ForewordThis annotated bibliography and document review is part of a follow-upevaluation of previous studies on l<strong>in</strong>kages between immediate relief, rehabilitation(or reconstruction) and <strong>development</strong> (LRRD) that took placearound eight months after the Indian Ocean tsunami at the end of 2004.The LRRD 1 evaluation was one of five studies carried out by theTsunami Evaluation Coalition (TEC) <strong>in</strong> 2005-06. Four TEC studies concentratedlargely on process issues – coord<strong>in</strong>ation, needs assessment,capacity-build<strong>in</strong>g and fund<strong>in</strong>g – while the LRRD part looked at outcomeissues as well: what were the consequences of successful and unsuccessfull<strong>in</strong>kages between the different stages of recovery?The purpose of the document review is twofold: one is to summarisecurrent knowledge about the issue of LRRD <strong>in</strong> the tsunami context andby this prepare for subsequent field based research for the LRRD 2 evaluation,which took place <strong>in</strong> October-December 2008; the other is to facilitatedocumentary search for other, future studies of the tsunami relatedreconstruction <strong>in</strong>terventions and their outcomes and impact. Whenused on-l<strong>in</strong>e the electronic version of the annotated bibliography hasactive l<strong>in</strong>ks which connect the reader directly to the full document.The present report is be<strong>in</strong>g published as a subsidiary volume to thema<strong>in</strong> LRRD 2 evaluation report.It was said <strong>in</strong> 2005, when the TEC-LRRD evaluation was carried outas one of the five TEC studies, that a later follow-up would be necessary<strong>in</strong> order to capture the rehabilitation/reconstruction and <strong>development</strong>aspects when the <strong>in</strong>terventions had progressed further. The ma<strong>in</strong> LRRD2 evaluation report covers experiences from the four years after the disaster<strong>in</strong> Indoneasia, Sri Lanka and the Maldives.
