25.0 GENERAL INSTRUCTIONS :5.1 UP Tourism, Lucknow invites tenders for “Design, Development, Hosting,Maintenance and Support for the Vindhya-Varanasi Website”.5.2 All tenders strictly in the prescribed form should be submitted before the Date &Time of submission, as specified, along with this tender, duly signed and stamped,as a token of acceptance of terms and conditions of this tender.5.3 All tenders shall be either type written or written neatly in indelible ink.5.4 Technical and Price Bids have to be submitted in separate sealed covers. Theenvelope containing Technical Bid should indicate ‘Technical Bid’ and the envelopecontaining ‘Price Bid’ should indicate ‘Price Bid’. Both the envelopes should be keptinside another single envelope.5.5 The sealed tender envelope should be superscribing “Tender for Design,Development, Hosting, Maintenance and Support for the Vindhya-VaranasiWebsite”5.6 Price Bid shall be opened only for those bidders who qualify in Technical bid.5.7 Each envelope should indicate the bidder’s complete address.5.8 The firm will have to quote price bid including taxes and duties if any as per thePrice Bid format enclosed in the tender form.5.9 The EMD has to be deposited by demand draft or pay order in favour of DirectorGeneral Tourism, U.P. payable at Lucknow.5.10 The Director General Tourism, U.P. shall have the right to accept or reject any or alltenders without assigning any region thereof.6.0 PRE-QUALIFYING REQUIREMENTS :6.1 The Bidder should be registered or empanelled with Information Technology andElectronics Dept. of Uttar Pradesh through either U.P. Electronics Corporation Ltd.or U.P. Development Systems Corporation Ltd. or NIC (Enclose a copy ofempanelment letter)6.2 The Bidder should have an experience of at least 3 years in Website, Design andDevelopment.6.3 The Bidder must be an established and experienced / firm who regularlyundertakes similar work. The Bidder should have designed and maintained at leasttwo static and dynamic websites of Government Departments/Public Sector/PrivateSector. (Enclose a copy of work orders)6.4 The bidder has adequate financial stability and status to meet the obligations underthe Contract, for which he will be required to submit a copy of the audited BalanceSheets of the previous financial years, with minimum turnover of Rs. 5 Lacs perannum for last two years.6.5 The bidder should submit Income tax clearance certificate for the last two years.6.6 Copy of the Service Tax Certificate.6.7 Copy of the Permanent Account Number (PAN).
37.0 SCOPE OF WORKa) Domain Name Registration and Web Space Setup.b) Designing of the Flash Intro & Home Page with graphics & Flashanimation and its approval.c) Preparing and approval of links & Navigation Structure.d) Designing of inner pages as per the new layout and colour schemeapproved.e) Approval of inner pages.f) Testing of website with W3 Validator tools and other softwares.g) Hosting of Final site on the Web Sever.h) Annual Maintenance, Updation and Support for the website.7.1 WEBSITE DESIGNING:The website shall be designed in English. It will start with an intro film in MacromediaFlash with light music in background and voice over. The film will be for 5 to 10seconds duration approx. When the film run is over, the home page opensautomatically.The home page will be designed using flash, Java Script, XML, HTML, CCS etc. andall the latest tools. The inside pages will be designed using the same scripting anddesigning techniques. The website will have static and dynamic pages It should becompatable on all the major browers namely Internet Explorer 6.0 and above,Netscape 7, firefox, Opera, Safari and Chrome.Various links and sub-links will be provided on the Home Page for going to varioussections of the site. Navigation will be user friendly and a viewer can go from any linkto any part of the website. Each page will be complete in itself in navigation.Video Clippings can also be included if desired in streaming format. Connectivity toother sites can also be given though this site for the purpose of additionalinformation. The link structure and contents can be finalized after mutual discussions.7.2 CONTENT MANAGEMENT :The content on Homepage will be distributed as to grasp the visitor's attention,encourage the exploration of website and allow easy access to the most importantinformation on the website. The website should be oriented towards its prospectiveaudience i.e. citizens, foreign tourists, businesses, government departments as wellas government employees. The content aimed must be in simple language, too longor too short pages should be avoided. It should not require an extra piece of softwareto access or, if required, should be auto-downloadable. The text portion is designedin HTML with graphics in JPEG or GIF format. Flash animations may be used. Forlarge documents (with multi-column text, forms, ta-bles, graphs), Application Formsetc. format used all over the world is Portable Document Format (PDF).
