Preferred legal framework, functions <strong>and</strong> tasks, organizational structure <strong>and</strong> fundingmechanism <strong>of</strong> an RSOO for <strong>ACAC</strong> Member <strong>State</strong>s 1Legal frameworka. With reference to the guidance in the Chapter 3 <strong>of</strong> the ICAO Document 9734, Part B,an RSOO may be established on the basis <strong>of</strong> an informal agreement, such as aMemor<strong>and</strong>um <strong>of</strong> Underst<strong>and</strong>ing/Cooperation (MOU/MOC) or on a more formalintergovernmental agreement or Treaty. Each type <strong>of</strong> legal framework has its benefits<strong>and</strong> limitations. Please explain what you would propose in the case <strong>of</strong> an RSOO for<strong>ACAC</strong> <strong>State</strong>s. Please give reasons for your <strong>position</strong>.b. Benefits are gained by establishing an RSOO on the basis <strong>of</strong> an already existingpolitical or economic grouping <strong>of</strong> <strong>State</strong>s. In your opinion, would this be feasible inthe case <strong>of</strong> an RSOO for <strong>ACAC</strong> <strong>State</strong>s, <strong>and</strong> if so, what already grouping <strong>of</strong> <strong>State</strong>swould be suitable? The questions in this section therefore need to be answered bypersons who are, to some extent, already familiar with the ICAO guidance on RSOOs. The relevant guidancecan be found in Part B <strong>of</strong> the ICAO Safety Oversight Manual, which addresses the establishment <strong>and</strong>management <strong>of</strong> a Regional Safety Oversight Organization (Document 9734, Part B). Additional guidance wasprovided at the <strong>ACAC</strong>/ICAO Seminar/Workshop on Regional Safety Oversight Programmes, held in Rabat,Morocco, from 10 to 12 December 2012.4
