13.4 METHOD OF CONSTRUCTIONA. Construction of new crossings <strong>and</strong> reconstruction of existing crossingsshall conform to E.S. 2006 <strong>and</strong> 2011.B. Work on highway crossings, public streets, <strong>and</strong> roads shall be done withthe least possible inconvenience to vehicular <strong>and</strong> pedestrian traffic. Careshall be taken to protect the public in compliance with safety <strong>and</strong>applicable statutes. Closing of traffic lanes shall only be done afterpermission is obtained from the governing roadway agency.C. Highway approach grade shall not be increased as a result of rebuilding orresurfacing track through highway crossings, unless approved by theManager, <strong>Track</strong> <strong>and</strong> Structures <strong>Maintenance</strong>.D. A full road closure shall be sought from the responsible public agency forcrossing renewals. Crossing shall not be renewed half at a time, except ifimpossible to obtain a full closure, <strong>and</strong> then only if so authorized by theManager, <strong>Track</strong> <strong>and</strong> Structures <strong>Maintenance</strong>.E. Traffic control devices shall be in place according to the approved trafficcontrol plan.F. In placing <strong>and</strong> removing barricades, workmen shall place the barricadeclosest to the edge of the roadway first <strong>and</strong> work out, wherever possible.In removing barricades, the outer most barricades shall be removed first<strong>and</strong> work toward the edge of the roadway removing the remainingbarricades, wherever possible.G. The following guidelines should be followed when renewing a gradecrossing.1. Replace fouled ballast to a depth of 15 inches below bottom ofcross ties.2. Place a 6 inch minimum layer of compacted hot mixed asphalt to alength of 10 foot either side of crossing along the track.3. Place suitable ditch, install drain <strong>and</strong> signal conduits or pipes asrequired.4. Replace rail <strong>and</strong> OTM as needed. Replace all ties.
