STATE PROJECT OFFICEPASCHIM BANGA SARVA SHIKSHA MISSIONSignature.Subject: Consultancy Services for Publicity, Documentation, Educational DevelopmentIndex and Monitoring Quality Parameters in Sarva Shiksha Abhiyan (APPLICATIONPROCEDURE)1. The purpose of the assignment is to:To conduct a random school facility survey for Government/Government Aided Primary & UpperPrimary schools and generate a database and software covering physical, infrastructure, academic andquality aspects under SSA project, west Bengal.2. The following documents are enclosed to enable you to submit your proposal:(a) <strong>Term</strong>s of Reference (ToR)3. In order to obtain first hand information on the assignment and the local condition, it is considereddesirable that a representative of your organization visits the office of the State Project Director, PBSSM,before the proposal is submitted.4. A pre-proposal conference open to all prospective consultant will be held on 22.09.2008 at the office ofState Project Director, PBSSM. The right to change the date and time of the pre proposal meeting withoutassigning any reason is reserved with State Project Director. The change in date and time if any will becommunicated. The prospective consultant will have an opportunity to obtain clarification regarding theScope of the work, <strong>Term</strong>s of the Reference, contract condition \s and any other pertinent information.5. The submission of the proposals: The proposals should be submitted in two parts viz., Technicaland Financial and should follow the instruction given herein.6. The Technical and Financial proposals must be submitted in two separate sealed envelopes (withrespective marking in the bold letters) following the formats/schedules given in the supplementaryinformation for consultants.The first envelope marked “Technical Proposal” should include the description of thefirm/organization, the firm’s general experience in the field of assignment, the qualification and competencyof the personnel proposed for the assignment and the proposed work plan methodology and approach inresponse to suggested terms of reference and demand draft towards earnest money.


The first envelope i.e. “Technical Proposal” should not contain any cost informationwhatsoever. The second envelope marked “Financial Proposal” must also be sealed with sealingwax and initialed twice across the seal and should contain the detailed price offer for the <strong>consultancy</strong>services.The interested parties should provide detailed break down of the cost and fees as follows:Staffing billing rate plus overheadTravel and accommodationSoftware developmentReport reproduction along with photographs and documentationBoth the sealed envelopes should again be placed in sealed cover, which will be received in theoffice of the State Project Director, PBSSM Up to 3 pm on 24.09.2008.Opening of proposal:The proposals first envelope i.e. “Technical Proposal” will be opened by the Chairman ofCommittee or his/her authorized representative in his office at 3 pm on 24.09.2008 in presence ofsuch consultant or their authorized representative who may choose to be present. It may please benoted that the second envelope containing the detailed price offer will not be opened untiltechnical evaluation has been completed and the result approved by state Project Director,PBSSM. The date and time of opening of second envelope will be communicated accordingly.7. EvaluationA two-stage procedure will be adopted in evaluating the “Technical Proposal” prior toopening of “Financial Proposal”.The criteria for evaluating Technical Proposali. The consultant’s relevant experience for the assignmentii. The quality of the methodology proposed for EDI study, Publicity, Documentation andMonitoring of Quality Parametersiii. The qualifications and experience of the key staff proposed for the assignmentCurriculum vitae of senior personnel in each discipline for assessing the qualifications andthe field experience of the personnel proposed to be deployed for the survey should beincluded with the proposal (in the format of the simple curriculum vitae). These personnelwill be rated in accordance with:(i)(ii)(iii)General qualificationsAdequacy for the project (Suitability to perform the duties for this assignment. Theseinclude education and training, length of experience in fields similar to those as perterms of reference, type of positions held, time spent with the organization etc.)The language they know and the experience in the West Bengal


(iv)Their involvement in skills transfer programme and ability to impart training8. Deciding Award of ContractQuality and competence of the consulting service shall be considered as the paramountrequirement. The decision of the award of the contract would be as under.(a) Technical proposals scoring not less than 60% of the total points will only be considered forFinancial Evaluation(b) The marking will be done on following basis:1. Experience of working in West Bengal in Education Sector 20 marks2. Experience of working in Education Sector with Govt. of west Bengal 20 marks3. ISO 9000-2000 certification 10 marks4. International Exposure/Experience 10 marks5. Qualification of Employees 20 marks6. CMMi level5 and ISO 27001 certification 10 marks7. Expertise in software and computer applications 10 marksThe documents related to experience certificate and employees qualification should be submittedwith bid.9. Technical clearance of bids will be followed by financial bids by the Selection Committee of<strong>School</strong> Education Department.10. The financial bid should mention the following:a. Turnover of the company/institution.b. List similar agreements in education sector and their cost.c. Give month wise activity calendar and likely cost.d. Give breakup of costs expected including salary, TA etc.e. Mention Tax liabilities likely to be incurred.f. Provide supporting ToR, MoU or agreement on similar work if any, that justify thefinancial bid.


<strong>Term</strong>s of Reference4. Background:Sarva Shiksha Abhiyan (SSA) project in under implementation in West Bengal by <strong>Paschim</strong> <strong>Banga</strong>Sarva Shiksha Mission (PBSSM). The aims of SSA are as follows:i. Universal Access and Enrolmentii. Universal Retention of children up to 14 years of age andiii. Substantial improvement in quality of education to enable all children to achieve essentiallevel of learningUnder this programme Quality intervention is one of the most crucial part towards ensuringuniversal quality, which is still lacking.2. Purpose / Objective of engaging a consultant:Outsourcing those activities to an expert agency which require technical expertise of aspecialized nature and which is likely to improve the effectiveness of the Sarva Shiksha Mission(SSM) in the State of West Bengal.Deliverables (by the Agency):In order to achieve the stated objectives of the Sarva Shiksha Mission the agency will beexpected to undertake following set of activities in close coordination with the office of the PBSSM.The agency will assume the projected population growth and workout the yearly milestones up to2012 (Starting from 2007 as the baseline). This will eventually take the shape of a vision documentfor 2012.(i) Universal Access and Enrollment:Analysis of the infrastructure gap including ACR (Additional Class Room) gap, study on waysto add more infrastructure in limited space specially in the urban areas with high population density,Design of Child Census <strong>For</strong>mats, data compilation and analysis at the end of child census proposedto be undertaken in the year 2008, random sample checks to validate the data on the out of schoolchildren, development of standard bid document for procurement and construction at district andVEC level, technical support to districts for GIS based habitation mapping of education institutionsindicating locations for new upper primary and secondary schools, developing a road map foruniversal enrollment up to the secondary level (i.e. class X).


(ii)(iii)Universal Retention of children up to 14 years of age:Random sample checks to validate the data on drop out and repetition rates, drop out rates among SC/ ST girl child.Inclusion - Social and gender gap:Ways to make NPEGEL interventions more effective, initiation of bridge courses in unrecognizedMadrasas, KGBV – study thereof, sample checks to assess the no. of children with special needs.(iv)(v)(vi)(vii)Quality – Sample checks to ascertain the quality of learning for class III, V and class VIII,improving training modules and training methodology to attain a high level of motivation amongteachers, possible modes of use of ICT in class room interaction in upper primary and training,suggestion on quality monitoring tools.Programme Implementation:Manpower requirement analysis at the State, district and sub district levels vis- a- vis functionalneeds as defined under the project, training of state project MIS staff on SPSS for internal validationchecking of DISE data, systemic improvements for faster fund flow and utilization certificatessubmission by the Village Education Committees.Capturing success stories / models which can be scaled up in the entire state:(i)(ii)(iii)(iv)(v)(vi)(vii)Good examples of teaching learning materialInnovative bridge course centers.Intervention on migratory childrenMTA.VEC.ILIPAny other innovative activity taken up under the project in the state.The success stories will be documented and published for wider coverage.Education Development Index (EDI):(i)(ii)(iii)(iv)Conducting sensitization of district project units on EDI parameters.Geographical variations (among districts) of EDI parameters.Identification of bottlenecks (for areas lagging behind), which are impeding against fasterimprovement of EDI parameters.Suggestions for attainment of desirable EDI - a road map.


3. EARNEST MONEYI. Earnest money Rs. 50,000.00 (Rupees fifty thousand only) attached shall be in theform of demand draft from Any Nationalized Bank, in favour of “<strong>Paschim</strong> <strong>Banga</strong>Sarva Shiksha Mission” payable at Kolkata.II. Security Money – After sanction of Bid, Successful Bidder Required to submit 10%of Bid Money in form of Bank Draft, in favour of “<strong>Paschim</strong> <strong>Banga</strong> Sarva ShikshaMission” payable at Kolkata.III. Penalty Clause will be decided after Finalization of Bid, according to TORagreement.4. GOVERNING FACTORS5-1 The consultant shall have prior experience at least for 10 years in the field of Education Worksand may have completed a similar magnitude of work to that of the work covered in the proposedproject.5-2 The job of constancy for quality improvement shall be combination of observations office work,data collection through monitoring formats etc.5-3 The consultant shall carry out independent survey after collecting random sample in theconsultation of the concerned District Project Officer.5-4 The consultant shall communicate immediately all the important observation points to the StateProject Office on a monthly basis as per schedule to be submitted at time of bidding. The scheduleshould state activity to be carried out each month.5. SECHEDULE FOR COMPLETION OF ASSIGNMENTThe time schedule for completion of job of approximate 6 months from the date of assignment is joboriented only.6. REPORT TOThe State Level Representative shall report to SPD or DSPD.7. DATE OF SUBMISSION OF REPORTSMonthly reporting to the State Project Office by 8 th of every month (two hard copy and one softcopy)


8. MODE OF PAYMENTSNo advance shall be given. All payment will be made after actual work completion according to theprogress of work.9. INPUTS FROM PBSSMThe State Project Office / District Project Office will provide the entire site list to the consultant fordetailed survey inputs for EDI and Quality Monitoring & Documentation.10. A Selection Committee formed by <strong>School</strong> Education Department will deliberate upon the bidsand finalize the selection and review progress of the <strong>consultancy</strong> from time to time. The committeewill approve acceptance of final report & final payment.
