Ground-Mounted Photovoltaic System Bylaw. Also, the <strong>Town</strong> sent out a Request for Proposals for the installation<strong>of</strong> solar arrays on the closed municipal landfill. The <strong>Town</strong> is currently in negotiations with a prospective company.In September, the <strong>Town</strong> sent in an application for a grant from the MassWorks Infrastructure Program to theExecutive Office <strong>of</strong> Housing and Economic Development. The intent was to apply for this grant to tear down avacant house at 13 Park Place and construct a parking lot for the patrons <strong>of</strong> the Hubbard Memorial Library, SeniorCenter, and Memorial Park. Unfortunately, the <strong>Town</strong> found out in October that the <strong>Town</strong>’s grant application wasnot selected. The <strong>Town</strong> will try again next year.There were also major developments with the <strong>Ludlow</strong> Mills Project. At May <strong>Town</strong> Meeting the property wasrezoned from Industrial A to Mill Redevelopment District (MRD) and a bylaw specific to the Mill RedevelopmentDistrict was adopted. Westmass Area Development Corporation announced in December that Winn Developmentwas going to renovate Mill #10 into 83 units <strong>of</strong> senior independent housing.
