D. If track surfacing is to be or has been performed in conjunction with theinstallation of CWR, the track speed shall be limited to 10 MPH forpassenger <strong>and</strong> 10 MPH for freight for the first train, then:1. Until surfacing is complete, the speed may be increased to 30/20MPH until surfacing is complete provided that anchors, railtemperature adjustment, welds, <strong>and</strong> joints have all been properlyinstalled, then:a. When surfacing is complete, limit speed to 30/20 MPH for24 hours of operation or:b. If surfacing is completed with a Dynamic <strong>Track</strong> Stabilizer<strong>and</strong> all anchors, joints, welds, <strong>and</strong> spiking are complete,there is no m<strong>and</strong>atory speed restriction for any train;however supervisor in charge may limit speed inaccordance with this supervisor’s responsibilities under49CFR213.7.2.2.3 PREFERRED RAIL LAYING TEMPERATURES FOR CWRA. When laying welded rail, heat the rail if necessary so that the railtemperature will be at the Preferred Rail Laying Temperature (PRLT)listed below unless approved by Director of <strong>Engineering</strong> <strong>and</strong> Construction.Heated rail must actually move as it exp<strong>and</strong>s. Spike <strong>and</strong> anchor at thetarget temperature.B. Paint the actual average rail temperature achieved at the time ofinstallation, as well as the date, on each end of each string in the web ofthe rail on the field side, <strong>and</strong> report rail installation <strong>and</strong> forward a copy tothe Manager, <strong>Track</strong> <strong>and</strong> Structures <strong>Maintenance</strong>. Rail date <strong>and</strong>temperature shall be marked per the Section 3.1.15 entitled “MarkingField Welds” herein will satisfy this requirement.C. The rail length needs to be divided into four marks that indicate therequired rail movements, making the first mark at 100 feet <strong>and</strong> then thelast three equally spaced to the end of the rail using the chart in Figure 8-2,CWR Movement Chart - Inches. The marks shall be made with paint stickon the base of the rail; the match mark shall be made on the tie plate onwood ties <strong>and</strong> on concrete on concrete ties. When the rail is heated toPRLT, the marks will line up <strong>and</strong> then the anchors or clips shall beinstalled starting at the beginning of the rail. The marks shall be matchedup on the rail <strong>and</strong> shall be considered destressed. The procedure shall bedone by the foreman in charge of maintenance or by the constructioninspector of a construction or maintenance contract.SCRRA ENGINEERING INSTRUCTIONS 46 of 160 Revision Issue: 2-12-09
