A Path Forward for Traders and PedestriansA new Footpath Trading and Access policy has beenadopted in the Glen Waverley and Oakleigh ActivityCentres, providing better access for pedestrians usingthe busy shopping strips. <strong>Monash</strong> Council adopted thepolicy on 29 March 2011, which will balance the needs <strong>of</strong>traders with those <strong>of</strong> pedestrians.<strong>Monash</strong> Mayor Greg Male said the new policy had beenput together following consultation with a wide range<strong>of</strong> stakeholders, including disability groups, traders andvisitors to the busy shopping precincts.“This policy provides pedestrians with plenty <strong>of</strong> room tomove, while giving traders proper access to continue theirfootpath trading, a vibrant and important aspect <strong>of</strong> the<strong>City</strong> <strong>of</strong> <strong>Monash</strong>,” Cr Male said.“Making footpaths accessible for those with a disability wasa top priority for us and we believe this policy will ensurethat footpaths will be easy and safe to use for everybody.”Cr Male said localised policies made sense, as each activitycentre had different needs and requirements.“There’s no point in making a blanket policy for the entiremunicipality if one part <strong>of</strong> the policy works for one activitycentre, but not the other. This new policy will make surepedestrians don’t have to duck and weave around tables,chairs and A-frames.”“Footpath trading is a very important asset in the <strong>City</strong> <strong>of</strong><strong>Monash</strong> and this new policy will allow traders to continueto provide visitors to the municipality with a great chanceto enjoy ‘al fresco’ dining, while making sure proper accessremains for all residents.”The new policy, which will come into effect later this year,outlines the requirements traders will need to follow,including screen heights, A-frame guidelines and properpositioning <strong>of</strong> chairs and tables etc.In the Glen Waverley and Oakleigh ActivityCentres, footpaths will be split into three sections:• a pedestrian zone, closest to the building line;• a trading zone, where tables and chairs are permittedand;• a kerb zone, allowing access from the kerb to thefootpath.Markers will also be installed on the footpath to outlinepermit boundary corner points.Council also agreed to begin consultation in MountWaverley, Pinewood, Clayton and other activity centresbefore extending the policy to other retail trading areasin <strong>Monash</strong>, to come into effect on 1 July 2012. Glen Waverley on the Up - Launch <strong>of</strong> IkonIn April 2011 Minister for Public TransportTerry Mulder unveiled detailed plans fora $65 million mixed-use developmentadjacent to the Glen Waverley station.The 10-storey building will be locatedon the west side <strong>of</strong> Kingsway betweenRailway Parade North and ColemanParade and will include; 116 car spacesacross three levels <strong>of</strong> basement carparking; 12 retail tenancies; 10 <strong>of</strong>ficetenancies and; 116 self containedresidential apartments (comprising <strong>of</strong>80 one-bedroom and 36 two-bedroomapartments, each with balconies). Thebuilding will also include bicycle spaceswithin the basement carpark as well as at streetlevel.<strong>Monash</strong> Mayor Greg Malesaid this development<strong>of</strong> the site, known as the‘Glen Waverley Hub’,would change the suburbfor the better.”GlenWaverley is growing andthis development willmake a big contributionto the <strong>Monash</strong> economy,both during and afterconstruction.”“There has long beendiscussion surrounding thefuture <strong>of</strong> this site, dating backto the 1990s, so I am happyto see we are close to seeingan improvement <strong>of</strong> the site,”Cr Male said.VicTrack, the <strong>City</strong> <strong>of</strong> <strong>Monash</strong>and Consolidated Propertieswill deliver the project.FeedbackSuggestions and contributions are welcome.
