1.1 ObjectivesThe objectives of this research were:• To conduct a survey into the salary levels for all job roles across thevoluntary and community sector.• To provide a demographic profile of employees in the sector by joblevel, age and gender.• To provide an assessment of recruitment and retention levels in thesector.• To provide a profile of the benefits available to employees in the sector.• To provide up to date information on current remuneration levels withinthe sector.• To provide a comparison of salary levels in the sector with the publicand private sector.1.2 Defining the Voluntary and Community SectorFor the purposes of this research NICVA has used the general charitiesdefinition of the voluntary and community sector which was also used in theState of the Sector series. This definition encompasses organisations whichare “self-governing, independent, non-profit distributing, benefiting from ameaningful degree of philanthropy, have a wider public benefit, are nonsacramentalreligious bodies/places of worship and are formally constituted”.This definition, developed by the National Office of Statistics, has been usedin previous NICVA research.Using this definition, the following organisations were excluded from thesample:• Non departmental public bodies (which are registered charities) andquangos;• Universities;• Independent schools;• Sacramental religious bodies;• Mutual’s;• Clubs or societies;• Co-operatives• Housing associations.1.3 Sample ConstructionA sample of 3,500 voluntary and community organisations was generated totake part in this research. A response of 22.9% was achieved, covering 3,502NICVA: December <strong>2010</strong> 11
