<strong>Caribbean</strong> <strong>Ra<strong>in</strong>water</strong> <strong>Harvest<strong>in</strong>g</strong> Programme• Formal ratification and endorsement of a lead regional agency <strong>for</strong> <strong>the</strong> promotion of<strong>the</strong> regional RWH strategy. This will need to be done <strong>in</strong> consultation with stakeholderagencies. The agency will have as primary responsibility, provision of technical supportand act as an <strong>in</strong><strong>for</strong>mation hub.• Establish partnership arrangements with relevant <strong>Caribbean</strong> agencies to streng<strong>the</strong>noutreach and advocacy ef<strong>for</strong>ts and assist with resource mobilization <strong>in</strong> execution ofvarious components of <strong>the</strong> regional strategy;• Development of a website <strong>for</strong> <strong>the</strong> capture and dissem<strong>in</strong>ation of best practices <strong>in</strong> RWHas an important tool. This will be l<strong>in</strong>ked to national and <strong>in</strong>ternational nodes concernedwith water resources management. Ma<strong>in</strong>tenance of a dedicated website could befacilitated through contributions by manufacturers of supplies and equipment used <strong>for</strong>RWH systems;• Development of a toolkit by <strong>the</strong> GWP to be <strong>in</strong>cluded as an additional educationalresource. This toolkit, <strong>in</strong> addition to <strong>the</strong> Handbook developed under <strong>the</strong> UNEP/CEHIRWH pilot project may be used as guidance <strong>in</strong> <strong>the</strong> design of RWH systems. TheHandbook is a <strong>Caribbean</strong> version of <strong>the</strong> UNEP/OAS (1997) Water AugmentationHandbook;• Promotion of <strong>the</strong> RWH <strong>in</strong>itiative through <strong>in</strong>tegration with <strong>the</strong> irrigation supportcomponents of <strong>the</strong> regional FAO School Feed<strong>in</strong>g and School Garden<strong>in</strong>g <strong>programme</strong>s;• Collaboration and coord<strong>in</strong>ation with <strong>the</strong> Government In<strong>for</strong>mation Services of <strong>the</strong>respective territories to assist with <strong>the</strong> national broadcast of <strong>the</strong> public awareness<strong>programme</strong>s developed under <strong>the</strong> CEHI/UNEP RWH pilot project;• Coord<strong>in</strong>ation of monitor<strong>in</strong>g of <strong>the</strong> level of success of national RWH <strong>programme</strong>s;• Negotiate with <strong>the</strong> <strong>Caribbean</strong> Bas<strong>in</strong> Water Management Programme (CBWMP) to<strong>in</strong>clude RWH as a component of <strong>the</strong>ir certification <strong>programme</strong>;• Build capacity with<strong>in</strong> relevant <strong>Caribbean</strong> agencies and develop a skills bank toprovide technical assistance <strong>in</strong> RWH to territories;• Development of model RWH applications <strong>for</strong> <strong>the</strong> <strong>Caribbean</strong> based on research anddevelopment.It is proposed that <strong>in</strong>dependent evaluations of <strong>the</strong> Programme be conducted periodically toassess success of <strong>the</strong> <strong>programme</strong> and contribute to recommendations <strong>in</strong> an adaptive learn<strong>in</strong>gprocess. A pre-<strong>programme</strong> evaluation should establish <strong>the</strong> basel<strong>in</strong>e (<strong>in</strong> conjunction with <strong>the</strong>assessment conducted under <strong>the</strong> CEHI/UNEP RWH pilot project) to be followed by a mid-termand post-<strong>programme</strong> evaluation. The agency with lead responsibility <strong>for</strong> <strong>the</strong> <strong>programme</strong>should be responsible <strong>for</strong> management of <strong>the</strong> evaluation process.33
