Te Rūnangao <strong>Ngāi</strong> <strong>Tahu</strong>Te Rūnanga o <strong>Ngāi</strong> <strong>Tahu</strong> (Te Rūnanga), <strong>the</strong> tribal council,was established by <strong>the</strong> Te Rūnanga o <strong>Ngāi</strong> <strong>Tahu</strong> Act 1996to be <strong>the</strong> tribal servant, protecting and advancing <strong>the</strong>collective interests of <strong>the</strong> iwi.Mō tātou, ā, mō kā uri ā muri ake nei –for us and our children after usThe design of Te Rūnangaembraces our culturaltraditions. It incorporates<strong>the</strong> best corporategovernance models wecould find in <strong>the</strong> world anddraws from <strong>the</strong> democraticstructures of localgovernment and Westernbest practice.Te Rūnanga board membersare appointed followinga democratic process andare responsible for <strong>the</strong>governance of tribal assetsand investments in tribaldevelopment.The initial asset base ofTe Rūnanga was largelyderived from <strong>the</strong> assets of <strong>the</strong><strong>Ngāi</strong> <strong>Tahu</strong> Māori Trust Boardand from <strong>the</strong> settlement of TeKerēme – The <strong>Ngāi</strong> <strong>Tahu</strong> Claim(claims against <strong>the</strong> Crown forvarious breaches of <strong>the</strong> Treatyof Waitangi). The financialsettlement amounted to$170m plus some interestand commercial opportunitiesand was received in late 1998.It also subsequently involvedfisheries and aquacultureassets valued at $71m.Since <strong>the</strong> time of settlement<strong>the</strong> asset base has grownfrom approximately $10min 1996 to over $658m as atJune 2012. Over that timeTe Rūnanga has madedistributions and invested over$254m in tribal development,much of that being direct toour Papatipu Rūnanga andtribal members through amatched savings programme,education scholarships andgrants and <strong>the</strong> like.One of <strong>the</strong> principles of ourCharter is that <strong>the</strong> assets of<strong>Ngāi</strong> <strong>Tahu</strong> must be managedseparately from <strong>the</strong> bodiesthat spend and distribute <strong>the</strong>income earned from thoseassets. As such, <strong>the</strong> executivefunctions of Te Rūnangaare carried out by <strong>the</strong>Office of Te Rūnanga whichmanages <strong>the</strong> representationalactivities, protects <strong>the</strong>rights of <strong>Ngāi</strong> <strong>Tahu</strong> Whānuiand delivers social andcultural programmes. <strong>Ngāi</strong><strong>Tahu</strong> Holdings Corporationmanages commercialactivities and assets.Te Rūnanga has anintergenerational investmentframework designed to ensurea steady and sustainablecashflow based on profit andcapital growth matchingits intergenerational tribaldevelopment strategy.It includes stringentbenchmarking, spending rulesas well as a strategic assetallocation framework.Annually Te Rūnanga issuesLetters of Expectation to <strong>the</strong>Office of Te Rūnanga, <strong>Ngāi</strong><strong>Tahu</strong> Holding Corporationand Whai Rawa which setout general and specificexpectations regardingactivities and performance. Inresponse <strong>the</strong>se business unitsdevelop detailed Statementsof <strong>Corporate</strong> Intent settingout how <strong>the</strong>y will fulfil thoseexpectations.The development strategyof Te Rūnanga is alignedto a tribal distributionstrategy. This sets in placean overall strategy for <strong>the</strong>tribe’s investment future,commercially as well asin our people and tribaldevelopment.
