The goal is tobuild healthy relationships withgovernment, private and communitysectors, to share responsibilityfor delivering mutually beneficialoutcomes.Tribal Influenceand RelationshipsThe Treaty of Waitangiis <strong>the</strong> foundation ofan intergenerationalrelationship between <strong>Ngāi</strong><strong>Tahu</strong> and <strong>the</strong> Crown. Likea marriage, <strong>the</strong>re havebeen rocky periods in <strong>the</strong>partnership, but <strong>the</strong> <strong>Ngāi</strong><strong>Tahu</strong> Settlement was animportant transition point toa new era of co-operation.Te Rūnanga represents<strong>Ngāi</strong> <strong>Tahu</strong> Whānui in <strong>the</strong>Treaty relationship with <strong>the</strong>Crown. While we have aresponsibility to protect <strong>the</strong>rights and interests of ourpeople, our philosophy is towork in collaboration withgovernment, private andcommunity sectors towardsshared outcomes that are in<strong>the</strong> tribal, community andnational interest. In <strong>Ngāi</strong><strong>Tahu</strong> traditions, <strong>the</strong> purposeof possessing rights is to have<strong>the</strong> ability to be responsible,to people and place.Te Rūnanga engages with<strong>the</strong> Crown, o<strong>the</strong>r iwi and<strong>the</strong> private and communitysectors under <strong>the</strong> umbrellaof an external relationsportfolio. Our priorities areto uphold <strong>the</strong> integrity ofour Settlement to protect ourtribal territory.<strong>Ngāi</strong> <strong>Tahu</strong> were <strong>the</strong> first iwito complete a comprehensivecultural and commercialTreaty settlement. Wesuccessfully engaged with<strong>the</strong> United Nations, obtaininga pivotal finding on <strong>the</strong>2004 foreshore and seabedreform, and broke new groundpartnering commercially withcentral and local government.<strong>Ngāi</strong> <strong>Tahu</strong> is also a foundingmember of <strong>the</strong> Iwi ChairsForum, a collective leadershipbody working in partnershipwith <strong>the</strong> Crown on a widerange of matters of nationalinterest including climatechange, co-investing with<strong>the</strong> Crown in infrastructure,<strong>the</strong> foreshore and seabed,Whānau Ora, constitutionalchange and freshwater.Following <strong>the</strong> 2010/2011Christchurch earthquakes,Te Rūnanga led a recoverynetwork that reached 10,000whānau of all ethnicities in<strong>the</strong> worst affected suburbs.We delivered food, water,provided transport to healthcare and linked people withgovernment and NGO supportservices. Our marae hostedthose in need and we trulycame toge<strong>the</strong>r as an iwi to beresponsible for <strong>the</strong> well-beingof <strong>the</strong> people in our takiwā.<strong>Ngāi</strong> <strong>Tahu</strong> will always beforthright advocates forour interests and activeparticipants in matters ofnational importance. Ourcharacter however, is infusedwith a healthy balance ofprinciple, pragmatism anda long term horizon forseeking what we considermost precious. There arebottom lines that we willdefend passionately, but wehave a growing record ofaccomplishments reached inpartnership with governmentthat contribute equally to <strong>the</strong>tribal and national interest.60 61
