Programme Adm<strong>in</strong>istration, Monitor<strong>in</strong>g and Evaluation (nationallevel)The Regional Programme assumes that Grenada will cont<strong>in</strong>ue as <strong>the</strong> pilot country withrespect to follow-on activities identified <strong>in</strong> <strong>the</strong> National <strong>Ra<strong>in</strong>water</strong> <strong>Harvest<strong>in</strong>g</strong> Programme <strong>for</strong>Grenada (CEHI/UNEP, 2006). In <strong>the</strong> national pilot <strong>programme</strong> it was proposed that<strong>programme</strong> adm<strong>in</strong>istration capacity be built <strong>in</strong>to <strong>the</strong> Grenada M<strong>in</strong>istry of Health andEnvironment as <strong>the</strong> lead agency responsible <strong>for</strong> execution of <strong>the</strong> <strong>programme</strong>. This wasconsidered necessary given <strong>the</strong> human and f<strong>in</strong>ancial resource constra<strong>in</strong>ts <strong>in</strong> that agency. ForGrenada it was proposed that a Programme Management Unit be staffed by two personnel;one at a senor level with public education/outreach and project management skills, and <strong>the</strong>o<strong>the</strong>r at an adm<strong>in</strong>istrative assistant level with skill <strong>in</strong> f<strong>in</strong>ancial management. The basic termsof reference <strong>for</strong> <strong>the</strong> Unit <strong>in</strong>cluded all services and supplies procurements, generaladm<strong>in</strong>istration of <strong>the</strong> Programme to <strong>in</strong>clude report<strong>in</strong>g, f<strong>in</strong>ancial management andmonitor<strong>in</strong>g. Similar arrangements as described above may be applied to o<strong>the</strong>r countries thatlack dedicated resources to per<strong>for</strong>m this role.4.3.5.1. Regional level actionsTotal (over a four year period) 425,000The Regional Programme will need to be coord<strong>in</strong>ated with<strong>in</strong> <strong>the</strong> framework of <strong>the</strong> Global<strong>Ra<strong>in</strong>water</strong> <strong>Harvest<strong>in</strong>g</strong> Partnership. A lead <strong>in</strong>stitutional node with<strong>in</strong> <strong>the</strong> <strong>Caribbean</strong> to drive<strong>the</strong> <strong>programme</strong> is to be identified <strong>in</strong> consultation with national and regional agencies.Proposed regional partners will <strong>in</strong>clude <strong>in</strong>ter-alia, <strong>the</strong> <strong>Caribbean</strong> Community Centre <strong>for</strong>Climate Change (CCCCC), <strong>the</strong> Global Water Partnership-<strong>Caribbean</strong> (GWP-C) and <strong>the</strong><strong>Caribbean</strong> Water and Wastewater Association (CWWA). Resources will need to be sourced tostreng<strong>the</strong>n capacity of <strong>the</strong> lead and partner agencies to assist <strong>in</strong> execution of <strong>the</strong> regionalelements.Out of a regional strategic plann<strong>in</strong>g workshop held <strong>in</strong> Tortola <strong>in</strong> March 2006 a series of keyactions that will need to be pursued at <strong>the</strong> regional level were identified. These are as follows:32
