<strong>Caribbean</strong> <strong>Ra<strong>in</strong>water</strong> <strong>Harvest<strong>in</strong>g</strong> Programme4. Strategic Directions <strong>for</strong> a Regional <strong>Ra<strong>in</strong>water</strong><strong>Harvest<strong>in</strong>g</strong> Programme4.1. ObjectivesAt <strong>the</strong> overall objective level <strong>the</strong> proposed <strong>Ra<strong>in</strong>water</strong> <strong>Harvest<strong>in</strong>g</strong> Programme <strong>for</strong> <strong>the</strong><strong>Caribbean</strong> attempts to: Contribute to <strong>the</strong> conservation of <strong>the</strong> water resources ofSmall Island <strong>Caribbean</strong> States through adoption of susta<strong>in</strong>able watermanagement and conservation technologies. The anticipated outcome of <strong>the</strong><strong>programme</strong> is: Capacity <strong>for</strong> implementation of ra<strong>in</strong>water harvest<strong>in</strong>g <strong>for</strong> householdand commercial purposes streng<strong>the</strong>ned and support policies and <strong>in</strong>centivesdeveloped and ma<strong>in</strong>streamed <strong>in</strong>to national development strategies and policies.The Programme will focus on promotion of <strong>in</strong>vestment <strong>in</strong> RWH across <strong>the</strong> <strong>Caribbean</strong>, wi<strong>the</strong>mphasis on countries possess<strong>in</strong>g communities that are significantly water-stressed, where<strong>in</strong>vestment <strong>in</strong> alternative water augmentation measures are not practical <strong>for</strong> widespreadadoption <strong>in</strong> <strong>the</strong> short to medium-term. Water-stressed countries that already have deeplyrootedRWH traditions will also be targeted, but with emphasis on adoption of best practices.4.2. ApproachThe Regional Programme is conceptualized as a slate of actions to be implemented at (1) <strong>the</strong>national level, replicat<strong>in</strong>g <strong>the</strong> country <strong>programme</strong> developed <strong>for</strong> Grenada with<strong>in</strong> a commonharmonized framework and (2) at <strong>the</strong> regional level to ensure overall coord<strong>in</strong>ation of <strong>the</strong><strong>programme</strong> <strong>in</strong> alliance with regional partners <strong>in</strong> <strong>the</strong> water resources management sector.National elements of <strong>the</strong> Programme are as follows; (1) Awareness rais<strong>in</strong>g, (2) Capacitybuild<strong>in</strong>g, (3) Legislative and policy <strong>for</strong>mulation and (4) Infrastructural development. A fif<strong>the</strong>lement is Programme Adm<strong>in</strong>istration, Monitor<strong>in</strong>g and Evaluation. This additional element, isbe<strong>in</strong>g built <strong>in</strong>to <strong>the</strong> <strong>programme</strong> given <strong>the</strong> typical human and f<strong>in</strong>ancial constra<strong>in</strong>ts <strong>in</strong> many of<strong>the</strong> lead national agencies that are envisaged to carry out <strong>the</strong> monitor<strong>in</strong>g and evaluationrequirements of <strong>the</strong> Programme. This element will also be reflected at <strong>the</strong> regional level.The suite of <strong>in</strong>terventions with<strong>in</strong> each component is anticipated to lead to <strong>the</strong> creation of anenabl<strong>in</strong>g environment that fosters greater <strong>in</strong>vestment <strong>in</strong> RWH as a viable water supplyaugmentation measure. The extent to which national governments, and by extension society,re-adopts what is an old traditional practice will depend greatly on how much support isprovided at <strong>the</strong> <strong>in</strong>stitutional level. It is proposed that national agency focal po<strong>in</strong>ts with leadresponsibility <strong>for</strong> water will be charged with <strong>the</strong> responsibility of champion<strong>in</strong>g <strong>the</strong> nationalelements of <strong>the</strong> Programme.For each strategic component <strong>the</strong> objectives are def<strong>in</strong>ed, along with <strong>the</strong> key actions, verifiable<strong>in</strong>dicators that need to be monitored, and <strong>the</strong> anticipated result. Indicative costs <strong>for</strong> eachactivity are also provided.19
