With reference to the guidance in the Chapter 3 of the ICAO Document 9734, Part B,an RSOO may be established on the basis of an informal agreement, such as aMemorandum of Understanding/Cooperation (MOU/MOC) or on a more formalintergovernmental agreement or Treaty. Each type of legal framework has its benefitsand limitations. Please explain what you would propose in the case of an RSOO forACAC States. Please give reasons for your position.b. Benefits are gained by establishing an RSOO on the basis of an already existingpolitical or economic grouping of States. In your opinion, would this be feasible inthe case of an RSOO for ACAC States, and if so, what already grouping of Stateswould be suitable? Please explain.Functions and tasksc.
