NgāiTahutanga is our inheritedcommon identity, it guidesus in all our decisions andunderpins everything TeRūnanga sets out to achieve.Our whakapapa, language,tikanga (customs), our waysof life and our relationshipwith the land and seadistinguish our historiesas the southern-most iwiof Aotearoa.Protecting and enhancingNgāi Tahu culture is essentialto maintaining the life-forceand integrity of the tribe.Te Rūnanga firmly believes thatwith an individual’s culturalstrength comes the growth ofNgāi Tahu communities andwith it a sense of identity andpride – important buildingblocks for the continueddevelopment of our people ascontributors to the cultural,social, environmental andeconomic diversity of TeWaipounamu and Aotearoa.At the forefront of culturalrevitalisation is the tribalte reo Māori languagestrategy Kotahi Mano Kāika,meaning, one thousandhomes, one thousandaspirations. Partnering ourte reo programme is the NgāiTahu Fund, which aims tostrengthen Ngāi Tahu culturalexcellence. Annually, upto $1m is made availableto directly fund Ngāi Tahuwhānau to learn and share incultural practices, whakapapaand te reo. Te Rūnanga hascommitted $1m each year tothe Marae Development Fundto assist with large capitalworks projects and smallermaintenance related activitieson Ngāi Tahu Papatipu Marae.Te Rūnanga has alsodeveloped the Ngāi TahuCultural Strategy, ManawaWhenua, Manawa Reo,Manawa Kāi Tahu (Our World,Our Word, Our Way). It setsout a pathway to createsuccessive generations ofstrong, vibrant championsof our culture. It guides ourcultural investment andfocus and prioritises fiveoutcome areas; leadership;resources; growth of practicesthrough intergenerationalownership; engagement,value, celebration, protectionand authenticity and lastlysupporting new forms ofcultural expression.There are many challengesfacing the health of ourculture, but as an iwi we arewell placed to ensure therewill be long term gains tocreate a vibrant, healthy,prosperous Ngāi Tahu culture,for our children and theirchildren after them.26 27
(Awarua, Arowhenua, Moeraki,Taumutu, Waihopai)Graham “Tiny” Metzger wasfirst taken on to his whānautītī (mutton bird) island,Pikomamakunui as a babystrapped to his uncle’s back.Eighty years on he still returnsthere to carry out the practiceof his tīpuna and harvestthe migratory seabirds, alsoknown as Sooty Shearwater.Tiny was always involvedin the months of preparationthat would lead up to tītīseason. Whānau can spend upto two months on the isolatedsouthern hunting grounds thatsurround Rakiura (StewartIsland), so everything neededto survive had to be readiedfor shipping to the islands.Growing up Tiny learnt thetraditional method of storingand preserving tītī in largebags made of rimurapa (bullkelp) called pōhā. Everythingwould be harvested andprepared on the mainland.The kelp would be split opento form a large pouch, curedand then rolled and dried fortransporting. The soft barkof the totara tree would becollected to wrap the pōhāand flax baskets were made tohelp carry and protect them.Nowadays, the pōhā hasmostly been replaced byplastic buckets, but Tiny haskept alive the knowledgehe learnt from his Pākehāgrandmother and today allhis children and grandchildrenare proficient at preparingand using pōhā. It is with theassistance of the Ngāi TahuFund that Tiny has also beenable to share his skills withother whānau throughfunded wānanga.“The majority of my birds stillgo in kelp,” says Tiny. I madea promise to keep pōhā alive.It goes with our island, it’spart of my culture.”Ngāi Tahu FundNgāi Tahu culture is uniqueand enduring. It encompassesour values and traditions, ourlanguage and whakapapa.These are the elements thattell us where we have comefrom, how we lived, who wewere and who we are today.In 2007 Te Rūnangaestablished the Ngāi TahuFund to ensure whānau havethe ability to access resourcesto strengthen Ngāi Tahucultural excellence throughsustainability, innovationand tenacity.Twice a year tribal membersand groups of members canapply for funding for projectsdesigned to meet specificcultural objectives, includingbuilding cultural knowledge,encouraging cultural practicesand leadership. The growthof tribal cultural capacityis essential to protect andpreserve our culture forthe future.The key priority areas includewhakapapa, te reo Māori andtikanga, the arts, whānau andwhenua (land) developmentand traditional food gatheringpractices.To date the Ngāi Tahu Fundhas completed twelve fundingrounds, contributing just over$5.2 million to Ngāi Tahuindividuals, whānau, hapūand rūnanga throughoutNew Zealand.For further information visit:www.ngaitahufund.com“Ngāi Tahu Fund hascompleted twelvefunding rounds,contributing justover $5.2 million.”28 29
