<strong>UEFA</strong>-pjwoods.chThe president,Michel Plat<strong>in</strong>i,presented<strong>UEFA</strong>’s guid<strong>in</strong>gpr<strong>in</strong>ciples.cast (strategic f<strong>in</strong>ancial outlook) forthe period from 2008/09 to 2013/14,as presented by the <strong>UEFA</strong> general secretary,David Taylor, rema<strong>in</strong>s positive.Under the f<strong>in</strong>ancial part ofthe agenda, the 2007/08 accountsand 2009/10 budget were approved.Brief reports on the activitiesof the <strong>UEFA</strong> stand<strong>in</strong>g <strong>com</strong>mitteesdur<strong>in</strong>g the period under review werepresented, <strong>in</strong> video form.Information was also providedabout the HatTrick programme,which moved <strong>in</strong>to its second cycle(2008–12) last year.HatTrick II has three <strong>com</strong>ponents:an <strong>in</strong>vestment programme,solidarity payments and an educationDanny Jordaan updated the congresson preparations for the FIFA World Cup<strong>in</strong> South Africa.programme. Each national associationcan apply for EUR 2.5 million for<strong>in</strong>vestment projects and a maximumof EUR 1.3 million per year by wayof solidarity payments. In addition,EUR 25 million is reserved for education,which <strong>in</strong>cludes KISS, the Knowledgeand Information Shar<strong>in</strong>g Scenario.S<strong>in</strong>ce HatTrick II got under way, 47<strong>in</strong>vestment projects have been approvedfor a total amount of EUR 50 million.The most awaited moment ofthe afternoon was, of course, the electionsfor the <strong>UEFA</strong> Executive Committee.These were followed by the nom<strong>in</strong>ationof four honorary members.<strong>UEFA</strong>-pjwoods.chd i n g p r i n c i p l e ssport br<strong>in</strong>gs to society as a whole.And it is also because the strength offootball lies <strong>in</strong> its grass roots that wehave to preserve the local, regionaland national identities of our game,always <strong>in</strong> accordance with the law.6 ● Youth protectionand educationAs govern<strong>in</strong>g body ofEuropean football, <strong>UEFA</strong> has both asport<strong>in</strong>g and a moral responsibility.The <strong>in</strong>ternational transfer of m<strong>in</strong>orsentails many risks. Let’s not forgetthat players under the age of 18 arechildren or adolescents. We want toprotect the future of children <strong>in</strong> footballand stop them be<strong>in</strong>g uprootedto foreign countries when they aremuch too young.7 ● Sport<strong>in</strong>g <strong>in</strong>tegrity and bett<strong>in</strong>gBett<strong>in</strong>g is a source of fund<strong>in</strong>gbut also a risk for football, especiallyto the <strong>in</strong>tegrity of <strong>com</strong>petitions. It isonly right that football obta<strong>in</strong>s its fairshare of <strong>in</strong><strong>com</strong>e from bett<strong>in</strong>g. However,our primary focus must cont<strong>in</strong>ue tobe a total <strong>com</strong>mitment to protect<strong>in</strong>gsport<strong>in</strong>g <strong>in</strong>tegrity and the properrunn<strong>in</strong>g of our <strong>com</strong>petitions, <strong>in</strong> orderto preserve the spirit of our game.8 ● F<strong>in</strong>ancial fair play andregularity of <strong>com</strong>petitions<strong>UEFA</strong> supports fair play bothon and off the pitch. F<strong>in</strong>ancial fairplay means that clubs operate transparentlyand responsibly, to protectboth sport<strong>in</strong>g <strong>com</strong>petition and theclubs themselves. F<strong>in</strong>ancial fair playmeans clubs not gett<strong>in</strong>g <strong>in</strong>to a spiralof debt to <strong>com</strong>pete with their rivalsbut rather <strong>com</strong>pet<strong>in</strong>g with theirown means, i.e. the resources theygenerate.9 ● National teams and clubsNational team and clubfootball are vital and <strong>com</strong>plementaryelements of football. <strong>UEFA</strong> will rema<strong>in</strong><strong>com</strong>mitted to ensur<strong>in</strong>g that this balanceis ma<strong>in</strong>ta<strong>in</strong>ed and even strengthened,as the development of ourgame at national, European and <strong>in</strong>ternationallevel depends on it.10 ● RespectRespect is a key pr<strong>in</strong>cipleof football. It implies respect forthe game, <strong>in</strong>tegrity, diversity, dignity,players’ health, rules, the referee, opponentsand supporters. Our message isclear: zero tolerance of racism, violenceand dop<strong>in</strong>g. Football unites people andtranscends differences. The colour ofthe sk<strong>in</strong> is <strong>in</strong>visible under the jersey andfor <strong>UEFA</strong> this will always be so. Racismand any other forms of discrim<strong>in</strong>ationwill never be tolerated. <strong>UEFA</strong> will nottolerate violence either on the pitch or<strong>in</strong> the stands. Football must set anexample.<strong>11</strong> ● European sports model andspecificity of sport<strong>UEFA</strong> is a European body andwe rema<strong>in</strong> totally <strong>com</strong>mitted to theEuropean model of sport, a model characterisedby promotion and relegation,the solidarity pr<strong>in</strong>ciple, as well as open<strong>com</strong>petitions and opportunity for all.This is what sport – and especially football– is all about. We have to protectthis model because sport is not a bus<strong>in</strong>esslike any other and we cannot allowit to be treated as such. We will cont<strong>in</strong>ueto defend the specificity of sport andare conv<strong>in</strong>ced that our arguments willprevail for the good of football.05

The venue on thefollow<strong>in</strong>g day was the St. Pauli club,whose special personality was illustratedby the motto at the entrance to thestadium: Non Established S<strong>in</strong>ce 1910.The sessions dovetailed perfectly. Theboys and girls at St. Pauli might not havebeen able to match the HSV boys fortechnical excellence but they certa<strong>in</strong>lymatched them <strong>in</strong> terms of enjoyment.The first session featured Under-10 girlsfrom the city’s migrant <strong>com</strong>munities,whose parents needed to be persuadedto allow their daughters to take part.This was not about talent development– it was about us<strong>in</strong>g football as an<strong>in</strong>strument for social <strong>in</strong>tegration.Focus on enjoymentThe fact that the practicalsessions focused on such a young agegroup was no accident. The rollercoasterevent po<strong>in</strong>ted its nose <strong>in</strong> everyconceivable direction but it turnedaround a central pillar: children’s football.<strong>UEFA</strong>’s technical director, AndyRoxburgh, set the scene by exam<strong>in</strong><strong>in</strong>gall aspects of ‘child’s play’ on theopen<strong>in</strong>g morn<strong>in</strong>g, emphasis<strong>in</strong>g theneed to focus on enjoyment of thegame <strong>in</strong> age brackets where footballshould be ‘serious fun’ with, <strong>in</strong> thiscase, ‘serious’ be<strong>in</strong>g the opposite tofrivolous.This was underl<strong>in</strong>ed whenWilli H<strong>in</strong>k described the developmentplan launched <strong>in</strong> Germany <strong>in</strong> 2007 andwhen former <strong>in</strong>ternational star SteffiJones, who now presides the organis<strong>in</strong>g<strong>com</strong>mittee for the 20<strong>11</strong> FIFAWomen’s World Cup, expla<strong>in</strong>ed howthe big event will be used as a sociallever to persuade even more girls toplay football.But the workshop coveredthe whole spectrum. Piet Hubers, forexample, revealed the Dutch plan topromote football for the 45+ agegroup. There was even time forformer German <strong>in</strong>ternationals UweSeeler and Hansi Müller to discuss theirexperiences as child players and theircurrent roles as ambassadors with<strong>in</strong> thegrassroots game. Andy Roxburghsigned off by review<strong>in</strong>g the astonish<strong>in</strong>gprogress made s<strong>in</strong>ce <strong>UEFA</strong> first startedto develop a grassroots programme14 years ago, <strong>in</strong>clud<strong>in</strong>g the GrassrootsCharter, which already has 37 signatories.But that’s another story. He recalls:“The Inter-Cities Fairs Cup, which wascreated <strong>in</strong> 1955, was the most important<strong>in</strong>ternational club <strong>com</strong>petitionapart from the <strong>UEFA</strong> <strong>com</strong>petitions,i.e. the European Champion Clubs’Cup and the European Cup W<strong>in</strong>ners’Cup. It had an organis<strong>in</strong>g <strong>com</strong>mittee<strong>com</strong>posed of em<strong>in</strong>ent people suchas Ernst Thommen, the <strong>com</strong>petition’sfound<strong>in</strong>g chairman, who at the timewas president of the Swiss FootballAssociation, FIFA vice-president andchairman of the World Cup organis<strong>in</strong>g<strong>com</strong>mittee. He was jo<strong>in</strong>ed by SirStanley Rous, the very powerful secretaryof the English FA, <strong>UEFA</strong> vice-presidentand member of the World Cuporganis<strong>in</strong>g <strong>com</strong>mittee, Italy’s Ottor<strong>in</strong>oBarassi and six or seven representativesof major clubs from cities <strong>in</strong>which important trade fairs were held.With such people at thehelm, the <strong>com</strong>petition was clearlywell organised, with a permanent10 uefadirect 5.09secretariat hosted by Ernst Thommenwho, at that time, was also adirector of the Swiss sportsbett<strong>in</strong>g <strong>com</strong>pany, Sport Toto,<strong>in</strong> Basle. The <strong>com</strong>petition wasvery successful but the timecame when the <strong>UEFA</strong> ExecutiveCommittee thought thatsuch a major <strong>com</strong>petitionshould be governed and organisedby <strong>UEFA</strong> itself, which couldensure that standard rules werefollowed and could deal withreferee<strong>in</strong>g and discipl<strong>in</strong>ary matters.”<strong>UEFA</strong> <strong>Congress</strong> decisionAt that time, the Inter-CitiesFairs Cup was totally separate fromthe <strong>UEFA</strong> <strong>com</strong>petitions: “Theyappo<strong>in</strong>ted their own referees, tookRoberto Baggio,capta<strong>in</strong> of Juventus,lifts the trophy.The Italian club wonthe <strong>UEFA</strong> Cup threetimes, as did Internazionaleand Liverpool.

However, it took a while forthe baton to be handed over. “F<strong>in</strong>ally,with the support of Sir Stanley Rous,who had by now been elected FIFApresident and also chaired the Inter-Cities Fairs Cup Committee, we cameto an agreement. And I remember thelast meet<strong>in</strong>g of the Fairs Cup Committee,which was held <strong>in</strong> Barcelona.<strong>UEFA</strong> had been <strong>in</strong>vited to send a representativeto this f<strong>in</strong>al meet<strong>in</strong>g andthe Executive Committee asked me togo. I received a polite but rather frostywel<strong>com</strong>e. Sir Stanley Rous, who hadmany other important responsibilities,had little problem <strong>in</strong> hand<strong>in</strong>g over thetask of chair<strong>in</strong>g the <strong>com</strong>mittee, butsome of the other members were notexactly thrilled to be los<strong>in</strong>g a positionthat, when all is said and done, wasquite a nice one to have. We keptone or two of them <strong>in</strong> our <strong>com</strong>mitteesto iron out some of the difficultiesand, <strong>in</strong> the end, everyth<strong>in</strong>g wentsmoothly.”The trophy for BarcelonaThe 13th and f<strong>in</strong>al editionof the Inter-Cities Fairs Cup was thereforeheld <strong>in</strong> 1970/71, before the<strong>com</strong>petition was replaced with abrand new one, the <strong>UEFA</strong> Cup. “Wechanged its name, <strong>in</strong>creased theEmpics Sport/PA Photosnumber of clubs and even produced anew trophy.” The old trophy was keptby FC Barcelona, s<strong>in</strong>ce it was decidedthat it should be presented to thew<strong>in</strong>ner of a match between the firstw<strong>in</strong>ners, Barcelona, and the last, LeedsUnited. The match, played <strong>in</strong> Barcelonaon 22 September 1971, was won 2-1by the home side.Wolverhampton Wanderers andTottenham Hotspur contested the first<strong>UEFA</strong> Cup f<strong>in</strong>al <strong>in</strong> 1972. That f<strong>in</strong>al willhave been followed by 37 subsequenteditions by the time this year’s f<strong>in</strong>al hasbeen staged <strong>in</strong> Istanbul. In the meantime,the <strong>UEFA</strong> Cup absorbed the Cup W<strong>in</strong>ners’Cup <strong>in</strong> 1999, but that is another storythat will be told <strong>in</strong> a future article.A long career <strong>in</strong> theservice of football“I was lucky enough to make a liv<strong>in</strong>g out of my hobby!” At nearly85 years of age, Hans Bangerter rema<strong>in</strong>s as enthusiastic about footballas he was <strong>in</strong> his youth. “S<strong>in</strong>ce there were no clubs where I lived when Iwas a boy, I founded one for schoolboys!” On f<strong>in</strong>ish<strong>in</strong>g his studies, HansBangerter jo<strong>in</strong>ed the adm<strong>in</strong>istration of the Swiss federal gymnastics andsports school <strong>in</strong> Macol<strong>in</strong>. His knowledge of languages meant that he wasgiven the task of wel<strong>com</strong><strong>in</strong>g foreign visitors andit was this that brought him <strong>in</strong>to contact withfootball’s great leaders of the time, Sir StanleyRous, Ottor<strong>in</strong>o Barassi and P.J. Bauwens, whovisited Macol<strong>in</strong>. “It was they who <strong>in</strong>vited meto work at FIFA, and so, <strong>in</strong> 1953, I became FIFAdeputy general secretary <strong>in</strong> Zurich and was<strong>in</strong>volved <strong>in</strong> organis<strong>in</strong>g the 1954 World Cup <strong>in</strong>Switzerland, among other th<strong>in</strong>gs. I stayed atFIFA for seven years. In 1959, <strong>UEFA</strong> decided theyneeded a permanent secretariat. They hadoffices <strong>in</strong> Paris at the headquarters of the FrenchFootball Federation and Pierre Delaunay wassplitt<strong>in</strong>g his time between the FFF and <strong>UEFA</strong>, where he was generalsecretary at the time. He had to choose between the two <strong>in</strong>stitutionsand opted for the FFF. I was therefore offered the post, which I accepted,but I requested that the secretariat be based <strong>in</strong> Switzerland.”Hans Bangerter retired <strong>in</strong> 1988 and was made an honorary memberof <strong>UEFA</strong> at the 1992 <strong>Congress</strong>. He is also an honorary member of the SwissFootball Association and has been awarded the FIFA Order of Merit. Hecont<strong>in</strong>ues to follow football closely: “The changes have been enormous.Clearly, <strong>com</strong>mercialisation is necessary because our lives have changed<strong>com</strong>pletely, but this <strong>com</strong>mercialisation must not be<strong>com</strong>e more importantthan the sport itself. I have always said that the sport must always takepriority.” A view that tallies perfectly with the first of the <strong>11</strong> pr<strong>in</strong>ciplesset out by Michel Plat<strong>in</strong>i at the recent <strong>UEFA</strong> <strong>Congress</strong> <strong>in</strong> <strong>Copenhagen</strong>:football first. With regard to the current <strong>UEFA</strong> president, the formergeneral secretary says he is “pleased that former players are assum<strong>in</strong>gmanagement responsibilities because they have lived and breathed football,they know all its <strong>in</strong>s and outs, all the side issues. They particularlydiscussed the regulations of the <strong>UEFA</strong>club <strong>com</strong>petitions which, as is widelyknown, are be<strong>in</strong>g revamped for nextseason. In this context, the ExecutiveCommittee had <strong>in</strong>vited a representativeof the clubs to its meet<strong>in</strong>g for thefirst time. Karl-He<strong>in</strong>z Rummenigge,chairman of the European Club Association(ECA), was therefore able topresent the po<strong>in</strong>ts of view of the 137clubs affiliated to the ECA.Referr<strong>in</strong>g to the distributionof revenue from the <strong>UEFA</strong> ChampionsLeague, he said that the clubs supportedthe proposal to <strong>in</strong>crease theIntegrity of <strong>com</strong>petitionsWith regard to f<strong>in</strong>ancial fairplay <strong>in</strong> the <strong>UEFA</strong> club <strong>com</strong>petitions,an important step was taken with thecreation of the Club F<strong>in</strong>ancial ControlPanel. Composed of <strong>in</strong>dependentf<strong>in</strong>ancial and legal experts to be appo<strong>in</strong>tedby the Executive Committee(a chairman and up to eight members),this body will be responsible forensur<strong>in</strong>g, via f<strong>in</strong>ancial audits, thatReferees and grassroots footballSign<strong>in</strong>g ceremonies <strong>in</strong> <strong>Copenhagen</strong>On the eve of the <strong>Ord<strong>in</strong>ary</strong> <strong>UEFA</strong> <strong>Congress</strong> <strong>in</strong> <strong>Copenhagen</strong>, seven nationalassociations signed the <strong>UEFA</strong> Referee Convention: the Faroe Islands,Northern Ireland, Iceland, Malta, the Netherlands, Slovakia and Sweden.The convention now has 20 signatories and another 30 associationshave submitted applications.Another charter signed <strong>in</strong> the Danish capital was the <strong>UEFA</strong> GrassrootsCharter. The national associations of Bosnia-Herzegov<strong>in</strong>a, the Czech Republic,Italy and Slovenia have taken the number of signatories to 37.These four associations have been awarded their first of a maximum sevenstars. licences have been correctly awardedto clubs and that the clubs have mettheir obligations under the <strong>UEFA</strong> ClubLicens<strong>in</strong>g Regulations.Also with the <strong>in</strong>tegrity of<strong>com</strong>petitions <strong>in</strong> m<strong>in</strong>d, the ExecutiveCommittee heard an update on themeasures it had taken to <strong>com</strong>bat illegalbett<strong>in</strong>g and match-fix<strong>in</strong>g. A frauddetection system had been set upwhich would not only monitor bett<strong>in</strong>gl<strong>in</strong>ked to <strong>UEFA</strong> <strong>com</strong>petitions, butwould also gradually <strong>in</strong>crease its scopeto cover all matches <strong>in</strong> the top twodivisions and national cup matches ofall <strong>UEFA</strong> member associations. Underthe new system, some 27,000 matcheswill be monitored each year <strong>in</strong> cooperationwith bett<strong>in</strong>g agencies from allover the world, lead<strong>in</strong>g to the creationof a huge database.With these measures <strong>in</strong> m<strong>in</strong>dand <strong>in</strong> order to bolster <strong>UEFA</strong>’s discipl<strong>in</strong>aryservices, the Executive Committeeappo<strong>in</strong>ted two new specialist discipl<strong>in</strong>ary<strong>in</strong>spectors.Draw <strong>in</strong> WarsawThe Executive Committeewas <strong>in</strong>formed of the state of progressof the preparatory work for <strong>UEFA</strong>EURO 2012 <strong>in</strong> Poland and Ukra<strong>in</strong>e. Itwas told that the draw to determ<strong>in</strong>ethe qualify<strong>in</strong>g groups would be heldat the Palace of Culture and Science <strong>in</strong>Warsaw on 7 February 2010.As far as <strong>com</strong>petitions areconcerned, the Executive Committeealso approved the regulations of the2009/10 <strong>UEFA</strong> Futsal Cup and heard areport on the first European Under-21Futsal Tournament, which had beenorganised on an experimental basis.Another set of regulations thatwas approved were for the 2009/10Women’s Champions League, which willreplace the <strong>UEFA</strong> Women’s Cup witha new format. The f<strong>in</strong>al will be playedas a s<strong>in</strong>gle match on neutral territory<strong>in</strong> the same week and the same cityas the <strong>UEFA</strong> Champions League f<strong>in</strong>al.In addition, the eight best associationswill be entitled to enter two teamsand the <strong>com</strong>petition will beg<strong>in</strong> witha qualify<strong>in</strong>g round played <strong>in</strong> the formof m<strong>in</strong>i-tournaments. This round willbe directly followed by knockoutmatches from the round of 32 untilthe f<strong>in</strong>al.The Executive Committee wasalso <strong>in</strong>formed that the f<strong>in</strong>al round ofthe 2008/09 Regions’ Cup would beplayed <strong>in</strong> Croatia from 15 to 22 June.Memorandum of understand<strong>in</strong>gwith professional leaguesThe Executive Committee alsogave its back<strong>in</strong>g to the signature of anew memorandum of understand<strong>in</strong>gbetween <strong>UEFA</strong> and the Association ofEuropean Professional FootballLeagues (EPFL).With regard to social responsibility,it noted the conclusions of ananalysis of the campaigns l<strong>in</strong>ked to<strong>UEFA</strong> EURO 2008 (Score for the RedCross, fan embassies, EUROSCHOOLS,etc.) and heard re<strong>com</strong>mendations for<strong>UEFA</strong>’s future activities <strong>in</strong> this field.■ In <strong>Copenhagen</strong>, the ExecutiveCommittee gave its full back<strong>in</strong>gto FIFA’s position on out-of-<strong>com</strong>petitionanti-dop<strong>in</strong>g tests and the need for<strong>in</strong>dividual players to announce theirdaily whereabouts. In the words of the parliament,“if a sport is perceived as thesubject of manipulation for thef<strong>in</strong>ancial ga<strong>in</strong> of players, officialsor third parties rather than playedaccord<strong>in</strong>g to its values, rules andfor the enjoyment of its fans,this could result <strong>in</strong> a loss of publictrust.”To counter this threat, theresolution calls on EU memberstates to “ensure that sports <strong>com</strong>petitionorganisers, bett<strong>in</strong>g operatorsand regulators cooperate onmeasures to tackle the risks relatedto illegal bett<strong>in</strong>g behaviour andmatch-fix<strong>in</strong>g <strong>in</strong> sport and explorethe establishment of a workable,equitable and susta<strong>in</strong>able regulatoryframework to protect the<strong>in</strong>tegrity of sports.”Much to the delight of sportsassociations, the resolution alsore<strong>com</strong>mends that member statesprotect sports <strong>com</strong>petitions fromany unauthorised <strong>com</strong>mercial useand calls on the European Commission“to exam<strong>in</strong>e whether it is possibleto give <strong>com</strong>petition organisersan <strong>in</strong>tellectual property right (somesort of ‘portrait right’) over their<strong>com</strong>petitions.”The parliament strongly re<strong>com</strong>mendsus<strong>in</strong>g profits from gambl<strong>in</strong>g“for the benefit of society, <strong>in</strong>clud<strong>in</strong>groll<strong>in</strong>g fund<strong>in</strong>g for (…) professionaland amateur sport and culture.”The resolution was tabledby Danish socialist MEP ChristelSchaldemose.13

With it, the home affairsm<strong>in</strong>istry provides an annual total ofEUR 100,000 to subsidise social projectslaunched by members of the football familyaim<strong>in</strong>g to improve safety and security atmatches.A multidiscipl<strong>in</strong>ary <strong>com</strong>mittee wasgiven the job of select<strong>in</strong>g this year’s w<strong>in</strong>n<strong>in</strong>gprojects. Alongside the URBSFA, Belgianclubs KFC Germ<strong>in</strong>al Beerschot Antwerpen,R. Charleroi SC, Oud-Heverlee Leuven, KAAGent, SV Zulte Waregem, Club Brugge KV,K. Only two stadiums with toadditional pitches are available for manyclubs. These are the Asim Ferhatovic Hasestadium (also known as the Olympic Stadium)<strong>in</strong> the district of Kosevo and NKZeljeznicar’s stadium <strong>in</strong> Grbavica. There isalso a small stadium be<strong>in</strong>g built <strong>in</strong> the Otokaarea. As well as the two premier leagueclubs, NK Zeljeznicar and FK Sarajevo, andthe first division’s FK Olimpik and NK SASKNapredak, many second division clubs andeven ten cantonal league clubs rely onthese pitches. Until a solution is found, allthe teams face huge problems try<strong>in</strong>g toorganise tra<strong>in</strong><strong>in</strong>g sessions and there isnowhere to hold youth <strong>com</strong>petitions.The artificial pitch built a year ago <strong>in</strong>the district of Kosevo and the other <strong>in</strong>stalledrecently at the Grbavica stadium are nowbe<strong>in</strong>g used by youth teams. The honour ofplay<strong>in</strong>g on these pitches for the first timewas given to the capital’s oldest clubs,Zeljeznicar and Pofalicki.One of the most popular and oldestBosnian football academies is the Bubamara<strong>in</strong> Sarajevo. This academy has recentlystarted a project with Inter Milan to enable90 children from socially deprived familiesto tra<strong>in</strong> for free. From 5 March andfor a whole week, England, the Netherlands,France, Russia, Scotland, South Africa, NewZealand and last year’s titleholders, Canada,took part <strong>in</strong> the second Cyprus Women’sCup. In the f<strong>in</strong>al <strong>in</strong> Nicosia on 12 March,England beat reign<strong>in</strong>g champions Canada3–1 to lift the trophy.Grassroots development has been oneof our highest priorities over the last fewyears and the Cyprus FA is once aga<strong>in</strong>organis<strong>in</strong>g various grassroots tournaments<strong>in</strong> the Under-8, Under-10 and Under-<strong>11</strong>categories (60 teams <strong>in</strong> each age groupplay<strong>in</strong>g five-a-side matches), as well as anUnder-12 tournament for 22 n<strong>in</strong>e-a-sideteams. All these grassroots tournamentsare <strong>in</strong> progress and are expected to f<strong>in</strong>ishby the end of May.Prior to this, the Cyprus FA, <strong>in</strong> cooperationwith the national referee and refereeobserver associations, successfully organisedtwo sem<strong>in</strong>ars. Varioushigh-profile speakers addressed thesesubjects from different angles. A <strong>UEFA</strong>representative talked about some of thekey preventive measures necessary dur<strong>in</strong>gthe recession <strong>in</strong> order to m<strong>in</strong>imise itseffect and the CEO of FK Austria Wienpresented his club’s activities. Anotherguest speaker came over from the WelshFA to give some <strong>in</strong>sights <strong>in</strong>to his area ofexpertise, public relations and crisis <strong>com</strong>munication,which the club PR specialistsand senior management all found veryuseful.
