AIP MACAU <strong>GEN</strong> 1.2 - 305 APR 20013.2 Applications3.2.1 Before consideration can be given to an application for the operation of non-scheduled airservices to or from Macau the following information and documents must be submitted tothe President of Civil Aviation Authority:a) A valid air operator’s certificate or equivalent document issued by the applicant’snational aeronautical authorities, certifying that the aeronautical authorities are satisfiedthat the operator is competent to secure the safe operation of aircraft on flights for thepurpose of public transport, in accordance with such conditions and limitations as maybe specified in the certificate. This certificate shall contain at least the following:1) operator’s identification (name, address, etc.) ;2) date of issue and period of validity ;3) description of the types of operations authorised ;4) the type(s) of aircraft authorised for use ; and5) authorised areas of operation or routes.b) Documentary evidence from the operator’s insurance company to show that the aircraftto be used carry or carries appropriate third party insurance cover for any one accident,incident or occurrence as set out in <strong>GEN</strong> 1.2-5.3.2.2 In addition to the information and documents stated in paragraph 3.2.1 above, thefollowing information is also required in respect of each charter application:(a) Details of the proposed charter flight (i.e. the type of charter to be operated, theproposed operating schedule, etc.)(b) Justification for the charter flight.3.2.3 In cases where the applicant intends to use aircraft of another state of registry or of anotheroperator, whether under wet or dry lease arrangements, the following additionalrequirements will apply:(a) The applicant shall produce a copy of the aircraft lease agreement, or evidence that:1) such leasing arrangements would not be equivalent to allowing the lessor airlineaccess to traffic rights not otherwise available to that airline, and2) the financial benefit to be obtained by the lessor airline would not be related to theprofit or loss of the operation of the proposed flight.b) The President of Civil Aviation Authority must be satisfied with the arrangements madefor the allocation between the aeronautical authorities concerned of the responsibilitiesunder ICAO Annex 6 and the continuing airworthiness ofthe aircraft.3.2.4 Operators who propose to operate series of flights are advised to discuss their proposalswith the President of Civil Aviation Authority well in advance of the flights taking place,to secure approval in principle.3.2.5 The application must be submitted to the President of Civil Aviation Authority at least 3working days before the anticipated arrival/departure date of the flight in Macau.Civil Aviation Authority - Macau, China AMDT 09
