> practices face many challenges in today’seconomic environment. You have to maintainprofitability while making sure that patient productionkeeps up with the costs of doing business. Of course,there are times when decreased production is inevitable,despite your best efforts to get patients into the chair.That is when it becomes more important than ever to besure that office production is efficient, or lean.“Lean production” involves doing more with less byeliminating the things your office does that cost youtime and/or money. It might be something as simple asreplacing paper-based insurance claims processes withelectronic-based claims processes.Staggering statisticsImplementing electronic claims processing is aninvestment toward a lean production system – onethat will streamline the process and produce financialgains in the future. The average rejection rate for paperclaims is 25 percent, compared to a rejection rate ofless than two percent for electronic claims. Assumingthere are no rejections, electronic claims are processedwithin 15 to 21 days on average, while paper claimstake 30 to 60 days to process. When a paper claimis rejected, the average processing time doubles; bycontrast, rejected electronic claims can be sent backto the provider within the same business day forreconciliation when real-time technology is being used.If an electronic claims processing system canminimize payment delays, it can ultimately reduce apractice’s administrative costs. According to publishedreports, approximately 20 percent of health carecosts in the U.S. are related to transactions, includingmanual data entry, eligibility verification and claimsand payment processing. Processing electronic claimscosts 46 percent less than processing paper claims.Slim down the paper stacksAs of a December 2009 report released by theAmerican <strong>Dental</strong> <strong>Association</strong> (ADA), approximately50 percent of dentists still relied on paper claims.That means printing out the many papers and formsrequired for claims processing. This translates into hardcosts for paper, printing, and postage - not to mentionstaff time spent compiling the necessary information,facilitating various mailings and conducting follow-upcalls with payers and patients.If you have a general one-dentist practice thatsubmits an average of 2,000 claims a year, you arecreating at least 10,000 pieces of paper annually –more if any of your claims are rejected.Optimizing electronic processingWhile moving to an electronic platform for claimstransactions can improve your administrative efficiency,real-time adjudication technology offers a chance toexpedite the process even further. Here is a step-bystepreview of how real-time communications affect thetransactions related to a patient’s visit.1. Eligibility: To verify eligibility manually,office staff must call each insurer or check thepayer’s website to determine whether or not thepatient is eligible for treatment and collect themost up-to-date benefits information to helpdetermine treatments and patient payments.Real-time eligibility verification enables staffto submit an electronic request for patienteligibility, co-payment amount and other benefitsinformation can be secured before the patientreaches the office.2. Predetermination: Predetermination or preauthorizationprocesses typically occur after theinitial examination is over and the patient has leftthe office. These communications often requirestaff to mail in forms and documentation andplace follow-up calls to patients and insuranceproviders before determining the next steps in atreatment plan. Real-time predetermination andpre-authorization of benefits allow staff membersto inform the patient of the exact amount adental insurer will pay for each treatment planwithout the need for follow-up calls. At the sameSpring 2011 15


time, patients can schedule appointments, arrangepayment plans and discuss financing options (asneeded) before they even leave the office.3. Claims processing: Real-time processing enablesstaff to submit claims the second a patient leavesthe operatory. The practice can determine howmuch money the insurance company will payand thus identify the amount that the patientwill need to pay up front. Staff also gains accessto an electronic explanation of benefits thatshows the amount the insurance company willcover and the patient’s financial responsibility forservices rendered, eliminating the need to maildocumentation to the patient. This approachgives patients the opportunity to ask questionsabout insurance benefits and the breakdown oftheir financial responsibility.These options provide dental offices with a rangeof benefits. Real-time transactions eliminate the needfor staff to call insurance companies or search throughindividual insurer websites while receiving immediateinsight into each transaction and thus optimizingefficiency. The end result is that everyone in the officehas more time to spend with patients. Additionally,the real-time predetermination means that patients canwork with the dentist to plan a treatment schedulethat works with their financial needs, gain a betterunderstanding of how their insurance works and avoidthe possibility of surprise dental bills showing up inthe mail weeks or even months after the conclusion oftreatment.By taking a proactive approach to establishing leanproduction methods, instituting electronic claimsprocesses and implementing real-time communicationswith insurers, dental offices can experience a multitudeof benefits. Few people back in the 1970s could havepredicted the changes in the way we communicatetoday. No matter how much technology changes ourlives, what will stay the same is our need to worktogether for a common purpose, to focus our energiesinto projects that we are passionate about.In that vein, I would like to tell you about anextraordinary event that happened on a Saturday thispast winter, which normally is avery quiet day at the school. Onthis particular Saturday, it felt likethe LSUSD was on fire with energyand enthusiasm. That is when175 students from colleges anduniversities throughout <strong>Louisiana</strong>poured into the school to learnfirst-hand about the programs indentistry and dental hygiene.More than 20 members of thedental faculty, community dentistsand dental students provided28 presentations including howto apply for dental school, howto interview, financial aid, chalkcarving, dental waxing, dentalanatomy, CAD-CAM, the history ofdentistry, dental hypnosis, dentalforensics, careers in dentistryand overviews of the dentalspecialties. In addition, faculty inthe dental hygiene program spentthe morning giving classroompresentations and a clinical orientation to about 45pre-dental hygiene students. Director of StudentAffairs Darlene Brunet led a team that gave tours ofthe school throughout the day.The idea for the event was the brainchild ofSabrina Portwood and Brent <strong>Be</strong>noit, pre-dentalConnecting to Students Throughout <strong>Louisiana</strong>students at LSU and leaders in the LSU Pre-<strong>Dental</strong>Society. Events were rescheduled and many LDAmembers volunteered their time in support of theAmerican <strong>Dental</strong> <strong>Association</strong>’s (ADA) 62nd annualNational Children’s <strong>Dental</strong> Health Month showcaseevent, Give Kids A Smile Day (GKAS).To commemorate the occasion, dentists fromacross the state joined together to informchildren about the importance of oralhealth. They provided educationalmaterials and dental screeningas well as preventative andrestorative care to over 1,000children who do not have accessto proper dental care (numberreported to the LDA by ourmembers). Access to dental care is oneof the most pressing health care needs forlow-income children whose families cannot affordannual visits to the dentist.GKAS events from allover the state took placethroughout the month ofFebruary. For instance,Dr. Eric Sanders heldan event in which 150pre-k and kindergartenchildren from CameronParish schools receiveddental examinations, toothbrush cleanings withfluoride application and educational presentationson caring for their teeth. Lake Charles Mayor RandyRoach also attended their event to show his support.For many children, GKAS serves as their firsttrip to a dental office. This allows our membersan opportunity to create a positive and reassuringexperience that encourages the children to continuetheir care. My name is Dr. Romell J.Madison. I have been a pharmacist and a practicingdentist in New Orleans for over 26 years. I have twooffices, one on the West Bank and one in Gentilly. Ihave enjoyed the profession of dentistry all of theseyears and have always been active in organizeddentistry. I am a past president of the National<strong>Dental</strong> <strong>Association</strong>. I have been happily married tomy wonderful wife, Grace, for 35 years and we havetwo children, Leslie and Jarrod.I am in my second term as a member of the LSBD.I am proud to be serving as president and will do mybest to foster a working and cordial relationship withthe LDA and the LSUSD. It is in all our best intereststo be working in a cohesive and cooperative manner.Serving on the board has been quite an experiencefor me. I have worked in many areas of the boardsuch as the Rulemaking Committee, ExaminationCommittee, Continuing Education Committee,Anesthesia Committee, as well as the Licensing andCredentials Committee. So I believe that I have apretty good handle on what our board does. Youwould be amazed at the amount of work whichour board members must share. This is not a boardwhere one can profit financially or in any other likemanner. The only profit we receive is knowing thatwe have given something back to the profession andwe have done our best to protect the health, safetyand welfare of our patients.It seems that every year there is some newcontroversy or problem attacking dentistry. Atpresent, I see the coming of the mid-level practitioneras a growing problem in our country. I have seenhow the only state which allows dental hygienists tomaintain an individual private practice is Colorado.There are presently 19 of those practices in the stateof Colorado. However, all but one are in urban areas.Only one is located in a rural area which was theintention in the beginning to bring resources to thoserural areas. Seems like a failure to me.I believe the same will happen with mid-levelpractitioners. There will be a few out in the ruralareas, and most will continue to practice in theurban areas where there are more clients in closerproximity. This is going to seriously undermine thesafety of our patients and we must be united whenthis controversy comes to <strong>Louisiana</strong>, and it will comesooner than you think.In other news, I am very happy to report that ourlast renewal cycle has already been completed weeksin advance. This was the first time we renewedlicenses online and it was a tremendous success.We are also in the process of scanning literallythousands and thousands of documents so that wecan go paperless in the future.As many of you may know, all state agenciesin the New Orleans area were ordered by theDivision of Administration to move into <strong>Be</strong>nsonTower last year. We fought the move because theprice per square foot was much higher than weare paying at our present location. We determinedthat we have saved over $500,000 over the courseof our present lease. We hope you will see that weare doing our best to keep our costs down whilecontinuing to do our job.We are in several court cases right now and ourlitigation expenses have grown tremendously.LSBD Executive Director C. Barry Ogden, ESQ.will be retiring at the end of October 2011. We arepresently in the process of seeking his replacement.The decision on his successor is very importantand we promise we will do our best to keep ouroperations running as smoothly as possible.I look forward to communicating with youmore in the future and wish each of you a verysuccessful year.24 LDA Journal

How productivewas that!The American <strong>Dental</strong> Hygienist <strong>Association</strong>(ADHA) just had a constituent treasurer presentationcalled Financial Issues – Snapshot for Treasurers.This was done for all treasurers and any officers fromconstituent organizations across the country. Callingin to WebEx and conferencing with members fromacross the country may not have happened withoutFacebook, Twitter or blogging about the need for thatspecific type of program.However, this level of connectivity has its’ prosand cons. Patients are almost always occupied withtheir cell phones when I enter the operatory. However, whatquality of life are we having in our later years? Just likewith a business, in life you need to plan ahead and preparefor any devastating outcomes. In a study done by theAmerica <strong>Association</strong> of Retired Persons (AARP), the lifetimeprobability of becoming disabled in at least two activities ofdaily living or of being cognitively impaired is 68 percentfor people age 65 and older (<strong>Be</strong>yond 50.03: A Report to theNation on Independent Living and Disability).What does this mean? Most people will need some typeof long-term care after the age of 65. Long-term care isdefined as personal care and assistance that an individualmight receive on a long-term basis because of a disabilityor chronic illness that limits his or her ability to function.You need to be ready to care for aging family members andhave a plan in place for yourself. Many people assume thatMedicare will pay for assisted living care or home healthnurses, but this is not the case. There are three basic waysto pay for long-term care:1. Self Insure: use your current assets to pay for allcare-giving expenses.2. Long-term Care Insurance3. Medicaid: This is the least desirable way to fund longtermcare assistance. To be eligible you must have lessthan $3,000 of assets as a couple not including yourhome, any life insurance must have a cash value ofless than $1,500, and you can only have up to $1,500in funds designated for burial expenses. You will be award of the government and will have limited choices.The first two are the most advantageous ways to pay forpremium long-term care service. Yes, I said premium. The68 percent of us that will need these services should striveto receive the best care available. In <strong>Louisiana</strong>, prepareto pay between $45,000 and $60,000 for assisted livingcare. If you plan on funding the cost with current assetsmake sure your assets can withstand the financial burden.A reasonable distribution rate in retirement might bebetween three and four percent of assets. This means thatin order to fund a $50,000 assisted living care facility yourassets should be more than $1.5 million. If you and yourspouse are living off of your current nest egg then you willneed additional assets to fund your lifestyle.Who Needs Long-Term Care Insurance?The last alternative is to have a long-term care insurancepolicy covering part or all of the expenses. Consider thefollowing when looking for a long-term care insurance policy: insurance company you are considering? Is thecompany easy to work with and do they pay theirclaims? set up the policy with a term pay. This will allowyou to pay the premiums for a fixed period, suchas 10 years, and then you are covered. If you havean unlimited pay term the insurance company canraise rates throughout your lifetime. So as the babyboomers get older and the insurance companies arepaying more and more claims they can start raisingthe premiums for all of the lifetime pays. offer many different choices with the inflation rider.Things are getting more expensive and so will thecost of long-term care services over the years. Soanticipate this and have your benefit go up withinflation. If you need long-term care services, you will needthem for a while.The average stay in a nursinghome is 2.5 years. So if you choose a 90 day waitingperiod to receive your insurance benefits yourpremium will be less. I was shaking so much I couldhardly get my bags in the car and hadquite a bit of trouble putting the key inthe ignition to start the engine.After I managed to calm down a bit, itwas then that I realized that my key wouldn’t fit atall. That’s when I spotted my car a few rows down.“So you see doctor, that was the reason I thoughtI would come and get my eyes checked. After all, I hadalwaystaken care of my eyes, my only vicewas they were getting older.So I now sport a pair of spectacles that not onlymake me look and feel good, I can see everythingmuch better and with great clarity.
