D. Preferred legal framework, functions and tasks, organizational structure and fundingmechanism of an RSOO for ACAC Member States 1Legal frameworka. With reference to the guidance in the Chapter 3 of the ICAO Document 9734, Part B,an RSOO may be established on the basis of an informal agreement, such as aMemorandum of Understanding/Cooperation (MOU/MOC) or on a more formalintergovernmental agreement or Treaty. Each type of legal framework has its benefitsand limitations. Please explain what you would propose in the case of an RSOO forACAC States. Please give reasons for your position.b. Benefits are gained by establishing an RSOO on the basis of an already existingpolitical or economic grouping of States. In your opinion, would this be feasible inthe case of an RSOO for ACAC States, and if so, what already grouping of Stateswould be suitable? Please explain.Functions and tasksc. Is your civil aviation administration currently able to carry out all of its safetyoversight and regulatory functions? If not, what functions are you presentlydelegating, or would like to see delegated to a competent regional agency?d. Advisory and consultative?1 This section of the questionnaire addresses the mandate, functions, organizational structure and fundingmechanism States would like to see implemented in the establishment of an RSOO for ACAC States; an RSOOthat they determine would most meet their needs. The questions in this section therefore need to be answered bypersons who are, to some extent, already familiar with the ICAO guidance on RSOOs. The relevant guidancecan be found in Part B of the ICAO Safety Oversight Manual, which addresses the establishment andmanagement of a Regional Safety Oversight Organization (Document 9734, Part B). Additional guidance wasprovided at the ACAC/ICAO Seminar/Workshop on Regional Safety Oversight Programmes, held in Rabat,Morocco, from 10 to 12 December 2012.4
