Learnmile InsightChalleng<strong>in</strong>g Times for Eng<strong>in</strong>eer<strong>in</strong>g Colleges<strong>Indian</strong> Institute of Technology (IIT) has been <strong>the</strong> dream dest<strong>in</strong>ation for higher studies for science school pass outstudents and shall perhaps cont<strong>in</strong>ue to do so <strong>in</strong> times to come. But <strong>Indian</strong> higher education space, especiallyeng<strong>in</strong>eer<strong>in</strong>g (UG course) seems to be go<strong>in</strong>g through its ice age. Th<strong>in</strong>gs seem to have changed and may not getback to old days anytime soon.One such change that I refer to <strong>in</strong> this article is <strong>the</strong> drop <strong>in</strong> enrollments and <strong>in</strong>terest from both students andparents community. Gett<strong>in</strong>g through an eng<strong>in</strong>eer<strong>in</strong>g college is perhaps easier than clear<strong>in</strong>g a Bank PO <strong>in</strong> today'stime, no pun <strong>in</strong>tended. We need to do some serious reflection on <strong>the</strong> state of eng<strong>in</strong>eer<strong>in</strong>g education <strong>in</strong> <strong>the</strong>country. We have close to 3,500 eng<strong>in</strong>eer<strong>in</strong>g colleges <strong>in</strong> India with a capacity of more than 15 lakh seats.Table 1: An approximation of Seats available <strong>in</strong> variousStates after <strong>the</strong>ir first round of admission counsel<strong>in</strong>g:This year, 769 students have decided not to jo<strong>in</strong> <strong>the</strong> IITs despite clear<strong>in</strong>g <strong>the</strong> exam.1As many as 96 candidates havedecided not to come to IIT-Kharagpur for admission counsel<strong>in</strong>g this year.3 The reasons shall be discussed aheadbut th<strong>in</strong>gs with IITs are different, be<strong>in</strong>g a Centre-run <strong>in</strong>stitution, it can't afford to compromise with <strong>the</strong> merit listcut off vis – a – vis fill<strong>in</strong>g up of seats. As last year too, despite three rounds of counsel<strong>in</strong>g, IIT Kharagpur was unableto fill 48 seats and <strong>the</strong>se were left vacant <strong>the</strong>reafter. For <strong>in</strong>stance <strong>in</strong> <strong>the</strong> state of Madhya Pradesh, colleges have todepend on college level counsel<strong>in</strong>g (CLC) for fill<strong>in</strong>g up vacant seats and thus compris<strong>in</strong>g student quality <strong>in</strong>take foreng<strong>in</strong>eer<strong>in</strong>g course and hence loss <strong>in</strong> importance for <strong>the</strong> pre-eng<strong>in</strong>eer<strong>in</strong>g test.Some of <strong>the</strong> prom<strong>in</strong>ent reasons for <strong>the</strong> fall <strong>in</strong> admissions can be understood as:1. It is no longer a herd mentality: <strong>Indian</strong> students do<strong>in</strong>g well with <strong>the</strong>ir SAT 1 and SAT 2 exams are look<strong>in</strong>g forcourse abroad, which offer contemporary and <strong>in</strong>dustry relevant choices. The choices with streams anddiscipl<strong>in</strong>e with <strong>in</strong> eng<strong>in</strong>eer<strong>in</strong>g have become ever so strong that students though would want a good<strong>in</strong>stitution's brand but will not compromise on <strong>the</strong>ir choice of subject / stream. For <strong>in</strong>stance as reported <strong>in</strong> anational daily “… Most candidates, while cit<strong>in</strong>g <strong>the</strong>ir <strong>in</strong>ability to come for counsel<strong>in</strong>g, have told <strong>the</strong> IITKharagpur authorities that <strong>the</strong>y have ei<strong>the</strong>r secured admission abroad or are go<strong>in</strong>g to study Maths andwww.learnmile.com Author : Manish Saraf, COO, Learnmile2

Some have even said that s<strong>in</strong>ce3<strong>the</strong>y did not get <strong>the</strong>ir preferred stream of eng<strong>in</strong>eer<strong>in</strong>g, <strong>the</strong>y would ra<strong>the</strong>r go to a non-IIT <strong>in</strong>stitution.”2. Lack of confidence with young and new <strong>in</strong>stitutions: It is not only private eng<strong>in</strong>eer<strong>in</strong>g colleges but alsosome of <strong>the</strong> new IITs that are fac<strong>in</strong>g <strong>the</strong> crunch of attract<strong>in</strong>g young m<strong>in</strong>ds to study with <strong>the</strong>m. The reasonsfor not jo<strong>in</strong><strong>in</strong>g <strong>the</strong> prestigious <strong>in</strong>stitutions varied from "not hav<strong>in</strong>g confidence <strong>in</strong> <strong>the</strong> new IITs" to "gett<strong>in</strong>g5allotments <strong>in</strong> not-so-popular streams".3. Stress on capacity build<strong>in</strong>g and ignor<strong>in</strong>g quality of education: In March 2013, The Delhi High Court hear<strong>in</strong>ga PIL has asked <strong>the</strong> All India Council for Technical Education (AICTE), so as to, if <strong>the</strong>re was uncontrolledmushroom<strong>in</strong>g of eng<strong>in</strong>eer<strong>in</strong>g colleges across <strong>the</strong> country which was adversely affect<strong>in</strong>g <strong>the</strong> quality ofeducation be<strong>in</strong>g imparted? 15 The apex body <strong>in</strong> technical education has taken some strict actions but that isafter learn<strong>in</strong>g it <strong>the</strong> hard way. AICTE issued notices to 101 <strong>in</strong>stitutions for failure to comply with norms. Butis time now that AICTE wakes up to strict quality norms, and ensure compliances.4. The slow<strong>in</strong>g down of placements: With slow<strong>in</strong>g down of western economy <strong>the</strong> jobs <strong>in</strong> technology sectorhave been dw<strong>in</strong>dl<strong>in</strong>g. Students who graduate <strong>in</strong> fields like biotechnology f<strong>in</strong>d it difficult to get placements.Placement figures of eng<strong>in</strong>eers are not encourag<strong>in</strong>g. Accord<strong>in</strong>g to experts <strong>in</strong> <strong>the</strong> placement sector, of <strong>the</strong> 500eng<strong>in</strong>eer<strong>in</strong>g colleges <strong>in</strong> <strong>the</strong> State of Tamil Nadu, only about 25 attract over 30 recruiters. “Some 50 colleges willhave five good recruit<strong>in</strong>g companies. The rest struggle to get even 20 per cent of <strong>the</strong>ir students placed,” said a16senior professor of an <strong>in</strong>stitute.www.learnmile.com23

Skill mismatch: In an article <strong>in</strong> Economic Times (ET) dated 18th June 2013, it read “Somewhere between afifth to a third of <strong>the</strong> million students graduat<strong>in</strong>g out of India's eng<strong>in</strong>eer<strong>in</strong>g colleges run <strong>the</strong> risk of be<strong>in</strong>gunemployed. O<strong>the</strong>rs will take jobs well below <strong>the</strong>ir technical qualifications <strong>in</strong> a market where <strong>the</strong>re are fewjobs for India's overflow<strong>in</strong>g technical talent pool...”.We may factor <strong>in</strong> <strong>the</strong> view of Industry here, a keystakeholder <strong>in</strong> absorb<strong>in</strong>g <strong>the</strong> talent from eng<strong>in</strong>eer<strong>in</strong>g colleges. There <strong>in</strong>puts on <strong>the</strong> curriculum and skillsshould be made part of <strong>the</strong> delivery system. While I would agree with Prof. H C Gupta, of IITJEE, Delhi, whichwas <strong>the</strong> organiz<strong>in</strong>g IIT this year, when he says “… Streams like m<strong>in</strong><strong>in</strong>g, metallurgy and ceramic are cry<strong>in</strong>gfor good students and <strong>the</strong> country needs such eng<strong>in</strong>eers…”3But would want to add here that lets createproper counsel<strong>in</strong>g systems and awareness for our students to understand how are such courses bettercareer prospects <strong>in</strong> years to come.The downward trend <strong>in</strong> admission and enrollments are early signs on <strong>the</strong> current state of preference for <strong>the</strong>course and eng<strong>in</strong>eer<strong>in</strong>g as career. More so for <strong>the</strong> private, self f<strong>in</strong>anced <strong>in</strong>stitutions. There can be no quickfix solutions; <strong>the</strong>re is a clear need for a long term thought through vision around quality education. Advocacy<strong>Deliver<strong>in</strong>g</strong> <strong>21st</strong> <strong>Century</strong> <strong>Skills</strong> InThe <strong>Indian</strong> <strong>Classroom</strong>In last month's <strong>in</strong>troductory article <strong>in</strong> this series, <strong>21st</strong> <strong>Century</strong> <strong>Skills</strong> were identified as <strong>the</strong> set of qualities studentsneed <strong>in</strong> order to be successful <strong>in</strong> <strong>the</strong> <strong>21st</strong> century workplace. This article addresses <strong>the</strong> key question: as educators,how shall we prepare our teachers, processes and <strong>in</strong>frastructure to deliver <strong>21st</strong> <strong>Century</strong> <strong>Skills</strong> effectively?Go beyond traditional patterns of teach<strong>in</strong>gTo lay <strong>the</strong> ground for deliver<strong>in</strong>g <strong>21st</strong> <strong>Century</strong> <strong>Skills</strong> to students, schools must first go beyond simply teach<strong>in</strong>gstudents to “reproduce” what <strong>the</strong>y are taught. Some might ask: how will it be possible to do so while still cover<strong>in</strong>g<strong>the</strong> syllabus? The solution is to re-focus <strong>the</strong> curriculum by emphasiz<strong>in</strong>g a focused set of knowledge and conceptsthat can <strong>the</strong>n be taught <strong>in</strong> much greater depth.Second, consider this: around <strong>the</strong> world, most students today are still taught us<strong>in</strong>g <strong>the</strong> “Transmission” model ofeducation. Teachers transmit factual knowledge to groups of pupils via lectures, utiliz<strong>in</strong>g textbooks and o<strong>the</strong>rsources for reference. The problem with this is that while students can memorize <strong>in</strong>formation, <strong>the</strong>y don't getmuch – or often any – scope to apply <strong>the</strong> knowledge. To be impressed <strong>in</strong>to young m<strong>in</strong>ds, knowledge must beapplied to new contexts, communicated <strong>in</strong> complex ways and used to solve problems.“Learn<strong>in</strong>g <strong>21st</strong> <strong>Century</strong> <strong>Skills</strong> gives students a platform to develop creativity”,says Mr. Vamshi, Correspondent of Sri Lakshmi School <strong>in</strong> Kurnool, Andhra Pradesh. “Besides, <strong>the</strong> ocean of<strong>in</strong>formation available around is <strong>in</strong>creas<strong>in</strong>g exponentially, and access to it is at every student's f<strong>in</strong>gertips via <strong>the</strong><strong>in</strong>ternet. Teach<strong>in</strong>g students what to do with <strong>the</strong> <strong>in</strong>formation is now a valuable commodity”. In order to teach, teachers must betra<strong>in</strong>ed to learn, to do. There must be a structured plan by which teachers can succeed.Here are <strong>the</strong> questions to consider when design<strong>in</strong>g teacher-tra<strong>in</strong><strong>in</strong>g programs for <strong>21st</strong> <strong>Century</strong> <strong>Skills</strong>delivery:All or Some? Will all teachers at <strong>the</strong> school who teach students be required to deliver <strong>21st</strong> century skills?This would <strong>in</strong>clude <strong>the</strong> Computer Science teacher, Art teacher, H<strong>in</strong>di (or o<strong>the</strong>r language) teacher,Physical Education teacher, etc. <strong>21st</strong> century skills teach<strong>in</strong>g and learn<strong>in</strong>g need to be part of all aspects of astudent's course of study; <strong>the</strong>y are not taught as stand-alone subjects. If all <strong>the</strong> teachers will not deliver<strong>the</strong> skills, careful consideration must be given to which teachers will be part of <strong>the</strong> <strong>in</strong>itiative.Tim<strong>in</strong>g: Extensive tra<strong>in</strong><strong>in</strong>g (<strong>in</strong>itial <strong>in</strong>tensive tra<strong>in</strong><strong>in</strong>g plus multiple update/review sessions over <strong>the</strong> schoolyear) would need to be planned and scheduled for teachers of various standards and discipl<strong>in</strong>es to learn<strong>the</strong> methods for <strong>in</strong>corporat<strong>in</strong>g <strong>21st</strong> century skills <strong>in</strong>to <strong>the</strong>ir exist<strong>in</strong>g teach<strong>in</strong>g; it must be done specific tocourse and grade.Who will tra<strong>in</strong> <strong>the</strong> teachers? Locat<strong>in</strong>g experienced tra<strong>in</strong>ers could be a challenge s<strong>in</strong>ce <strong>21st</strong> century skillsteach<strong>in</strong>gis a new concept.Specificity: Tra<strong>in</strong><strong>in</strong>g should <strong>in</strong>clude development of specific lesson plans that deal with <strong>the</strong> high cognitivedemands and potential classroom management problems.Adm<strong>in</strong>istrators Too: This <strong>in</strong>dividualized tra<strong>in</strong><strong>in</strong>g would also <strong>in</strong>volve adm<strong>in</strong>istrators, s<strong>in</strong>ce <strong>the</strong>y would beoversee<strong>in</strong>g and assess<strong>in</strong>g <strong>the</strong> teachers' delivery.Digital Tools Tra<strong>in</strong><strong>in</strong>g: All <strong>21st</strong> <strong>Century</strong> <strong>Skills</strong> teachers must be comfortable <strong>in</strong> us<strong>in</strong>g and deliver<strong>in</strong>g<strong>in</strong>struction through digital tools like computers, tablets and use of <strong>in</strong>ternet.www.learnmile.com 7

This <strong>in</strong>volves <strong>in</strong>corporat<strong>in</strong>g activities <strong>in</strong> which students must solve problems, th<strong>in</strong>k creatively, andcommunicate <strong>the</strong>ir work to o<strong>the</strong>rs us<strong>in</strong>g multiple types of mediums.Incorporat<strong>in</strong>g such activities requires significant changes <strong>in</strong> <strong>the</strong> way teachers are tra<strong>in</strong>ed. Anyth<strong>in</strong>g givenfree will not be respected.If <strong>the</strong> school management is not able to bear <strong>the</strong> bill, <strong>the</strong>n it can charge <strong>the</strong> teacher, payable <strong>in</strong> <strong>in</strong>stallments/regular deductions from salary.Infrastructure <strong>in</strong> terms of airy and spacious rooms, proper light<strong>in</strong>g etc, boards and chalks, bullet<strong>in</strong> boards, paper,furniture etc. would contribute <strong>in</strong> a big way.But my experience says that sometimes if <strong>the</strong> topic is made <strong>in</strong>terest<strong>in</strong>g by <strong>the</strong> resource person and <strong>the</strong> audience“wants” it, noth<strong>in</strong>g can come <strong>in</strong> <strong>the</strong>ir way. It becomes a “cherished” session.The pr<strong>in</strong>cipal needs to identify appropriate resource persons to lead <strong>the</strong> discussions and talks. Approachability ofa resource person keeps <strong>the</strong> teacher <strong>in</strong> touch for doubt clarifications. This <strong>in</strong> turn would motivate <strong>the</strong> teacher tobe part of <strong>the</strong> activities.The resource person(s) need to <strong>in</strong>teract with <strong>the</strong> teachers before hand to understand <strong>the</strong> “deliverables” basedon <strong>the</strong> needs of <strong>the</strong> target group.The school can announce some <strong>in</strong>centives to <strong>the</strong> teachers who attend such enrich<strong>in</strong>g activities l<strong>in</strong>k<strong>in</strong>g it tostudents' achievement or even mere participation. Accord<strong>in</strong>g to me, <strong>the</strong> ma<strong>in</strong> <strong>in</strong>centive is <strong>the</strong> <strong>in</strong>dividual teacher's<strong>in</strong>tr<strong>in</strong>sic motivation.The school has to be careful about <strong>the</strong> receiver's perspective ra<strong>the</strong>r than <strong>the</strong> giver's. Somebody may “feel” that aparticular tra<strong>in</strong><strong>in</strong>g development is essential. Theuniversity authorities gave a written assurance to <strong>the</strong>students' union that <strong>the</strong> paid seats <strong>in</strong> <strong>the</strong> postgraduatecourses will be abolished from 2013-14academic sessions itself.Accord<strong>in</strong>g to officials, <strong>the</strong>re were n<strong>in</strong>e paid seats <strong>in</strong><strong>the</strong> education department, six <strong>in</strong> biotechnology, six <strong>in</strong>communication and journalism, five each <strong>in</strong> English,library and <strong>in</strong>formation science and statistics, foureach <strong>in</strong> psychology and electronics andcommunication, three <strong>in</strong> <strong>in</strong>strumentation and twoeach <strong>in</strong> philosophy and environmental science.“There will be no paid seats <strong>in</strong> <strong>the</strong> postgraduatecourses of <strong>the</strong> university from now onwards. Thestudents' community was aga<strong>in</strong>st reserv<strong>in</strong>g seats andafter discuss<strong>in</strong>g <strong>the</strong> matter we have decided toabolish <strong>the</strong> paid seats.
