They could contribute to this goal to theextent that their accuracy and tailored effects support the objective of reduced collateral damage.At the same time, <strong>directed</strong>-<strong>energy</strong> <strong>weapons</strong> raise some concerns. Most important of these is the potential effect ofsuch <strong>weapons</strong> on human beings. The campaign for the Blinding Laser Protocol to the Geneva Convention couldserve as a template for efforts to impose limitations on other <strong>directed</strong>-<strong>energy</strong> <strong>weapons</strong>, even those designed andintended only for anti-material applications.
