However, the restart<strong>in</strong>g of the war has complicated thepicture enormously by <strong>in</strong>ject<strong>in</strong>g a potentially new driver for poverty .2.7 Address<strong>in</strong>g both short term and chronic povertyTo what extent has recovery programm<strong>in</strong>g been realistic and aware of the differentapproaches needed to address short-term transient poverty versus more chronic poverty?There are two issues here, the need to address exist<strong>in</strong>g pre-tsunamichronic poverty and the risk that the tsunami forced the poor <strong>in</strong>to longterm poverty. There is widespread recognition that disasters have thepotential to force the poor further <strong>in</strong>to chronic poverty (Global Networkof NGOs for Disaster Risk Reduction, 2008, pp. 17, 21, 25, 30, 58;Oxfam International, 2007b, p. 2). Christoplos stated that chronic povertyhad <strong>in</strong>creased after the tsunami due to the loss of a range of assets(Christoplos, 2006, p. 61).de Ville de Goyet (2008) makes the po<strong>in</strong>t that humanitarian organisations, for philosophical reasons, tend not to dist<strong>in</strong>guish between theimpact of disasters and pre-exist<strong>in</strong>g chronic poverty .2.8 Integration with national pro poor programm<strong>in</strong>gTo what extent has there been an <strong>in</strong>tegration of recovery efforts with national policiesto promote pro-poor growth and consolidate social protection ?Christoplos noted the virtual absence of references to Poverty ReductionStrategy Paper s (PRSPs) <strong>in</strong> the orig<strong>in</strong>al TEC reference set (2006, p.63). This has changed with over 3% of documents <strong>in</strong> the present corereference set referr<strong>in</strong>g to PRSPs. However, Barnett notes that the PRSPwas never formally adopted <strong>in</strong> Indonesia (2007, p. 13).In Indonesia , pro-poor programm<strong>in</strong>g is largely the responsibility oflocal government rather than national government (World Bank , 2006c,p. 41). The Indonesia public expenditure review notes that good progresshad been made <strong>in</strong> mov<strong>in</strong>g from subsidies to pro-poor programs (WorldBank, 2007a, p. xvi).However, it is not clear to what extent, if at all, recovery efforts havebeen <strong>in</strong>tegrated with pro-poor policies .31
